The City Council of the City of Seal Beach met in regu-
.
lar session at 7:30 P.M. with Mayor Calvo presiding. The meeting
was called to order with the Pledge of Allegiance.
Present: Mayor Calvo
Councilmen: Tancre. Ross, Flanagan, Spencer

Mayor Calvo announced that this was the time and place
as advertised to open bids for the 8th Street parking lot improve-
ment. The following bids were opened;

The above bids were referred to the City Engineer for
analysis and report.
The minutes of the regular meeting of May 7, 1957 were
read and approved on the Mayor's motion.
The reports of the City Clerk and City ~reasurer for
the month of April 1957 were presented. It was moved by Spencer
and seconded by Ross to receive and file the City Officers reports.

Upon the request of the City Clerk it was moved by
Tancre and seconded by Ross to instruct the City Clerk and City
Bldg.

Treasurer to open a special savings account for checks held for
building permits and licenses, in connection with the General
Telephone Company dial station, being erected on the Hellman-
man Naval Ammunition Depot Annexation, such monies being sub-

The City Engineer reported his analysis of the bids
as opened. It was moved by Ross and seconded by Spencer to
award the bid for the improvement of the 8th street parking
lot as advertised to the R. J. Noble Company, at $3455.00 and
that the Mayor and City Clerk be authol"ized.!to execute the
contract.

It was moved by Tancre and seconded by Spencer that
the City Engineer be authorized to execute a change order to
R. J. Noble Co.. contractor, to complete the lOth street anli
balance of the 8th Street parking lot at not to exceed $2550.00

set-back lines in the new subdivision as recommended
by the Planning Commission were discussed at. length with Plan-
ning Commissioners Carson, Brown. Powers; Councilmen Calvo,
Tancre, Ross; Contractors Butler and Harbour and Hasinbiller,
FHA Inspector taking part in the discussion. After viewing
house rloor plans as presented by Butler and Harbour it was
moved by Tancre and seconded by Spencer to accept the recommend-
ation of the Planning Commission in Tract 2590, 10 feet for side
opening garages; 18 feet for front opening garages; 18 feet for
residence building; 5 feet side line to residence building or
attached garage; 2 feet for detached garages; lO feet rear line;
10 feet side line corner line lot; and the narrow frontage to be
considered the front of the lot; and to instruct the City Attorney

to prepare such a proposed ordinance.

It was further recommended by the Planning Commission
and so moved by Flanagan and seconded by Ross that the City Attorney
be instructed to prepare a proposed ammenQ~ent to Ordinance No. 406,
to provide one parking space for each living unit in multiple zones.

Letters from Butler-Harbour Construction Company for Tract
2590 and S. Mark Taper for Tracts 1817 and 2591 in the new subdivision
requesting an extension of th~ir improvement bonds and street light-
ing were discussed at length. It was decided to act on these requests

at an adjourned meeting May 28th.
It was mov.ed by Spencer and seconded by Tancre that
Butler-Harbour Construction Company be issued building pennits
for five model homes in Tract 2590.

Letter from Mrs. Bonnie B. Abata relative to beach clean-

ing was received and filed. It was explained by Mr. Trygg that pend-
ing repair of the large tractor. the smaller one was used on the beach.
Mayor Calvo reported that he and the City Clerk had met
~ith Congressman James B. Utt regarding oil drilling on our water

property and that Mr. Utt had stated that he would follow through
with our request upon returning to Washington. Letters from
Congressmen Utt and Harry Sheppard, with copies of letters sent by
them to the Secretary of the ~avy were received and filed.
Appointment of Ben Lewis to replace Frank Krause on the
Marine and Shoreline Advisory Committee was approved.
Resignation of Donald L. Smith, Maintenance Department
was received and filed.
