The city Council of the City of Seal Beach met in
regular session at 7:30 P.M. with Mayor Calvo presiding.
The meeting was called to order with the Pledge of Allegiance.

Mayor Calvo appointed Mr. Spencer to serve on the
Finance Committee in the absence of Mr. l"lanagan.

were read and approved on the Mayor1s Motion.
Mayor Calvo changed the regular order of business
to permit a general discussion of the proposed rezoning of
portions of the subdivision, north of Coast Highway. - The
Cler~ read the request of Mark Taper, Inc. to rezone, and a
letter of recommendation from the Planning Commission. He
also read letters of protest from the Chamber of Commerce,

Emma Wolf, Rachel Toggweiler, Mr. and Mrs. otto A. Sandau,
Jerry Brockman, Mr. and Mrs. Robert Sandau, Mr. and Mrs.
Glenn o. Jones and a petition signed by Rollie R. Vinzant
and ninety two (92) other property owners and or ',.business
men.
Mr. Al R. Leonard acting as spokesman for the
business men introduced Mr. Malcom Updegraff, Attorney,
representing the petitioners who outlined the progress of
the Taper DevelopMent to date, and protesting the plan change
for the present time or until future development warrants
further extension of commercial. rezoning.

Mr. Mark Taper addressed the Council stating that
$1,600,000.00 had been spent to date in developing the sub-
diyision and that it took approximately one year to develop
a commercial area after rezoning had been granted. He further
offered to answer any questio~s put to him by the Council and
audience.

Entering into a lengthy discussion that followed,
representing business and property owners were Vinzant, Ragan,
Grotemat, Shufelt, Brockman, Leonard, Hasinbiller, Robertson,
Felts, McDoniel, Raines, Hickox and others. After a short

discussion by members of the Council it was moved by
Tancre and seconded by Spencer to accept the recommend-
ation of the Planning Commission as stated in their letter
dated August 5, 1957, quoting from the minutes of their
regular meeting of August 1, 1957. In the discussion on
the motion, Mr. Ross stated his views and requested the with-
drawal of the motion so that a new Motion could be made to ,- J:l;"
deny the request for rezoning. The motion was not withdrawn. II

Reports of the Police, Building, License, Water
and Tax D~partments for the month of July, 1957 w.ere pres-
ented. It was moved by Ross and seconded by Spencer to
receive and file the City Officers reports.

Demands numbering 600l to 6128 inclu~ive, totaling
$26,426.85 as approved by the Finance Committee were presented.
It was moved'by Spencer and seconded by Ross that the deMands
be allowed and warrants drawn on thE! Tr'easury for the same.

Request of Butler-Harbour Construction Co. for
street lighting installation in ~ract 2590 was discussed.

It was Moved by Tancre and seconded by rtoss to authorize the
Edison Company to proceed and the Mayor be instructed to sign
the application and contract for service.
Request of the Seal Beach Lions Club for permiss-
ion to use the Pier-Sun Room on Saturday, August 31, 1957 for
their annual Fish Fry and to place banners advertising the
event across Main Street. It was moved by floss and seconded

ed by Spencer that Ordinance No. 508 be deemed as having had

Ordinance No. 509 (Set-Back-Lines in tract 2590)
was read in full by the City Attorney. It was Moved by Spen-
cer and seconded by Xancre that Ordinance No. 509 be deemed
as having had its first reading and be passed to the second
reading.

Ci ty Hall telephone service.
It was moved by hoss and seconded by Tancre to
