The meeting was called to order with the Pledge of Allegiance. Present: Mayor hoss . Councilmen: Flanagan, Jones, Leonard, Tancre Absent :, " None " The minutes of the regular meeting of October 21, 1958 and the Special Meeting of October 30, 1958 were read and approv~ ed on the Mayor1s motion. Reports of the Police, Building and License Depart- ments for the month of October, 1958 were presented. It was moved by Jones and seconded by Tancre to receive and file the City Officers reports. P~yroll demands No. 1134 to 1185 inclusive and regular demands No. 7841 to 7888 inclusive, totaling $19,612.38 , as avproved by the Finance Committee were presented. It was moved by Leonard and seconded by Jones that ov~r-time pay be allowed for C. Wellcher 5 hours and C. Smith, 8 hours for October 25, 1958. It was moved by Jones and seconded by Flanagan to approve the request of Joe Kidd, 637 'Taper Drive to extend an open covered patio roof within 4 feet, 8 inches of the rear property line. Letter from the County Librarian in reference to the removal of the local library from the City Hall was referred to Mr. Caldwell. After some discussion it was moved by Flanagan that the use of incinerators in the city be abolished, effective Feb. 1, 1959. Motion lost for want of a second. The matter was referred back to committee. 183 Incin- erator' After discussion it was moved by Tancre and seconded Girl by Leonard that the Mayor and City Clerk be authorized to ex- ecute a new lease agreement for the Girl scout property. It was moved by Tancre and seconded by Jones to authorize the Director of Public Works to advertise for I bids for the Beach Groin. Storm Drains: It was moved by Tancre and seconded by Flanagan that the Cit~ Council accepts and agrees to the xeI'llls of the . Grant of Easement dated October 16, 1958. designated as NOy(R) 55913 a:nd,,55914 from the United States of America, and the City Clerk is authorized and directed to cause the Grant of certified Easement to be recorded and to send~copies of the Minute Order to the Director of Public Works. It was moved by Leonard and seconded by Tancre that Dolphin Avenue be made a one-way street, with traffic moving south from Electric Avenue to Ocean Avenue. After a general discussion, Mr. Leonard withdrew his motion for further study. It was moved by Leonard and seconded by Jones that O. H. Carson be appointed to the Civil Servi~e Commission. The minutes of the regular meeting of November 5. 1958 were read and approved on the Mayor1s motion.
