The meeting was called to order with the Pledge of Allegiance. Present: Mayor Ross Councilmen: Flanagan, Jones, Leonard, Tancre I Absents " " None . It was moved by Jones and seconded by Tancre to receive and file the City Officera reports. Ordinan~a No. 534 (Amending Uniform Building Code) was presented in full by the City Attorney. It was moved by Leonard and seconded by Tancre that Ordinance No. 534 be deemed as having had its first reading and be passed to the Ord. 534 second reading. Resolution No. 1009 (Authorizing Agreement between Reso. 1 Department of Water Resources and the City for the Beach Gl'oin) was presented by the City Attorney. It was moved by Leonard and seconded by Tancre to approve the variance as recommended at 633 Sea Breeze Drive. AYES: nOES: Flanagan, Jones, Leonard, Tancre, Ross None I Motion carried. Letters from the Planning Commission and the Build- ing Depar'tment recommending ammendments, to Ordinance No. 509 were referred to the City Attorney. Letter and copy of proposed ordlnance to replace Ordinance No. 406, by the Planning Commission, were refer'red to the City Attorney. Letter of request from the Civil Service Board to appoint an additional member was discussed. It was moved by Leonard and seconded by Jones to appoint O. H. Carson to the Board. After discussion, Mr. Leonard, with the consent of Mr. Jones, withdrew his motion for further study. Compensat0ry vaoation time for certain employees was discussed. It was moved by Leonard and seconded by Jones to I grant compensation or vacation leave to employees with accumu- lated vacation time in all departments upon the recommendation of the department heads. Letter from the Department of the Navy in regard to the Los Alamitos Naval Air Station was received and filed. Letter from Arthur Brown, 212 14th Street to abolish the use of incinerators was referred to Committee. I Notice of auction of heavy equipment referred to Mr. Caldwell and Roy 'Thomas. Mr. Max Smith, owner of Lot 374 in Tract 2590, 1660 Crest View Drive addressed the Council relative to set- back lines for his home now under construotion. After a general discussion it was moved by Tancre and seoonded by Leonard that the Building Department amend his permit to p~ovide building within six feet of the back property line, pending annend- ing Ordinance No. 509. It was moved by Leonard and seconded by Jones that the City Engineer be authorized to advertise for bids for a portion of the "northeast storm drain" project. Dolphin A~enue - one way street. Referred to the Police Committee. I 4. Beach Groin - written report. Mr. Tancre stated that a reorganization program of the Girl Scouts would require an adjustment of their lease. Referred to Tancre, Leonard and the City Attorney. Upon the recommendation of the City Attorney, it was moved by Tancre and seconded by Leonard that the Director of Public Service be instructed and directed to make all required reports to the State regarding the beach groin. It was moved by Jones and seconded by Tancre th~t due to an oversight in the office of the Director of ~ublic SerVice, the City Counci~ finds and determines that John Herrin has been a city employee since prior to August 14" 1958 in the positions held by him on that date. It was declded that those officials wishing to attend the Annual Conference of the League of California Cities, Oct. 26th - 29th in Los Angeles be allowed normal expenses.
