The City Council of the City of Seal Beach met in
regular session at 7130 P.M. with Mayor Ross presiding. The
meeting was called to order with the Pledge of Allegiance.
Present: Mayor Ross
Councilmen: Flanagan. Jones, Leonard. Tancre

The minutes of the regular meeting of February 3rd and
SpeCial Mee~ing of February 6. 1959 were read and approved on the
Mayor'sl motion.
Mayor Ross appointed Mr. Leonard to serve on the Finance
Comml ttee.
Reports of the City ,Clerk and City Treasurer for the
month of J~nuary 1959 and the annual report of the Fire Depart-
ment were presen~ed. It was moved by Tanbre" and seconded by
Leonard to receive and file the City Officers reports.

Motion carried.
Regular demands No. 8108 to 8154 and payroll demands
No. 1493 to 1538 inclusive, totaling $17,576.22 as approved by
the Finance Committee were presented. It was moved by Flanagan
and seconded by Leonard that the demands be alloweQ and warrants
drawn on the Treasury for the same.

Mr. Caldwell read letters of appro~al of the Beach
Groin bid of Pacific Bridge Company and engineering agreement
of Moffatt and Nichols from the state Division or Water Resources

It was moved by Tancre and seconded by Flanagan that
the bid of Pacific Bridge Company of $271,411.00 for the con-
struction of the Beach Groin be accepted and that all other bids
be rejected and that the Mayor and City Clerk be directed to

execute a contract as prepared by the City Attorney.

It was moved by Tancre and seconded by Flanagan that
the Mayor and City Clerk be directed to execute a Beach Groin,
engineering agreement with Moffatt and Nichols Engineering
Company as prepared by the City Attorney.

Letter of recemmendation from the planning Commission
to rezone all lots from C-l to C-2' o'n south side of Coast High-
way between 10th street and Bay Blvd. was read. It was moved by
Leonard and seconded by Jones to approve the recommendations as
presented by the Planning Commission.

The proposed annexation by the City 0: Westminister of
the Ammunition Depot was discussed and referred to the council
for study and action.

Letters addressed to the City Council and City Tax
collector protesting the 1958-59 tax payment and requesting a
tax refund from W. L. Robertson was discussed. The Tax Collector
was directed to confer with th~ County Officials.
Letter from the Chamber of Commerce regarding the
recent Christmas Lighting program was received and filed.
Resolution of the 'City of Newport Beach, protesting
the construction of an oil refinery by the signal Oil Company
.
in the harbor area was discussed and action deferred for fur-
ther study.
Letter of thanks and request for their 1959 fund

drive from the Muscular Dystrophy Association was approved.
An?ouncement monthly meeting Orange County League
of Cities, San Clemente, February 26, 1959 was received and
filed.
Mrs. Evelyn Avery, 1307~ Seal Way addressed the
Council offering her services in de~eloping a youth program.

To meet ~ith the Youth center Commitee and council February 24,
19.59 .
Mr. Caldwell announced that it was now time to prepare
a weed abatement program.
Disposal of incinerators after March 1st was discussed.
Mr. Caldwell stated that he would oonfer with Mr. J. A.
Wooley in regard to a future water supply.

Mr. Buck reported legal progress on the Fifth Street
Extension and the extension of the City Yard property.
It was moved by Leonard and seconded by Tancre to
adj ourn.
