City Clerk o r-. o <C <t ::r:: .Seal Beaoh, California October 1.5, 1957 I The City Counoil of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Paul Calvo presiding. The meeting was called to order with the Pledge of Allegiance. . Present: Mayor Calvo Councilmen: Flanagan, Ross, Spenoer, Tanore Absentl II II None The minutes of the regular meeting of Ootober 1, 1957 were read and approved on the Mayor's motion. Reports of the City Clerk and City Treasurer for the-month of September 1957 were presented. It was moved by Ross and seconded by Tancre to receive and file the City Offi- cers reports. AYES: NOES I Flanagan, Ross, Spencer, Tanore, Calvo None Motion carried. I Demands numbering 64e3 to 6556 inclusive, totaling .17,060.72 as approved. by the Finance Committee were presented. It was moved by Ross and seconded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: Flanagan, ltoss, Spencer, Tanore,.Calvo NOES: None Motion carried. Ordinanoe No. 510 (Traffic Regulations-Electric . Avenue) was presented in full by the City Attorney. It was 8~ Ord. 510 - Reso. 90tl_ ~ Reso. 909 Plan. Comm. Marine Shore Comm. street Dept. moved by Spencer and seconded by Tancre that Ordinance No. 510 be deemed as having had its first reading and be passed to the second reading. AYES: NOES: Flanagan, Ross, Spencer, Tancre, Calvo None Motion carried. Resolution No. 90tl (Easement acceptanoe-Dow Chemical) was presented by the City Attorney. It was moved by Flanagan and seconded by Tancre to adopt Resolution No. 908 and the Mayor and City Clerk be authorized and direoted to exeoute the I easement acceptance. AYES: NOES. The Clerk read a letter from Senator John Murdy request- ing the City's attendance, and to present evidence in support of Assembly Bill No. 2024 at an Interim Committee hearing at Newport Beach, November 4th. Resolution No. 969 (Supporting Assembly Bill No. 2024) was presented by the City Attorney. It was moved by Tancre and seconded by Ross to adopt Resolution No. 909. Recommendation of approval by the Planning Commission for a conditional zone variance to Cl zone as requested by Glenn Jones for Lot 39 Block 208 Stanton-Lothian 1st Addition. It was Moved by Spencer and seconded by Rpss to approve the recom- mendation of the Planning ~ommission. AYES: NOES: Flanagan, Ross, Spencer, Tancre, Calvo None Motion carried. Letter of resignation from D. M. Callis as chairman and member ot' the Marine and Shoreline Advisory Committee was received. with regrets. . Petition protesting the proposed improvement of streets in the northeast section of the oity, signed by some 129 persons was presented to the Council by Mrs. Ann Franklin,. 219 loth Street. After a general discussion with members of the Council and audience . taking part, the matter Was referred to the Street Committee of 1 Ross and Tanore. . R~quest of the Orange County League of Cities to issue a proclamation to commerate the Lafayette Bicentennial Year was approved. Announcement of the meeting of the Orange' County Coast Association, October l7th at Sam's seafood Spa was received and filed. Announcement of the Meeting of the Associated Cham- , bers of Commerce, October 22nd at Garden Grove was received and filed. I Mr. Ross suggested that the Pacific Electric cross- ing as it concerns the Fifth street Extension.be made into a single'crossing for Bolsa Avenue and Fifth Street. Mr. Spencer sug"ested that study be.given the possi- ble annexation of the SU~ide-sunset Beach area. Mayor Calvo presented Chief Lee Howard, United Nations Day Chairman a certificate of merit sent to him by the-United States Committee for the United Nations. City En~ineer's A~enda 1. Beach Erosion. Five engineering companies con~ tacted to submit prices for services. 2. Report Water Wells. Wells being worked on. 3. Seal Beach Sign. Sketches and designs submit- ted but no prices. 4. Purchase of four oQairs for center table approved. b. Subdivision Lighting. It was moved by Hoss and seconded by Tancre that the Mayor be authorized and directed to sign contract for the installation of ten light- ing standards on Bolsa Avenue and the Highway at Main street. It was moved by Ross and seconded by Tancre that the City Engineer be author- ized to issue a building permit as to a portion of Lot 384, Tract 1817,conditional upon the posting of a faithful per- formance bond in an amount to be.determined by the City Engi- neer.
