The City Council of the City of Seal Beach met in regular
seesion at 8:00 p.m. with Mayor Nescher presiding. The meeting was
called to order with the Pledge of Allegiance.

This being the time and place for a public hearing on
Annexation 6.5-1, there being no proteets, either written or oral,
it was moved by Anderson and seconded by Gummere that the hearing
be closed.

Resolution No. 1339 (Annexation 65-1 - Protests) was
presented by the City Manager. It was moved by Gemmill and seconded
by Gummere to adopt Resolution No. 1339.

Ordinance No. 670 (Annexation 65-1 Approving) was pre-
sented by title ,by the City Manager. It was moved by Anderson and
seconded by Steddom to waive the first reading of Ordinance No. 670,
that it be deemed as having had its first reading and.be paesed to

the second reading.

This being the time and place for a public hearing on the pre-zoning
prior to annexation of property within Annexation 65-1, there being
no protests either written or oral, the Mayor declared the hearing
closed.
Ordinance No. 671 (Annexation 65-1 Pre-zoning) was pre-
sented in full by the City Manager. It was moved by Anderson and
seconded by Gummere that Ordinance No. 671 having had its first
reading be paseed to the second reading.

The Mayor declared a twenty minute recess to permit a mock
city council meeting by Forensic League students or Marina High School
as part of the 50th Anniversary Civic Week.
The meeting reconvened at 9:10 p.m.
Mr. James Ballenger, Engineer for the Orange County Harbor

District presented six peoposed plans for development of a marina in
the Sunset Beach off-shore area. A general discussion followed. He
further stated that these plans had been presented prior to the pro-
posed location or the desalting facility. No derinlte action was

Coast Highway was discussed. The City Manager outlined two pro-

A letter from the Chamber of COMMerce regarding "Merchants
Week" was diecussed. It was moved by'Gummere and seconded by
Anderson to authorize the City Manager to meet with the Chamber
Committee to help them in every way possible within reason.

by the City Manager. It was moved by Gemmill and seconded by

the City Attorney to prepare the necessary documents to proceed with
the establishment of a sanitation district for all areas in Seal
Beach not already located within a sa~itation district.

a report regarding amendments to the Public and Club Dance Ordinance.

Mr. Anderson a leave of absence for eix weeks during January and

attend a meeting October 28th of the SCAG'S Formation Committee.
