The meeting was called to order with the Pledge of Allegiance. Present: Mayor Calvo Councilmen: Tancre, Ross. Flanagan, Spencer I Absent: II II None Mayor Calvo announced that this was the time and place as advertised to open bids on certain equipment. The rollowing bids were opened and read; , Road. The minutes of the regular meeting of April 2nd and the regular adjourned meeting of April 9, 1957 were read and approved on the Mayor'S motion. Mayor Calvo stated that he had contacted the Navy in regard to use or their heavy equipment to level the beach, but that they would only loan equipment in cases of extreme emergency. The Clerk read a letter rrom Congressman James B. utt stating Bch. that his bill HR 2524 to extend the Federal breakwater had been presented but that no action had been taken to date. ~ Reports or the City Clerk and City Treasurer for the month or March 1957 were presented. It was moved by Spencer and seconded by Ross that the demands be allowed and warrants drawn on the Treasury for the same. AYES ~ NOES: Tancre, Ross, Flanagan, Spencer, Calvo None I Motion carried. Ordinance No. 502 (Zoning) was read by title by the City Attorney. It was moved by Flanagan and seconded by Tancre to waive the second reading of Ordinance No. 502. Letter from the Recreation Conunission relative to the appointment of a permanent Director or Supervisor, the salary to be paid and the duties as prescribed. was referred to the Youth Center Committee of Tancre and Spencer. ~,Ip the matter of paving a portion of the area of the elittiWU Pacific right-of-way at Main and Electric, Roy Thomas and John Herrin were appointed to make the inspections. Letter from John Demarest requesting a six month leave of absence without pay because of illness, was discussed. I. It was moved by Flanagan and seconded by Spencer that John Demarest ~e granted a six month leave of absence without pay beginning April 23, 1957, subject to the recommendation of his doctor. AYES: NOES: Tancre, Hoss, Flanagan, Spencer, Calvo None Motion carried. I Letter from Senator John A. Murdy in reference to AB 1502, was received and filed. Adjusting the street sweeping sched~~es as it applies to certain streets was referred to the Police Depart- ment and ROY Thomas. Roy Thomas announced that "Clean-up-week'. would be for the week beginning Monday April 22nd and suggested ade- quate publicity. Referred to the City Clerk. Mayor Calvo announced that the results of the Police o l'o o 00:( ~ :c , Patrolmen Examinations were in the hands of the Civil Service Board and that an elgible list would be referred to the Coun- cil and rolice Chief. Mr. Ross told of his investigation and difficulties relative to the rerouting of the Greyhound Line. This was referred back to Mr. Ross for further investigation. Mr. Ross stated that he had attended the la~t meet- I ing of the City Employees Association and that they were anxious to know what effect the proposed Civil Service changes might have on them as employees. It was decided'that the em- ployees would be given full knowledge of any proposed changes before being modified, changed or adopted. Mr. Buck read the amended School District Easement Agreement in full and explained the agreement in detail. This agreement as presented had been signed by the District and the Subdivider. It was moved by Spencer and seconded by Tancre that the Mayor and City Clerk be authorized and directed to execute the agreeMent. AYES: NOES: Tancre. Buck announced that he had been approached regarding an annexation of some 80 acres on Bolsa Chica Road at Smeltzer Avenue, and that pending outcome of the nellman-Navy annexation, nothing could be done. It was moved by Tancre and seconded by Ross that Mr. Trygg remain in full pay status to and including April 30th. Request of the Seal Beach Lions Club for permiss- ion to block off Central kvenue from Main Street east to . alley,and for use of chairs and tables for their Annual Pan- cake Breakfast, Saturday. May 11th from 7:00 ~M to 11:30 AM was approved as requested. Announcement of the regular monthly meeting of the Orange County League of Cities, April 25th, Santa Ana, was received and filed. I Hequest of the United Cerebral Palsy Association to distribute campaign placards and coin cannisters in the City during the month of May was granted. Mr. Ross stated that he had attended Chamber of Commerce meetings relative to the removal of fire rings on the beach and it was the general opinion of the business men that the fire rings should remain. The matter was refer- red to the Beach Committee of Ross and Tancre. Mayor Calvo told of meeting with the owners of the Rossmore subdivision and that it might be possible to annex . that area to the City. It involved sewage and water problems that needed further study. It was moved by Tancre and seconded by Spencer to 1 , adjourn to Tuesday, April 30th at 7:00 P.M. AYES: NOES: Tancre, Ross. Flanagan.
