The meeting was called to order with the Pledge of Allegiance. Present: Mayor Ross ~ouncilmen- Flanagan, Jones, Leonard, Tancre Absent " None " The minutes of the regular meeting of August If, leS8 were read and approved on the Mayor's Motion. Reports of the Building, Police, License, Water and Tax Departments for the month of August IP.S8 were presented. It was moved by Leonard and seconded by Tancre to receive and file the city officers reports. AYES: ~roES : Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Payroll demands No. P14 to P7f inclusive and regular demands No. 76PS to 7746 inclusive totaling $21,376.14 as approved by the Finance Committee were presented. It was moved by Flanagan and seconded by Jones that the demands be allowed and warrants drawn on the Treasury for the same. Corom. - Ordinance No. 530 (Loading Zone) was read by title by the City Attorney. It was moved by Leonard and seconded by Jones to waive the second reading of Ordinance No. 530. It was moved by Flanagan and seconded by Jones that Ordinance No. 530 be deemed as having had its second reading and be passed for adoption. It was moved by Leonard and seconded by Tancre to waive the first reading of Ordinance No. 532. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried It was moved by Leonard and seconded by Jones that Ordinance No. 532 be deemed as having had its first reading and be passed to the second reading. AYES: NOES: Flanagan, Jones, Leonard, Tancre"Ross None I Motion carried. Letter from Assemblyman Coolidge, in regard to A. B. 2624 was received and filed. Letter and picture from D. K. Wtldasinn in reference to drainage at 7th and Bolsa, was received and filed. Request of the Seal Beach School District to furnish crossing guard protection at Hlghway 101 and Bay Blvd., was approved. Letters from R. M. Porterfield, R. L. Felts and Ollie B. Padrick in regard to the.well kept sanitary condition of the beach, streets, alleys, pier and parks were received and filed. I At th~s point the Mayor called a five minute recess. The meeting reconviened at 8:05 P. M. It was moved by Leonard and seconded by Jones that R. B. Grotemat, Buell Brown, Stanley Anderson and Norman Wilson be appointed to the Planning Commission. AYES: lWES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Woods and five other property owners in the immediate area o~ the noise and general appearance of the welding shop located at 7th and Electric, was referred to the City Attorney. The Chief of Police was instructed not to issue parking citations in the area of the allei, at 14th Street and Dolphin Avenue, during the reconstruction of the water lines. It was moved by Leonard and seconded by Jones to create the position of Assistant Chief of Police, under Civil Service and that the City Attorney be instructed to bring in such an ordinance. AYES: NOES: Flanagan, Jones, Leonard Tancre, Ross Motion carried. It was moved by Leonard and seconded by Jones to instruct the Civil Service Commission to prepare a job dis- dription under Civil Service for the position of Assistant Chief of Police. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Members of the audiance questioned the closing of the Youth Center. It was explained by members of the Council that reorganization plans were being studied for re9P~ning the Youth Center. .It was moved by Flanagan and seconded by Tancre to adjourn. AYES: NOES: .
