The City Council of the City of Seal Beach met in
regular session at 7:30 P.M. with Mayor Calvo presiding. The
meeting was called to order with the Pledge of Allegiance.

The minutes of the regular meeting of August 6th
and the regular adjourned meeting of August l3, 1957 were
read and approved on the Mayor'S motion.
Mayor Calvo announced that this wa~ the time and
place as advertised to open bids for a Chlorinator. The
following bids were opened and announcedJ

$l.5,468.79 as approved by the Finance Committee were presented.
It was moved by Flanagan and seconded by Ross, that the demands
be allowed and warrants. drawn on the Treasury for the same.

Mayor Calvo ohanged the regular order of business
to permit a general discussion of the proposed rezoning of
property in the subdivision. Mr. Goldin and Mr. Rose of Mark
Taper, Inc. presented a map of business rezoning which was
modified from their recent request. The City Engineer pointed
out on the map the proposed changes as to location, improve-
ments, and types of business. ~ general discussion of the plan
followed with Mr. Goldin and Mr. Rose, members of the Counoil,
members of the Planning Commission, Ci~y Attorney, City Engineer
and meMbers of the audience taking part.

After reoonvening, the City Attorney read a proposed
minute order granting the zoning varience. Further discussion
followed with Mayor Calvo, Councilmen Ross and Tancre, Plan-
ning Commissioners Carson, Grotemat and Brown and Goldin, Rose,
Leonard speaking on the matter.
It was moved by Spencer and seconded by Tancre that
the City Council, pursuant to the authority granted to it by
Ordinance No~ 406 and after hearing and recommendation by
the Planning Commission, does hereby Brant to S. MARK TAPER,
the following conditional exceptions. as to lots in Tracts
l817 and 2591:

Provided that such variances are conditioned upon the following:
1. That prior to the issuanoe of any building permit

that S. MARK TAPER, shall install such improvements thereon as
may be required by the City Engineer, and upon such other lots
for which such variances and exceptions are granted, as may be
required by the City Engineer; a~~ such improvements are to be
installed prior to the expiration date of the existing bonding
agreements, and if not so installed, S. MARK TA~ER shall install
such improvements as required under the bonding agreement.
2. As to all other lots in Tract 259l and Tract l817,
upon which the existing bonding agreement requires a masonery
wall, s. MARK TAPER shall either erect such wall prior to the
expiration of such agreement, or install such improvements as
may be required by the City Engineer in lieu of such wall, prior to
the expiration of such agreement, and if all such agreements are
not fulfilled suoh variances and exceptions shall be void.

Mrs. Bonnie Abate/asked about beach erosion as it
applied to protective measures with state and Federal assistance.
The City Engineer explained recent legislation relative to state
and Federal aid tocities. The Mayor referred the matter to the
Beaoh Committee of Ross and Tancre and the City Engineer.
Resolution No. 963 (Accepting ImproveMent Work, Bolsa
Ave.) was read by title by the City Attorney. It was moved by

Letter from the Seal Beach City Employees Association
recommending the appointing of three meMbers to the Civil Service
Commission to fill vacancies, was discussed. It was moved by
Spencer and seconded by Tancre to appoint Lewis Applegate, Earl
Gilliam and James Bentson to the Civil Service Commission and

that the City Attorney be instructed to prepare a resolution to
provide for the payment to Civil Service Commission members
Five Dollars ($5.00) per mell1ber per meeting.

Letter from Frank R. Dupuy, owner of lot at 304 Ocean
Avenue, requesting relocation or manhole on Seal Way easement,
two feet from building line. The City Engineer was instructed
to relocate the manhole to the foot of Second Street and the

property owner to pay $l50.00 for the cost1change.
Mr. Ross suggested that southerly property lines in
Block B, Bay City Traot be oheoked. The City Attorney was in-
structed to order title check.

Mr. Grotemat asked about the proposed tree planting

program for Main Street and that he would donate $lOO.OO to the

plan. It was explained that the plan was budgeted but that the
proper type of trees had not been decided upon.
Mayor Calvo asked about the proposed plan to beautify
the grounds of the Monterey Oil Co. Mr. Grotemat stated that he

and the City Clerk and City Engineer had met with repr.esenta-
tives of the oil company and tha~ they are preparing to plant
trees on three s ides of their property and are also planning
other ohanges to decreas~ noise of the operations.

Mayor Calvo also asked about the pr03ress of the
west side drainage project. The City Engineer explained that
the County Engineers were still working on it.
The Mayor also asked about the 19l1 Improvement Act
for Tract No. 10 and the 7th street job. The City Engineer
told the Council that most of the preliminary work was done
for Tract No. 10 and that Mr. Buck would prepare the petitions.

Mayor Calvo again s tressed the importance of the
beautification of the Paoific Electric right-of-way. After

discussing the matter, it was decided to keep the weeds cut
and to continue the installation of wood bumper curbs when
the materials' are available.,

Mr. Hasinbillerfstated that the west end of Ocean
Avenue from First Street to the flood control channel was in
need of improvement. He also stated that consideration should
be given to fire protection in the new subdivision.
