February 4, "1958 The City Council of the City of Seal Beaoh met in regular session at 7:30 PM with Mayor Calvo presiding. The meeting was called to order with the Pledge of Allegiance. Present:' Mayor Calvo Councilman: FlanaBan, Ross, Spencer, Tancre Absent: Councilman: None The minutes of the meeting of January 21, 1958 were I " read and approved on the Mayor1s motion. Reports of the Building, Police, License, Water and Tax Departments for the month of January 1958 were presented. It was moved by Spencer and seconded by Tanore to receive and file the City Officers reports. AYES: NOES:' Flanagan, Ross, Spencer, Tancre, Cal~o None Motion carried. DemandS, Payroll No. 100 to 151 inclusive"and regular No. 7024 to 7083 inolusive, totaling $l5,465.63 as approved . by the Finance Con~ittee were presented. It was moved by Flana- gan'and seconded by Ross that the demands be allowed and warrants drawn on the Treasury for the same. I AYES:' NOES: Flanagan, Ross, Spencer, Tancre, Calvo 0 None Motion carried. Ordinance No. 513 (Establishirlg Police Heserve Corp.)' was presented by title by the City Attorney. It was moved by Tancre and seconded by Hoss to waive the second reading of Ordinance No. 5l3. AYES: NOES: Flanagan, Ross, Spencer, Tancre, Calvo None Motion carried. It was moved by Spencer and seconded by' Ross to adopt Ordinanoe No. 513. AYES:. NOES: Flanagan, Ross, Spencer, Tancre, Calvo Non.e Mo tion carried. I Resolution No. 980 (Creating Position of Engineering Aid) was presented by the City Attorney. It was moved by Flana- gan and seconded by Ross to adopt Resolution No. 980. AYES: NOES: Flanagan, Ross, Spencer, Tancre, Calvo None Motion carried. Resolution No. 98l (Calling General Municipal Election April 8, l~58) was presented by the City Attorney. Request of Butler-Harbour Construction Company to approve and accept certain improvements in Tract No. 2590, was disoussed. The City Engineer was instructed to bring in a de- tailed report of all im~rovements. Letter from Arthur H. Brown, again requesting a pro- posal to enforce dog control was disoussed. More information needed from person proposed as pound-master. Letter from Worth Keene, member of the Recreation Com- . mission stating that his term had expired and that future commit- . ments would prevent his serving another term. The letter was . accepted ~ith regrets and the Clerk was instructed to send a letter so stating. . Mayor Calvo suggested that the lighting fixtures in the Council Chambers be subdued to prevent glare. The City Engineer was instructed to look into the matter. Letter of thanks from the City of Lang Beach, Depart- ment of Aeronautics, for our efforts to obtain better airline service from the Long Beach Airport, was received and filed. Acknowledgment of receipt of Resolution No. 976 (Metro- politan Area Recognition) from the Bureau of the Budget and Congressman James B. utt, were received and filed. Mr. Tancre asked about the traffic signs for Electric ~venue. Mr. Trygg reported that the signs had arrived and were being prepared for installation. Removal of the Pacific Electrio Railway tracks was discussed with no definite action taken. Mr. Ross spoke relative to the proposed employees retirement plan as to the possibility of putting the measure on the ballot in the April eleotion. This question was dis- cussed at length with the Council and members of the audience taking part. It was decided to defer further action by an adjourned meeting. Mayor Calvo presented a sug8ested plan to beautify Bolsa Avenue at the westerly entrance to the City. More study needed. Mayor Calvo also suggested that the City owned lots at Ocean Avenue and Eighth Street be appraised for the purpose of selling them to raise funds to build a oivic building on the 107 Sub Div. Beach Erosion -Activity report. Jetty or groin location discussed. 3. Subdivision Report - 56 houses have had rinal inspections in Traot 2590. 4. Letter - Division of Highways - traffic signals, I need must be proven. 5. Water Meters - Purchase procedure left to Purchasing Agent. 6. Procurment of Dump Truck - City Engineer to get prices on used truok and or repair old truck. 7. Historical Monument, Anaheim L~nding - ~ngineer to install flood light. 8. Rest flooms at Pier. Reported damage. It was moved by Flanagan and seconded by Spencer to adjourn until February 11, 1958 at 7:30 P.M.
