The meeting was called to order with the Pledge of Allegiance. Present: Mayor Calvo Councilmen: Tancre. Ross, Flanagan, Spencer . Absent: II None II Mayor Calvo announced that this was the time and place as advertised to open bids for the 8th Street parking lot improve- ment. The following bids were opened; Bids Park. Lots Ansco Construction Co. Hardy and Harper Sully-Miller Corp. R. J. Noble Co. . Alwood Corp. $ 4014.00 3884.00 3950.00 3455.00 5400.00 The above bids were referred to the City Engineer for analysis and report. The minutes of the regular meeting of May 7, 1957 were read and approved on the Mayor's motion. The reports of the City Clerk and City ~reasurer for the month of April 1957 were presented. It was moved by Spencer and seconded by Ross to receive and file the City Officers reports. AYES:. NOES: Tancre. Ross, Flanagan, Spencer, Calvo None Motion carried. Upon the request of the City Clerk it was moved by Tancre and seconded by Ross to instruct the City Clerk and City Bldg. Dept. Treasurer to open a special savings account for checks held for building permits and licenses, in connection with the General Telephone Company dial station, being erected on the Hellman- man Naval Ammunition Depot Annexation, such monies being sub- Checks ject to I'eturn. AYES: NOES: Tancre, Ross. Flanagan. Spencer, Calvo None Motion carried. Demands numbering 5558 to 5622 inclusive, totaling $10.119.51 as approved by the Finance Committee were presented. It was moved by Ross and seconded by Flanagan that the deMands be allow!l.d and warrants drawn on the Treasuary for the same. AYES:; NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. 38 Bid Park. ~ l'arking Lots Sub Qlli Ord. 406 Sub Div. The City Engineer reported his analysis of the bids as opened. It was moved by Ross and seconded by Spencer to award the bid for the improvement of the 8th street parking lot as advertised to the R. J. Noble Company, at $3455.00 and that the Mayor and City Clerk be authol"ized.!to execute the contract. AYES: NOES:. Tancre, Ross, Flanagan, Spencer, Calvo None 1 Motion carried. It was moved by Tancre and seconded by Spencer that the City Engineer be authorized to execute a change order to R. J. Noble Co.. contractor, to complete the lOth street anli balance of the 8th Street parking lot at not to exceed $2550.00 AYES: NO&S: Tancre"Ross, Flanagan, Spencer. Calvo None . , Mo.tion carried. set-back lines in the new subdivision as recommended by the Planning Commission were discussed at. length with Plan- ning Commissioners Carson, Brown. Powers; Councilmen Calvo, Tancre, Ross; Contractors Butler and Harbour and Hasinbiller, FHA Inspector taking part in the discussion. After viewing house rloor plans as presented by Butler and Harbour it was moved by Tancre and seconded by Spencer to accept the recommend- ation of the Planning Commission in Tract 2590, 10 feet for side opening garages; 18 feet for front opening garages; 18 feet for residence building; 5 feet side line to residence building or attached garage; 2 feet for detached garages; lO feet rear line; 10 feet side line corner line lot; and the narrow frontage to be considered the front of the lot; and to instruct the City Attorney I to prepare such a proposed ordinance. It was further recommended by the Planning Commission and so moved by Flanagan and seconded by Ross that the City Attorney be instructed to prepare a proposed ammenQ~ent to Ordinance No. 406, to provide one parking space for each living unit in multiple zones. Mark Taper for Tracts 1817 and 2591 in the new subdivision requesting an extension of th~ir improvement bonds and street light- ing were discussed at length. It was mov.ed by Spencer and seconded by Tancre that Butler-Harbour Construction Company be issued building pennits for five model homes in Tract 2590. Bldg. Dept. It was explained by Mr. Trygg that pend- ing repair of the large tractor. the smaller one was used on the beach. Mayor Calvo reported that he and the City Clerk had met ~ith Congressman James B. Utt regarding oil drilling on our water Oil property and that Mr. Utt had stated that he would follow through with our request upon returning to Washington. Letters from Congressmen Utt and Harry Sheppard, with copies of letters sent by them to the Secretary of the ~avy were received and filed. Appointment of Ben Lewis to replace Frank Krause on the Marine and Shoreline Advisory Committee was approved. Resignation of Donald L. Smith, Maintenance Department was received and filed. JvIarina City Emply Application of the Church of Latter Day Saints, East Long Beach, for fireworks sales pennit was denied. Application for fireworks sales license at $100.00, A. J. Westmoreland, 4l2i Bolsa Avenue was approved. Fire Works Application for fireworks sales license at $100.00 Seal Beach Lumber and Supply, 680 Coast Highway was approved. Application for fireworks sale license, Seal Beach Lions Club, 10 Bolsa Avenue and Coast Highway. It was moved by Ross and seconded by Tancre to grant the license, fee waived. AYES:: NOES: Tancre. Van Sandt to sponsor n'Seal Beach Cops" baseball team was referred to the Youth Center Committee Base Ball of Tancre and Spencer. Letter of thanks for use of the City Hall by Local 225 International Chemical Workers Union (Dow Chemical) for meetings was received and filed. Announcement League of Cities meeting, May 23rd was received and filed. Announcement Or'ange County Coast Association, May24th 40 street Dept. street Dept. City was received and filed. Announcement Associated Chambers of Commerce, May 28th was received and filed. Letter from Frederic Bessinger, 1619 Seal Way, relative to Seal Way alley was discussed with no action taken. City Enp;ineers Agenda Subdivision - Progress report. Bolsa Avenue Improvement- It was moved by Spencer and seconded by Ross to approve ~he preparation of plans and specifica- tions for' the proposed improvement of Bolsa Avenue. State Retirement Plan- Mr. Trygg reported new proposed legislation regarding the plan and that a representative of the State would meet with the City Employees in June to further I Emply1s. explain the retirement plan. . Maintenance #2.- It was moved by Ross and seconded by Civil Servo Water Dept. Street Dept. spencer to request the Civil Service Board to establish an eligible list for maintenance men #2. Trygg gave a report on local water content and re- commended a raise in water meter installation charges because of cost increase. Referred to Water Committee of Ross and Spencer.
