The City Council of the City of Seal Beach met in
regular session at 7:30 PM with Mayor Ross presiding. The
meeting was called to order with the Pledge of Allegiance.

Mayor Ross announced that the first order of business
would be to open bids, as advertised, for the cons~ruction of
the beach groin. The following bids were opened,

were read and approved on the Mayor's ,motion.

month of December, 1958 were presented. It was moved by Tancre
and seconded by Flanagan to receive and file the City Officers
reports.

Letter of recommendation from the Planning Com-
mission to rezone lots on Main Street, Ocean and Bolsa
Avenues from C-l to C-2 zone under Ordinance No. 406 was

Request of the Plaqning Commission to approve the
recommendation to grant a special vari~nce on building set-backs
to Methodist Church. It was moved by Flanagan an4 seconded by
Tancre to grant the variance as presented.

Police Chief Howard reported installation of certain
new stop-signs.
Mayor Ross reported discussi~ps with the County Librar-
ian relative to new quarters for the local library.
Announcement of the monthly meeting of the Orange county
League of Cities, Newport Beach, Jan. 22, 1959 was received and
filed.
Request of the Orange County Society for Crippled
Children for permission to sell paper lapel Easter lilies in
the City March 20th and 21st as part pf the 1959 Easter Seal

Campaign was approved.
The construction of the Beach Groin was discussed at
length with members of the Council and audience speaking both
for and against the project as to c1ty partip1pation, location,
effect on the pier and furthe~ erosion.
Mr. Caldwell, reported on the additional cost of ex-
tended teleppone service.
A'policy of the removal, of trees in parkway~ was
discussed. ,
Mr. Caldwell read a letter from the Fire Underwriters
of the Pacific approving the location of the proposed fire station.
Ac.tion on a proposed engineering agreement for the
beach groin with Moffet and Nichols was deferred for further
information.
