HomeMy WebLinkAboutCC Min 1965-08-30 I C\) C\I IS; '-' ~ CO 1 I 377 hereby calls and gives notice of a Special Meeting of the City Council of the City of Seal Beach to be held and convened at the hour of 7:00 p.m., August 19, 1965, in the Council Chamber, City Hall. 201 8th street, Seal Beach, California, to transact the following business: 1. To consider and take appropriate action to adopt a resolution to initiate pro- ceedings to annex a territory under the Uninhabited Territory Act of 1939. The meeting was. called to order with the Pledge of A~~egiance. Present: Mayor Griswold Councilmen: Nescher, Gemmill, Anderson, Gummere Absent: " n None It was moved by Anderson and seconded by Nescher to approve the minutes of August 16th and 19th 1965 as presented. AYES: NQES: Nescher, Gemmill. Anderson, Gummere, Griswold None Motion carried. ~ 378 Ord. 668 Ord. 668 ~s 50th ~v Connn. Center ~81or ~esijl;ns Ordinance No. 668 (Tax Rate 1965-66. Emergency) was presented by title by the City Attorney. After considerable discussion , . it was moved by Gummere and seconded by Anderson to set the tax rate at $1.35 per $100.00 of assessed valuation. AYES: NOES: Griswold, Anderson, Gummere Nescher, Gemmill Motion oarried. Ordinance No. 668 (Tax Rate 1965-66..Emergency) was pre- I sented in full by the City Manager. It was moved by Anderson and seconded by Gummere to adopt Ordinance No. 668. AYES : NOES: Griswold, Anderson. Gummere Nescher, Gemmill Motion carried. Mayor Griswold proclaimed August 29th to September 12th as Music Week. , Mayor Griswold proclaimed September 20th to September 26th as Industr~ Week. A memorandum from the Orange County Flood Control District regarding the possible use of the Los.Al&mitos Retarding Basin by the city fqr park and recreational purposes was discussed. It was decided that more study was needed. In conneotion with the 50th Anniversary, the Mayor appointed Mr. Nescher to represent the City at Seal Beach Night at the Hollywood Bowl. The Mayor appointed Mr~ Gemmill to represent the city I, . , at the Leisure World Bowling Tournament, September 6th. It was moved by Gemmill and seconded by Anderson to instruot the City Manager to conduct a study of availability of location and costs for property for a community center development and report back for the first meeting in October. Mayor Griswold presented a letter of resignation as Mayor and Councilman because his position with the Shell '011 Company makes it necessary to reside outside the city. Remarks of commendation were made by the councilmen and City Manager for Mr. Griswold servioes to the city. Mr. Gemmill read a letter of resignation. August 30, 1965 The City Council City Hall Seal Beach, California Gentlemen: Having just voted to accept the resignation of Mayor Robert Griswold who is the council representative to District Number Two, I find it advisable to submit my resig~ation as councilman serving the at-large representation unexpired term of Al R. Leonard. This te~ will expire in 1966. I am taking this action because I believe that it is time that the City Council, in te~s of its representation, be expanded. Since Mr. Griswold's resignation has been accepted, by law the Council must appoi~t a representative from District Number Two. I live in District Number Two. By accepting may appoint me to serve Mr. Griswold'S unexpired term and therefore only one representative will be residing in District Number Two. Another citizen, representing other geographical areas of the City, may be appointed to serve the unexpired term of Mr. Leonard. Our city cqarter provides that an election to fill the unexpired te~ of Mayor Griswold be held in 1966 to allow the voters in Dictrict Number Two to elect their representative for the remaining two years of the four-year term. My continued service in the unexpired term of ~~. Leonard woulg also terminate at that time. It was moved by Gemmill and seconded by Anderson that Mayor Nescher represent the city on the Orange County Sanitation District No. 3 Board, with Mr. Gummere as alternate. It was moved by Nescher and seconded by Gummere that, Mr. Gemmill be appointed to serve on the Orange County Mosquito Abatement Board to fill our the unexpired te~ of Mr. Griswold who has resigned from the city council. 1 . The City Manager presented his reasons for.d~nying the Cafe City Councl license and presented exhibits No. 1 to 8 inclusive. Chief of Police Lee Case presented exhibits No. 9 to 12 inclusive. The Chief of Police was questioned both by Mr. Donnelly and the City Manager. The City Manager further pr~sented exhibits No. 13 to 67 inclusive. The City Manager presented five complaints from residents of the area. Mr. Donnelly questioned the City Manager in regard to cafe employees and the number of complaints. The City Manager presented exhibits No. 68 to 79 inclusive (communications of protest). Exhibit No. 80 was in favor of the operation Exhibit No. 8~ (press clippings) The Mayor declared a recess at 10:05 p.m. The meeting reconvened at 10:15 p.m. The City Manager reported 41 cases of illegal parking in the vicinity from March 1st ~o August 17th 1965,
