The meeting was called to order 'with the Pledge of Allegiance. Present: Mayor Calvo Councilmen: Tancre, Ross, Flanagan. Spencer Absent: " None " . ,The minutes of the regular Illeetlng of January 15th 1957 were read and approved on the Mayor1s motion. Reports of the Building, Police, License, Water and Tmx Departments for the month of January, 1957 were presented. It was moved by Tancre and sec,onded by Ross to receive and file the City Officers reports. AYES: NOES: , Tancre. Ross, Flanagan, "pencer, Ca.l vo None Motion carried. Demands numbering 4997 to 5081 inclusive. totaling $9,528,18 as approved by the Finance Committee were presented. It was moved by Flanagan and seconded by Spencer that the deMands be allowed and warrants drawn on the Treasury for the same. AYES:: . NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. Letter ~rom the Seal Beach School District stating the terms and conditions of their land easement dedication,was dis- cussed at length. It was moved by Tancre and ,seconded. by Flanagan that Mr. Trygg be authorized and have full authority to communicate with the subdivider directing the s.ubdivider to complete the im- provements on the south and west side of the s~hool property to the sati&faction of the School Board within thirty days, and advise the subdivider of the threat of reversion of the easement .... Sub dive school which would require the subdivider to restore the property to the previous ground level. AYES: NOES: Tancre, Ross, Flanagan, Spencer. Calvo None Motion carried. ~'copy of a resolution of the Orange County Board of Supervisors agreeing to grant the City the sum of $3,216.00 from gas tax funds for the improvement of Bolsa Avenue between the Westerly liMits of the City and First Street, in accordance with the provisions stated, was referred to the City Engineer to ex- Street Dept. , Co. Letter from Mrs. Bonnie Abata relative to support of the City Council in requesting Assemblyman Richard T. Hanna to urge State aid in our beach erosion problems. The Clerk was in- structed to write Mr. Hanna in behalf of the City Council. Since no word had been received from the Greyhound Line, regarding the present routeing of the buses, the Clerk was instruc~ed to contact the company. Letter from Diehl, Evans and Company, our auditors, recommending that a systems review be made of the records and books of account of the City. The purpose of the survey is to plan for the future growth of the City. It was moved by Flanagan ' anG seconded by Ross to retain Diehl, Evans and Company to make the survey at not to exceed $1200.00 Ir AYES: NOES. At the request of three property owners in the area of the alley between lOth and 11th Streets in the 300 block, the City Engineer was instructed to make temporary repairs in the ~lley to alleviate the drainage problem. Fifth street Extension - Meeting scheduled with Pacific I . .- Electric and State Public Utilities Commission. state Highwa~ - State participation in lighting, signals curbs and gutters. Approximate costs estimated. Engineer to survey property owners. Gasoline Agreement.- Bid of Standard Oil Company lowest. . Signed agreement. Traffic Signals - Survey to be made by State. Personnel -It was moved by Tancre and seconded by Spencer to approve the scheduling of police patrolmen and Maintenanoe Man Grade #1 examinations, second step hiring.and the establishement of a new position of Caretaker. I AYES: NOES: Tancre. Ross, Flanagan. Spencer, Calvo None Motion carried. Water System - It was moved by Spencer and seconded by Ross to modify the water system in the subdivision as outlined. All expenditures within the budget. AYES: NOES: Tanore, Ross, Flanagan, Spencer, Calvo None Motion carried. It was moved by Spencer and seconded by Tancre that Mr. Trygg be instructed to attend an institution of higher learn- ~ ing to persue a course in Public Admisistration at his own ex- pense as a condition of his employment with th~ City. Mr. Ray Cook. newly elected chairman of the Hecreation and Parks Commission asked for a meeting with the Council to set up a better organization. Tancre, Spencer and Ross as members of '.., these Committees to meet with the Commission. Request of the Orange County Society ror Crippled Chil- . dren to sell paper lapel lillies on the streets of the City on April 12th and 13th, 1957 was granted. .
