M. with Mayor Ross presiding. The meeting was called to order with the Pledge or Allegiance. Present: Mayor Hoss Councilmen: Flanagan, Leonard, Tancre Absent: Councilman Jones 193 In the absence of Mr. Jones, Mayor Ross appointed Mr. Taocre to serve on the Finance Committee. The minutes or the regular meeting of December 16, 1958 were read and approved on the Mayor's motion. Reports of the Building, Police, License, Water and Tax Departments for the month of December, 1958 were presented. It was moved by Flanagan and seconded.by Tancre to receive and file the Clty Officers reports. AYESt NOES: ABSENT: Flanagan, Leonard, Tancre, Ross None .Jones Motion carried Payroll demands No. 1338 to 13/t incll1sive and -3b,1Yo.~ regular demands No. 7988 to 8037 inclusive. totaling $3g,226;~ as approved by the Finance CommIttee were presented. It was moved by Tancre and seoonded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES:: Flanagan. It was moved by Tancre and seconded by Leonard that Ordinance No. 538 having had its first reading be passed to the second reading. AYES: NOES: ABSENT: Flanagan, Leonard, Tancre, Ross None Jones Motion carried upon the request of Worth Keene, Postmaster it was moved by Leonard and seconded by Tancre that the alley between Main and Tenth Streets be established as a one-way alley with. traffic moving east only, and that a further study be made of other alleys for the same purpose. NOES: ABSENT: Flanagan, Leonard, Tancre, Ross None Jones Motion carried Letter from the Civil Service Commlssion relative to the clarification of section 18(a) of Ordinance No. 476 was referred to the City Attorney. Upon the request of Police Chief Howard it was moved by Leonard and seconded by Tancre that the Sick Leave of Faris Van Sandt be extended from January 13, 1959 to February 1, 1959. Letter of thanks from the City Employee1s Association for the recent Christmas party was received and filed. 'Request of the Girl Scouts to con~uct a cookie sale, February 7, to February 21, 1959 was approved. I ~ r... o -of <t ::r:: I 1 Letter of al'preclation from the Long Beach Exceptional Children's Foundation for permission to conduct a fund,raising campaign was received and filed. Mr. Caldwell reported that the Orange County Library had offered $75.00 per month rental for the present quarters. After discussion it was moved by Tancre Qnd seconded by Leonard that a rental agreement be set-up for a four month period, and that Leonard and Tancre be deligated to contact the proper officials relative to new quarters. AYES: NOES: ABSENT: Flanagan, Leonard, Tancre, Ross None Jones Motion carried Mr. Caldwell's request for approval of a pblicy which will require the signature of an archetect or engineer licensed by the state for all Commercial and industrial buildings and for all housing structures two stories of more in height and containing three or more living units, as provided in the 1958 Edition of the UniforM Bullding Code was approved. It was moved by Tancre ana seconded by Flanagan that the schedule of building permit fees as established by Marshall and stevens, Valuation Engineers be adopted. The beach e~osion problem and immediate remedial action was discussed with the council members and audience taking part. Mr. Tancre suggested that a stop sign be placed at 195 Library Bldg. Dept.
