The meeting was called to order with the Pledge of Allegiance. Present: Mayor Nescher Councilmen: Anderson, Gemmill, Steddom, Gummere I Absent: " " None This being the time and place for a public hearing on Annexation 6.5-1, there being no proteets, either written or oral, it was moved by Anderson and seconded by Gummere that the hearing be closed. AYES: NOES: Anderson, Gemmill, Steddom, Gummere, Nescher None Motion carried. Resolution No. 1339 (Annexation 65-1 - Protests) was presented by the City Manager. It was moved by Gemmill and seconded by Gummere to adopt Resolution No. 1339. AYES: NOES: Anderson, Gemmill, Steddom, Gu.~ere. Nescher None Motion carried. Ordinance No. 670 (Annexation 65-1 Approving) was pre- sented by title ,by the City Manager. It was moved by Anderson and seconded by Steddom to waive the first reading of Ordinance No. 670, that it be deemed as having had its first reading and.be paesed to I the second reading. AYES: NOES: Anderaon, Gemmill, Steddom, Gummere, Nescher None Motion carried. This being the time and place for a public hearing on the pre-zoning prior to annexation of property within Annexation 65-1, there being no protests either written or oral, the Mayor declared the hearing closed. Ordinance No. 671 (Annexation 65-1 Pre-zoning) was pre- sented in full by the City Manager. It was moved by Anderson and seconded by Gummere that Ordinance No. 671 having had its first reading be paseed to the second reading. I AYES: NOES: Anderson, Gemmill, Steddom. Gummere, Nescher None Motion carried. 389 The Mayor declared a twenty minute recess to permit a mock city council meeting by Forensic League students or Marina High School as part of the 50th Anniversary Civic Week. The meeting reconvened at 9:10 p.m. Mr. James Ballenger, Engineer for the Orange County Harbor I . District presented six peoposed plans for development of a marina in the Sunset Beach off-shore area. A general discussion followed. He further stated that these plans had been presented prior to the pro- posed location or the desalting facility. No derinlte action was Sun set ~ taken on matter. . A letter from the Seal Beach Chamber of Commerce requesting Ch8Il revision of the existing municipal sign at Main Street and Pacific Coast Highway was discussed. The City Manager outlined two pro- C01llll posals. It was moved by Anderson and seconded by Gummere that the city Sigr pay one half of either proposal decided upon. It was moved by'Gummere and seconded by Anderson to authorize the City Manager to meet with the Chamber Committee to help them in every way possible within reason. AYES: NOES: Anderson, Gemmill, Steddom, Gummere, Nescher None Motion carried. Resolution No. 1400 (Bolsa Ave.-No Parking) was presented by the City Manager. It was moved by Anderson and seconded by Gummere to instruct the City Attorney to prepare the necessary documents to proceed with the establishment of a sanitation district for all areas in Seal Beach not already located within a sa~itation district. It was moved by Gemmill and seconded by Anderson to receive and file a notice of new "off-sale" beer and wine license to Leclanan, "The Peddlers Pack", 222 Main Street. It was moved by Gummere and seconded by Anderson to table a report regarding amendments to the Public and Club Dance Ordinance. AYES: NOES: Anderson, Steddom, Gummere, Nescher Gemmill Motion carried. It was moved by Nescher and seconded by Gemmill to grant Mr. Anderson a leave of absence for eix weeks during January and February, 1966 as he will be out of the country. The City Manager to investigate further for more information. Mr. Gemmill stated that he ~nd the City ~Ianager would attend a meeting October 28th of the SCAG'S Formation Committee.
