The meeting was called to order with the Pledge of Allegiance. . Present: Mayor Nescher Councilmen: Andereon, Gemmill, Gummere Absent: II " None Mr. Henry Steddom was sworn in as city councilman by the City Clerk and was seated. , This being the time and place on the application of 0(0 J... The City Manager presented his reasons for.d~nying the Cafe City Councl license and presented exhibits No. 1 to 8 inclusive. Chief of Police Lee Case presented exhibits No. 9 to 12 inclusive. The Chief of Police was questioned both by Mr. Donnelly and the City Manager. The City Manager further pr~sented exhibits No. 13 to 67 inclusive. The City Manager presented five complaints from residents of the area. Mr. Donnelly questioned the City Manager in regard to cafe employees and the number of complaints. The City Manager presented exhibits No. 68 to 79 inclusive (communications of protest). Exhibit No. 80 was in favor of the operation Exhibit No. 8~ (press clippings) The Mayor declared a recess at 10:05 p.m. The meeting reconvened at 10:15 p.m. The City Manager reported 41 cases of illegal parking in the vicinity from March 1st ~o August 17th 1965, 382 Mr. Donnelly questioned the City Manager in regards to points of law. Mrs. DRvid Collier told of the difficulities endured as being a resident in the vicinity. Mr. Donnelly presented his arguments in favor of the renewel and presented exhibit No. 82 (petition of 206 names in favor of the operation). He further stated that additional parking had been obtained at 914 Pacific Coast Highway. Mr. Donnelly questioned his client at length about the operation of the cafe and presented exhibits No. 83 to 90 inclusive. (pictures) I The City Manager questioned Mr. Smith. Mr. Donnelly fUrther qbestilomeaa~a City Manager Ruseell Pratt, Attorney for Mrs. Violet McFarlandp owner of the property, told of the hardship it would cause his client. Each side summarized its case. It was moved by Gemmill and seconded by Anderson that the action of the City Manager is proper and that the City Council sustain his action in denying the renewal of the license. AYES:. NOES: Anderson, Gemmill, Steddom, Gummere, Nescher None Motion carried.
