The City Council of the City of Seal Beclch met in
regular. session at 7:30 P.M. with Mayor Ross presiding. The
Meeting was called to order with the Pledge of Allegiance.

The minutes of the regular meeting of April 21st, 1959

were read and approved on the Mayor1s motion.
Reports of the Police, Building, License, Water and
Tax Departments for the month of April 1959 were presented. It
was moved by Jones and seconded by Flanagan to receive and file
the City Officers reports.

Payroll demands No. 1737 to 1789 inclusive and regular
demands No., 8297 to 8333 inclusive, totaling $16,174.45 as
ap~roved by the Finance Com~ittee were presented. It was moved
by Flanagan and seconded by Jones that the demands be allowed
and warI'ants drawn on the Treasury for the same.

Mr. Caldwell requested that acceptance and award of
bids for the Northwest Storm Drain Project be withheld subject'
to the receipt of an easement from the Pacific Electric Railway
N.W.

Renewal of the fire insurance policy on the pier was
discussed3and bids reviewed. It was moved by Leonard and seconded
by Tancre that the insurance committee of Jones and Flanagan be
empowered to accept the best policy offered after revie~ of the
immediate needs.

Protest of Mrs. John Parko, 313 Central Avenue, against
closing of the parking lot area on the east beach was discussed
and referred to Mr. Caldwell.
Letter from S. D. Trapp relative to the advantages of
two parking areas, for each three living units as opposed to one-
for-one was discessed. It was moved by Jones and seconded by
LeORaI'd that the Council reco~~end to the Planning Commission
that such change of two-for-three be made.

Leonard HiCkox introduced members of the Veterans of
Foreign Wars who presented Counciiliman Ai R. Leonard with a
citation for the Outstanding Citizen of the Year (Non-VeteI'an)
who contributed greatly to the V. F. W.

Upon the recommendation of the Orange County Depart-
ment of Conl!llunications and Transportation, the Council approved
.
certain changes in the police radio set-up. They also approved
the ins~allation of a teletype receiver. Both radio set-up
and teletype receiver subject to the a~proval of the Police
Co~ni ttee.
Susgested changes in the City Hall telephone system
was referred to Mr. Caldwell.
Upon motion of Leonard and seconded by Tancre the
request of the American Legion Post 300/permission was granted
to sell fireworks at Main and Coast Highway, license fee waived.

The request and application of A. J. Westmoreland to
sell fireworks at 412i Bolsa Avenue was discussed. It was
moved by Leonard and seconded by Jones to deny the request as
it does not comply with Ordinance No. 421.

Mr. Caldwell announced that beach cleaning equip-
ment would be demonstrated May 6~h a~ 10190 A.M.
He further advised the Council that four new types
of tree basin installations could be seen on Main and Electr.ic
streets.

An agreement for prosecution of shore protection
work, U.S. Army Corp of Engineers was discussed. It was moved
by Jones and seconded by Tancre that the Mayor be authorized to
execute the agreement when approved as to form by the city
Attorney.

Letter and survey forms from Congressman James B.
Utt and the Saline Water Division in regard to a possible
water conversion site were referred to the City Engineer.
The City Attorney repoI'ted a modified lease with
the Pacific Electric Railway as it concerns the right-of-way
had been agreed upon.

The City Attorney further reported meeting with the
Pacific Electric Railway officials in reference to the Fifth
.
street Extension project.
. It was moved by Jones and seconded by Leonard that
the City Attorney institute condermation proceedings against
the Pacific Electric Company as to an easement for_the_N~xth-
west storm Drain Project.

Mayor Ross' suggestion that all life guards be
certified was referred to the Chief of ~olice.
It was moved by Flanagan and seconded by Tancre to
