The City'Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Ross presiding. The meeting was called
to' order with the Pledge of Allegiance.
Present: Mayor Ross
Councilmen: Flanagan, Jones, Leonard, Tancre
Absent:

Mayor Ross altered the regular order of business to
resign as Mayor and Councilman, effective at once for business
reasons. He then stepped down as Mayor. VicE Mayor Jones took
over the Mayor1s chair. It was moved by Tancre and seconded by
Flanagan to accept the resignation of Mr. Ross.

The minutes of the regular meeting of July 1, 1958 were
read and approved on the Mayor's motion.

month of June 1958 were presented. It was moved by Leonard and
seconded by Jones to receive and file the City Officera reports.

pay Roll demands No. 718 to 182 inclusive and regular
demands No. 7572 to 7606 inclusive, totaling $17,703.44 as approv-
ed by the Finance Committee were presented. It was moved by Jones
and seconded by Leonard that the demands be allowed and warrants
drawn on the Treasury for the same.

The meeting reconvened at 8:10 P.M.
Mayor Ross stated that the owners of Lot 16l in Trac~
No. 259~ and Lot 384 in Tract No. 1817 would like to have these
lots rezoned from residential to commercial. It was moved by
Leonard and seconded by Tancre that the Planning Commission is
authorized ,and directed to immediately conduct a public hearing
on notice, to ascertain whether Lot 161 in Tract No. 2591 and
Lot 384 in Traot No. l817 should be zoned commercial or residential,'

The Planning Commission is requested to ask the owners of such
lots to present evidence and proposals showing whether such lots
should be commercial rather than residenti~l. Should the propos-
alBl and plans submitted show that such lots .sQ,ould properly be
zoned commercial, the Council recommends that the ~lanning Comm-
ission find and deterMine that such lots shall be zoned commercial.

by the City Attorney. It was moved by Flanagan and seconded by

totaling $23,387.00 as a voluntary contribution for drainage
improvement in the City by the owners and developers, of Tracts
1817-259~-2591. It was moved by Leonard and seconded by Jones
to gratefully accept the checks in the amounts stated.

Letter from Assemblyman Richard T. Hanna offering .his,
assistance on the ~tate level in obtaining funds for beach erosion
control, was referred to the City Engineer.
It was moved by Jones and seconded by Leonard to issue a
lioense to Richard T. and Peggy Lavielle for the reopening of the
Garden of Allah subject to the final approv.al of the Fire and Health

present ~embers of the Planning Commission. It was moved by
Leonard and seconded by Jones that the Council seleot Planning

Letter from Paul B. Omelioh requesting a fenoe variance
at Marine and Dolphin Avenue was referred to the Planning Commiss-

It was announced that the City of. Seal Beach will host
the Orange County League of Cities monthly Meeting July 31st in
the Sun ROOM.
An agreement proposed by the Chief of Police for Cities
of Orange County Mutual Aid Polioe Proteotion, was referred to
the Police Committee.
Letters from Ellen V. Sandau and Mrs. Harold B. Robinson
in regardil streets eto., was received and filed.
Resolutions adopted by the Board of Supervisors o~Orange
County giving notice of intention to establish an Industrial Road
Camp and an Industrial Farm, were received and filed.
Resolution No. 999 (protesting removal of sand in the
Santa Ana RIver) was presented by the City Attorney. It was moved
by Tancre and seconded by Leonard to Adopt Resolution No. 999.

parking on Ocean Avenue, west of First street between 8:~~ P.M.
