The City Council of the City of Seal Beach met in
regular session at 7:30 P.M. with Mayor Shufelt presiding.
The meeting was called to order with the salute to the Flag.

The minutes of the regular meeting of December 15, 1953
were read and approved on the Mayor's motion.

COMMUNICATIONS:
Letter of application from resident of 1303 Seal Way
Boat
(no signature. to store boat on adjoining lot. It was moved
by Bowen and seconded by Lawhead that the request be denied.
The same to apply to application of Wells and Sasse, made on
December 11, 1953.

Zone M-l with the exception of Block 206, Stanton Lothian, First

they will hold a meeting Monday, January 11, 1954 at the Y.W.C.A.
to discuss oil conservation and subsidence. The invitation to

will hold a public meeting on Oil and Gas Leasing Policies,
Friday, January 8~ 1954 at 10:00 A.M. State Building, Los

Methodist Church opposing the issuance of a business license

ed. It was moved by Bowen and seconded by Webster that the
demands be allowed and warrants drawn on the Treasury for the

Ordinance No. 443 (Stop Signs Locations) It was
moved by Webster and seconded by Bowen that Ordinance No. 443
be deemed as having had its second reading and be passed

Ordinance No. 444 (Moving Buildings) was read in
its entirety by Mr. Buck. After considerable discussion, the
Ordinance was tabled for further study and consideration.

Resolution No. 826 asking assistance of the Assembly
Interim Committee, Which is meeting in Long Beach, January 14,
1954, in regard to legislation to get additional revenue from
oil wells drilled in tide-lands. It was moved by Bowen and
seconded by Webster that Resolution No. 826 be adopted and that
a certified copy be sent to the Committee.

Mr. Buck read a letter from the Di~ision of Highways
relative to his inquiry ~or a review of the lighting situation
on Coast Highway. The Division of Highways requested a report
of accident data for the period of January 1, 1952 to January,
1954. The report will be prepared by the Chief of Police.
. Mr. Logan reported a compromise settlement of $717.60
had. been authorized by the Orange County Board of Supervisors
in regard to the bill for $2,148.48 as previously presented
for labor and equipmental rental for beach protection last
MarCh, 1953. "It was moved by Webster and seconded by Leonard
that the compromise figure be accepted.

Motion carried.
Mr. Logan reported on the December 1953 emergency
beach ersoion costs and the construction of a new dike of
sand. He commended the City employees for their outstll,nding
work and requested authorization to write letters of CDlIIII1en-
dation to the Naval personnel who assisted and to the Commanding
Officer of the Depot for his excellant co-operation in this

emergency. Request granted.
It was moved by Leonard and seconded by Webster that
the City Attorney be instructed to bring in a resolution to
permit a pay raise for Don Smith, tractor operator, for his
fine work during the beach erosion emergency.

Mayor Shufelt announced that the City of Seal Beach
would be the Host City to the next general meeting of the
Orange County League of Cities to be held at Sam's Seafood Spa,
January 28th, 1954, Thursday at 7130 P.M.

Mayor Shufelt stated that with Congress now in
session itwould be a good time to plap a program to force
the issue for an appropiation for beach protection. The
definite program to be announced at the next meeting.
City Attorney Buak announced that the City had been
served in the $b5,QOO damage action filed by the father of
James ~. Powell.lll.
Mr. Buck read his written report on the legality of
the ItCalifornia Turf Club" and his recommendations. It was
moved by Bowen and seconded by Webster that the application
for a business license be denied.

Mr. Buck reported that everything was readw to
set up the pUblic auction of the tax deeded ~ots. It was
moved by Leonard and seconded by Bowen to instruct Mr. Buck
to bring in the proper resolution.

Motion carried.
Mr. Leonard stated that he was not satisfied with

the outcome of the Monterey Oil Company suit and felt that
there must be some further means of either halting the&r
operation or obtaining a greater revenue from their 011
production. He further suggested that a committee should
be appointed to further investigate. The 14ayor appointed
Mr. Lawhead and Mr. Leonard to this committee.
Mr. Logan reported that the people who build fire-
escapes were reluctant to give bids on sketches or figures
on such jobs and that the p~ces obtained so f~r were out
of line, but that he would continue to investigate.
There being no further business the meeting was
adjourned on the Mayorls motion.
