The City Council of the City of Seal Beach met in regular ~ session at 8:00 p.m. with Mayor Nescher presiding. The meeting was 85 called to order with the Pledge of Alleg~ance. .:Q ::Q Present: Mayor Nescher Councilmen: Anderson, Gemmill, Steddom, Gummere Absent: II " None It was moved by Anderson and seconded by Gemmill to approve the minutes of October 4, 1965 as presented. I AYES: NOES: Anderson, G8IIlIIlill, Steddom, Gummere, Nescher None Motion oarried. Regular demands No. 8474 to 8617 inclusive, $87,063.94 and payroll demands No. 5373 to 5473 inclusive, $26,755,39 totaling $113,8l9.33 as approved by the Finance Committee were presented. It was moved by Steddom and seconded by Gummere that. the demands be allowed and warrants drawn on the Treasury for the ,same. AYES : NOES: Anderson, Gemmill, Steddom, Gummere, Nescher None I Motion carried. A letter from the Orange County Community Action Council, Comm. Incorporated, requesting a favorable recommendation from Seal Beach Actio! to the Oramge County League of Cities on League support and affil1a- ---- tion with the Community Action Council was received and tiled. The City Manager to investigate further for more information. Mr. Gemmill stated that he ~nd the City ~Ianager would attend a meeting October 28th of the SCAG'S Formation Committee. SCAG - It was moved by Anderson and seconded by Gummere that & communication be sent to Governor Edmund G. "Pat" Brown requesting mol him to give top priority to the request of Assemblyman Mulford to place on call for this Legislative session, the matter of making it a felony to possess, throw or otherwise use a "molotov cocktail" tov coc ta - 392 50th Anniv. c.iv. At the request of 'the Orange County Council of the Navy League, the Mayor proclaimed October, 27th as Navy Day. = At the request of the Marina Democratic Club, the Mayor proclaimed October 24th as United Nations Day. A. letter from the 50th Anniversary Committee thanking the, City Council for support and enclosing a check for $672.07 as a donation to the city, was gratefully received. The Mayor to send a letter of thanks to each committee member. I The Mayor proclaimed the week of October 24th to 31st 1965 as Support Your Local Police Week. . It was moved by Gummere and seconded by Gemmill to accept a letter from Mrs., Merva Lanning, submitting her resignation from the Civil Service Commission. Mr. Terry Jones, !rchitect for the Long Beach Construction Company~ addressed the council in regard to the possible location of a mobile home park and complex on Hellman property in the area surrounding the City Coroporation Yard. Ordinance No. 670 (Annexation 65-1) was presented by title by the City Attorney. It was moved by Anderson and seconded by Gummere to waive the second reading of ~rdinance No. 670, that it be d~emed as having had ite second reading and be passed for adoption. I AYES: NOES: Anderson, Gemmill, Steddom, Gummere, Nescher None Motion carried. Ordinance No. 671 (Prezoning Annex. 65-1) was presented by.title by the City Attorney. It was moved by Gummere and seconded by Gemmill to waive the second reading of Ordinance No. 671, that it be deemed as having had its second reading and b~ passed for adoption. It was moved by Gummere and seconded by Steddom that the report of the City Treasurer for the month of September, 1965 be recei ved and filed.' It was moved by Anderson and seconded by Gummere to instruct Sani , the City Manager and City Attorney to request the Board of Super- visors to ro~ a Sanitation District in the city where not now pro- ~ vided.
