HomeMy WebLinkAboutCC Min 1957-04-02 20 Seal Beach, California April 2, 1957 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Calvo presiding. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Calvo Councilmen: Tancre, Ross, Spencer Absent: II II Flanagan I. In the absence of Mr. Flanagan, Mayor Calvo appoint- ed Mr. Tancre to serve on the Finance Committee. The minutes of the regular meeting of March 19th and the regular adjourned Meetings of March 26th and 29th, 1957 were read and approved on the Mayor's motion. Reports of the Police, License, Water and Tax Depart- ments for the month of March 1957 were presented. It was Moved by Spencer and seconded by Ross to receive and file the City Officers reports. AYES: NOES: ABSENT I Tancre, Ross, Spencer. Calvo None Flanagan Motion carl'ied. 1 DeMands numbering 5297 to 5389 inclusive, totaling $10,696.99 as approved by the Finance Committee were presented. It was moved by hoss and ~econded by Tancre that the demands be allowed and warrants drawn on the Treasury for the Same. AYES: NOES: ABSENT: Tancre. Ross, Spencer, Calvo None Flanagan Motion carried. Ord. Ordinance No. 502 (Zoning) was presented by title by the City Attorney. It was moved by Spencer and seconded by Ross to waive the reading of Ordinance No. 502 and pass it to its seoond reading. 502 AYES: NOES: ABSENT: Tancre, Ross, Spencer, Calvo None Flanagan Motion oarried. I Further action on the pier lease w.as deferred until Pier Mr. Flanagan returns. Letters from the County Council, the School District Sub. and Mark Taper Inc. relative to the school easement were read Div. and discussed. Mr. Buck reported that he and Mr. Trygg had met wall be constr'ucted to protect and correct beach erosion was Er'osil discussed. It was also suggested that the sand be tapered seaward. Mayor Calvo stated that he would contact the Navy for use of their equipment. Timber groins and rock jetties were also dis- cussed. Letter from Assemblyman Richard T. Hanna supporting AB2624 was received and filed. , Letter from the Associated Chambers of Commerce in I regard to membership was received and filed. The Clerk reported that he had talked with Mr. Wootan, Attorney, Signal Oil Company about the proposed oil drilling , operation on our water lands and that he had stated that progress was being made with the Navy and that a full report would be sent t~. o l'- o <I: ~ :x: to the City soon. Mr. Trygg reported that a manually operated signal . would be installed at Main and Coast Highway by April 15th for the benefit of passengers using the Greyhound Lines when rerouted to Coast Highway. Parks and Recreation (a) ResuI'facing lot west side pier, discussed along with west beach lot, withheld for further study. (b) Budget - expend&tures to date. Mrs. Mendoza addressed the Council relative to exhibit space for art works on the west wall of the Sun Room next to pier and for the need of some kind of awning for protection. It was moved by Tancre and seconded by Ross to instruct Mr. Trygg to design and install a type of awning not to exceed $400.00 AYES: NOES: ABSENT: Tancre, Ross, Spencer, Calvo None Flanagan Motion carried. I Mr. Ross' suggestion that the fire~rings on the beach be eliminated was discussed with no definite action taken. Mr. Tancre recommended that new life guards receive instructions and certificate from the Long Beach Life Guard Service. It was further discussed that the hourly pay schedule of life guards be increased. A Resolution needed to make change. 8. Water Department (a) Phase 1. Bay and Bolsa, City. to install valve. (b) Phase 2. Call for bids for May 7th meeting. 9. Civil Defense - Operational plan approved. Mr. Ross suggested that further study be given to employ- ing one man for beach cleaning as has been done a few years ago. Mr. Ross, Mr. Trygg and Mr. Thomas to investigate. I 10. Subdivision - Water, Sewer and Gas Lines being installed under highway. After considerable dis- cussion by members of the CounciL, the City Attorney and Mr. Stockan it was moved by Ross and seconded by Tancre that the city re-negotiate the present pier lease to provide as follows:' 1. The term of the lease shall be amended to be a Pier one year lease, with option on behalf of the lessee to renew said lease from year to year upon the same terms and conditions for a 'maxiMum period of' five years;, I 2. The rental fee shall be the amount set forth in the letter of March 18, 1957 addressed to the City,CounciL from the Seal Beach Sport Fishing. Fleet; 3. Prior to the expiration of the lease term of one year. the lessee must n~tify the City, not less than thirty days prior thereto, whether or not the lessee desires to excercise the renewa~ option granted to him. 4.
