For lack of a quorum the meeting was adjourned unti1 April 28~ 1958 at 7:00 P.M. ~,~~ City C erk Seal Beach, California April 28, 1958 The City Council of the City of Seal Beach met in regular adjourned session at 7:00 P.M. with Mayor Ross presiding. The meeting was called to order with the Pledge of Allegiance. Present: . Mayor Ross Councilmen: Flanagan, Jones, Leonard, Tancre Absent: II None II Payroll demands No. 352 to 402 inclusive, totaling $8,997.57 as approved by the Finance Con~ittee were presented. It was moved by Flanagan and seconded by Leonard that the demands be allowed and warrants drawn on the Treasury for the same. AYES:: NOES: Flanagan, Jones,Leonard, Tancre, Ross None Motion oarried. Resolution No. 989 (Signatures, Bank of Belmont Shore) was presented by the City Attorney. It was; moved by Leonard and seconded by Jones to adopt Resolution No. 989. Reso. 989 AYES., NOES I Flanagan, Jones, Leonard, Tancre, Ross None Motion oarried. Resolution No. 990 (Signatures,-Banll: of Amerioa) was presented by the City Attorney. It was moved by Tancre and seconded by Leonard to adopt Resolution No. 990. Reso. 990 AYES: NOES: Flanagan, Jones, Leonard, Tancre, hoss None ,Motion carried. Mayor Ross'introduced Mr. Harry Overmyer of Lowry- Overmyer and Associates, Consulting Engineers, who presented their report on the proposed storm drain system for the City. Mr. Caldwell explained in detail the costs of the project. Drain AAe 134 Drain a~e Purch- asing Dir. Pub. Servo Civ. Servo - Beaoh Police Dept. Fire Dept. Mayor Ross discussed the finanoing of the project, the agencies involved and our position to date. Mr. Harbour and Mr. Young representing the builders in the subdivision both s~a~ed that they were present to obtain information for the subdividors and builders. Mrs. Fred Lusk protested the possibility of an ordinance to collect drainage fees for financing the storm drain system. After considerable discuss~o~ with the counoilmen, engineers and audience taking part, the matter was tabled until the May 6th meeting. In the meantime the council to meet in- formally with all agencies involved. upon the recommendation of Mr. Caldwell it was moved by Leonard and seconded by Jones that Lowry-Overmyer and Associates submit formal proposals to the City. After discussion, it was moved by Leonard and seconded by Jones that the standing committee together with the Director of Public Wroks and Purohasing Agent be empowered to make pur- chases and exeoute policies within budge tory limits. Hequest,of Police Chief Howard to re-employ Ruben Garza was referred to the Civil Servioe Board. Request of the Artist League of Seal Beach to repaint the Sun Roam area was referred to Mr. Caldwell, with instruct- ions to proceed. I ~etition of Stuart V. Hinson and fifty-eight other residents to clean beach and better policing of the east beach area, was reoeived and filed. It was explained that More equip- ment had been put in servioe.on the beach and the r.lice Dept. alerted. Request of the Seal Beaoh,Fire Department that the week of May 12th through the 19th be designated as "Clef1.n-up Week" was approved. The Mayor to issue proclamation. I o i'o o <f <1' :::c I I 135 It was moved by Tancre and seconded by Flanagan that the request of the Seal Beach Lions Club to hold their annual Pancake-Breakfast, May 17th. 1958 from 7:00 AM to ll:OO AM on Central and Main Stree~s be granted. It was Moved by Flanagan and seoonded by Tancre that the request of the Seal Beach Lions Club to waive fees and approve locations for the annual sale of fireworks be granted. Fire Works AYES: NOES: ABSENT: Flanagan, Jones, Leonard, Tancre None Ross Motion carried. Request and invitation to attend ,Memorial Day program Friday, May '30th by the United Veterans Council was received and filed. Request of the Bay Yacht Company, Captains Inn and Harry Cowan for oonsideration of erecting ~ large sign on Coast Highway directing traffic westward on Bolsa Avenue was referred to Committee. Signs . Request of rolice Chief Howard for the adoption of Police Manual was referred to Police Committee. Police Permission to employ extra help was referred to the Director of Public Service. Mr. Tancre again requested action in regard to the County Fire District Tax. Mr. Buck stated that the California League of Cities had not furnished him with suffiolent infor- Tax mation. . Mayor Pro-tem Jones appointed a committee of ~eonard, Tancre, Flanagan and the City Attorney to meet with Mr. Robertson to disouss the operation. Dept.
