The meeting was called to order with the Pledge of Allegiance. Present: Mayor Calvo Councilmen: Tancre, ROBS, Flanagan. I The minutes of the regular meeting of June 4. 1957 were read and approved on the Mayor1s motion. The City Engineer reported that the Youth Center Summer Swimming program in use inS the San Gabriel River Channel was in danger ,of water pollution and called on Mr. . Youth Cente . Harlan Schroth of the County Health Depart~ent to report his findings in sampling the water. He reported that his depart- ment could not recommend the use of the channel for the pro- . . posed program. Mr. Trygg stated that he had contacted the Long Beach Hecreation Department and that their facilities would be made available. Reports of the City Clerk and City Treasurer for 46 Ord. 503 Ord. 503 Ord. 22!l: Ord. 222 the month of May 1957 were presented. It was moved by Flanagan and seconded by Spencer to receive and file the City Officers reports. AYES: NOES: Tancre, Ross, Flanagan, Spencer, Calvo None Motion carried. Demands numbering 5734 to 5816 inclusive, totaling $21,730.06 as approved by the Finance Committee were presented. The City Attorney presented a written report on Pier his findings in regard to the report of the Marine Advisory Lease Committee but suggested one master lease for the pier. A~ter considerable discussion it was moved by Ross and seconded by Tancre that the Council approve the latest lease as recently o l'o o -< ot!t ::c presented by the City Attorney and that the Mayor and City Clerk be authorized to execute the lease. Mr. Buck reported the findings of OIMelveny and Myers relative to annexed territory, financing of sewera. and recommended the approval of their statement for payment . of services rendered of $35.00 and the Council approved the statement. I Letter from Diehl, Evans and Company, City Auditors: relative to adequate office space and the proposed collection of taxes by the County was discussed. In regard to office space, estimates of costs were to be reported by the City Engineer, collection of taxes by the County will depend en- . tirely on the total assessed valuation for the 1957-58 tax year, it was reported by the City Assessor and Tax Collector. Mayor Calvo requested information on the wests ide drainage project. Mr. Trygg stated that the Pacific Electric Company was holding up progress. , Mr. Buck gave a complete report on his trip to Washington. D. C. in regard to ingress and egress to the Pier Lease Sewer Dept. . City Hall Drain age Oil 48 Civil Naval Depot for oil drilling purposes and that he expected permission to be granted very soon. The certification of a list of seven eligible appli- cants for the position of Clerk-Typist (female) by the Civi~ Service Board was received and filed. Recommendation of the plan to establish an "Area of Intluence Map" of the City as recommended by the Planning Commiss- ion was approved. Report and suggestions of O. W. Hasinbiller to improve Ocean Avenue between First Street and the river channel was referred to the City Engineer. Request for zone change by Mark Taper, Inc. was referred to the Planning Commission and the City Engineer for study. Letter from Assemblyman Richard T. Letter of appreciation from the Artists League of Seal I Beach, for providing the open air gallery, was received and filed. Note from Frederic Bessinger addressed to Mayor Calvo was received and filed. Letter and article from Mr. and Mrs. Robert R. Lehr . relative to rluoridation of water was received and filed. Offer of engineering services from Bulot, ~uigley and Clark, Inc., Santa Ana, was received and filed. , Announcement of the 59th Annual Conference, League of California Cities, Sept. 2~-25, 1957, San Francisco. was received and filed. 1 Announcement of the June meeting, Orange County League of Cities, Garden Grove, June 27, 1957 was.received and filed. Announcement of the annual meeting of the Associated Chambers of Commerce, Disneyland Hotel, June 25, 1957 was' recieved and filed. Mayor Calvo reported a sewage probleM 1n the Bolsa Chica 49 Annexation, but that he had met with several sanitary districts to try to work out the problem. Mr. Trygg reported that state 1- Highway present plans for Garden Grove Blvd. would not effect the water well on the property. Engineers Agenda 2.
