I o l'- C <: ~ ::r.:: I I 1'73 seal Beach, california 00 tober 7, 1958 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor Pro-Tern Jones presid- ing. The meeting was called to order with the Pledge of Allegiance. Present: Mayor Pro-Tern Jones councilmen: Flanagan, Leonard Absent: II Ross, Tancre " ~e minutes of the regular meeting of September 16, 1958 were read and approved on the Mayors motion. Reports of the POlice, Building, License, Water and Tax Departments for the month of September, 1958 were presented. It was moved by Leonard and seconded by Flanagan to receive and file the City Officers reports. AYES ~ NOES: ABSENT: Flanagan, Leonard, 'Jones None Ross, Tancre Motion oar'ried. Payroll demands No. 1037 to 1088 inclusive and regu- lar demands No. 7770 to 7828 inclusive, totaling $23,997.47 as approved by the Finance Committee were presented. It was moved by Flanagan and seconded by Leonard that the demands be allowed and warrants drawn on the Treasury for the same. AYES I, NOES: ABSENT: Flanagan, Leonard, Jones None Ross., Tancre Motion carried. Ordinance No. 533 (Creating position Assistant Chief of Police) having had its first reading,was tabled. Letter of resignation from James T. Bentson as a Member of the Civil Service Board was read. Letter~ from the City Attorney ~elative to Mr. Bentson's resignation was also reAd. It was moved by Leonard and seconded by Flanagan to acceQt the resignation of J~nes Bentson. A~ter discussion it was moved by Leonard and seconded by Flanagan that the recommendation of the Plan- ning Commission for a change of variance of H. ilTalter, ;, 'J 633 Sea Breeze Drive, be'referred to Mr. Caldwell for report . and recommendation. Recommendation of the Board of Supervisors and the Gas Tax Committee of the Orange County League of Cities of the Arterial Highway Financing Program was discussed. It was moved by Leonard and seconded by Flanagan to authorize the Mayor to represent the City at the Executive Committee of the League in this matter. AYES: NOES: ABSENT: Flanagan, Leonard, Jones None Ross, Tancre Motion carried. The Clerk stated that the Maryland Casualty Company had turned down our request for "property Damage Liability- Except Automobile" insurance, unless they could also get B~dily Injury Liability insurance. It was moved by Leonard and seconded by Flanagan to grant the insurance to the Royal I Indemnity Company. AYES: NOES: ABSENT: Flanagan, Leonard, Jones None Ross, T!incre Motion carried. It was moved by Leonard and, seconded by Flanagan to authorize and direc~ the City Clerk to execute a quit claim deed from the Hellman Estate for the water property for I'ecordation. AYES: NOES: ABSENT: Flanagan, Leonard, None Ross, Tancre Motion carried. ,I Jones Letter and petition from 102 residents protesting the issuance of an "on Sale Beer" license to be located at 390 Bolsa Avenue, was presented. Hr. Donald Leake spoke in behalf of the protestants. After a general discussion it was moved by Leonard and seconded by Flanagan to instruct the City Attorney to prepare a letter of protest to the Alcoholic Bev- erage Control Board in behalf of the City. . Request of the Chief of Police to create the position of Police Investigator was referred to the Police Committee for report and recommendation. Request of the Woman's Club for replaceMent of the I 175 Police Dept. City refrigerator in the City Hall kitchen was referred to the Build- Hall ing Committee. Request of the Foursquare Gospel House of Prayer Church. for permission to hol~ street meetings was denied. Upon the advise of the City Attorney,.it was moved by Leonard and seconded by Flana- gan to issue a lice~se under Sec. 5.115, Business License Code. Request of the Long Beach Exceptional Children's Foundation Inc. to solicit funds in the City, November 16th thI'ough the 27th., was approved. rtequest of the Muscular Dystrophy Association to solicit funds in the City during the month of DeceMber was appr'oved. I Informal bids for the purchase of one 1959 Ford Police Interceptor automobile were discussed. It was moved by Leonard and seconded by Flanagan to purchase the 1959 Ford from Hale Young Ford Company at $2402.58 less trade in of 1957 ~lymouth of $750.00 or $1652.58. AYES: NOES: ABSENT: Flanagan, Leonard, Jones None Ross, Tancre Motion carried. Upon the recommendation of Mr. Caldwell, it was moved by Leonard and seconded by Flanagan that the contract with Yth. Cente Licen Dept. PBlice Dept. Drain age 176 Sewer Dept. gbrary Hallo ween Party Lowrey and Overmyer for the north-west storm drain project be amended and that the Mayor and City Clerk be authorized to execute .the amendment. AYES I NOES: ABSENT: Flanagan, Leonard, Jones None Ross, Tancre Motion carried. Mayor Ross arrived at 9:40 P.M. Mr. Caldwell explained the necessity of replacing pipe at the sewage outfall, quoting costs, etc. It was moved by Flanagan and seconded by Leonard to authorize the City Engineer to proceed with the outfall project at a total cost of $3200.00 with all materials to be furnished by the City. It was moved by Leonard and seconded QY Ross that the Clerk be instructed to request the :county Library for the space now being used in the City Hall on a ninety day notice. Upon the reco~~endation of Mr. Leonard it was moved by Ross and seconded by Flanagan that $200.00 plus labor be allocated to the Annual Halloween Party.
