The meeting was called to order with the Pledge of Allegiance. Mayor Ross altered the 'regular order of business to introduoe Mayor George W. Meinhardt of the City of Westminister, who stated-his City's interest in the Bolsa Chica Annexation. After discussion, Ordinance No. 520 (Repealing Ordinance No. 498, Bolsa Chica Annexation) was presented by the City Attorney. Mayor Ross introduced Mr. Lee Goldin and Mr. Sherw90d representing Mark Taper; Mr. Young and Mr. Harbour, representing the builders in Traots 2590, 2591 and 1817; and Mr. E. f. Koenig and Mr. Anglier of Engineering Servioes Corporation. ~. Koenig read a prepared statement as it concerned the storm Dr~in Report of Lowrey and Overmyer, which was referred I , to the C~ty Attorney. Mr. L. B. Harbour, builder in Tract No. 2590 inquired about the speoific costs in various areas as outlined in the storm drain report. Mr. Caldwell outlined the costs by area. Mr. Harbour then reviewed the improvement agreements ~o date and stated th~t his company felt that they were under no obligation to participate in the stonn drainage project. Mr. James Young, builder ~n Tracts 2591 and l817, expressed the same views as Mr. Harbour. i k general ciscussion followed. Letter from Supervisor of Heoreation of closing dates , of Community Center for cleaning purposes was received and filed. Letter from Reoreation and Parks Commission of new officers was received and filed. Letter froM Supervisor of Recreation regarding summer swimming program was discussed. Insurance to be investigated. After discussion the request of Bert Muller, Seal Beach Drug Co., for two fifteen minute parking areas in front of l41 Main Street, Ordinance No. 522 (Parking) was presented by the City Attorney. It was moved by Leonard and seconded by Jones that Ordinance No. 522 be deemed as having had its first reading and be passed to the second reading. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Mayor Ross introduced Mr. Robert E. Sharkey, who pro- posed a stray dog plan of enforcement. The plan received the approval o~ the Council and was referred to the Chief of Police. Mr. Flanagan requested a survey of the telephone costs per month. Referred to Mr. Caldwell. ~s. James Jensen asked about the replacement of the stove in the auditorium kitchen. She was advised that the Build- ing Committee was' attempting to find a suitable stove. Mayor Ross appointed Jones, Leonard and Tancre to a new. standing committee to be known as the Public Relations Com- mittee. Mr. Arthur Brown proposed a plan of informing the publio of civic plans and programs, which was referred to the Public Relations Committee. The proposed Bioyole Tour'by three local men to Miami Beach, Florida, was also referred to the Publio Relations Committee. Mayor Ross explained that as yet no appropriation for 139 Police Dept. Yth. Cent. Ord. 522 Police Dept. Dogs City Hall Pub. Relati Comm. Bch. funds had been allooated by the State for the be~ch erosion program. Eros. 140 Ord. Ordinance No. 523 (Amending Lioense Code-Certain Building Trades) was presented by the City Attorney. It was moved by Leonard and seoonded by Tanore that Ordinance No. 523 be deemed as having had its first reading and be passed to the second reading.
