The meeting was called to order with the Pledge of Allegiarrce. Present: Mayor Ross councimnen: Jones, Leonard, Tancre Absent:' " " FJ.anagan I cente!: The Mayor requested a change in the order of busi- ness to hear a group of young people speak in behalf of the . re-establishment of week-end dances in the Youth center. The Mayor appointed the Council as a whole to work out the Yth. 9;rrarrgements. The minutes of the regular meeting of June 16th and the Special Meeting of June 23, 1959, were read and approved on the Mayor's motion. Annual reports of the Fire and Building and monthly ! reports for the month of June, 1959 of the Building, Police, Lite Guard, License, Water and Tax Departments were presented. It was moved by Jones and seconded by Tanore to receive and file the City Officers reports. I AYES:' ABSENT: Jones, Leonard, Tancre, Ross Flanagan Motion carried. Mayor Ross appointed Mr. Leonard to serve on the Finance Committee in the absence of Mr. Flanagan. Payroll demands Number 1956 to 2017 inclusive and regular demarrds, number e444 to e495 inclusive, for a total of $33,109.16 as approved by the Finance Committee were presented. I~ was moved by Jones and seconded by Leonara that the demanda be allowed and warrants drawn on the Treasury for . the same. It was moved by Tancre and seconded by Leonard that Ordinance No. 541 be deemed as having had its second reading and be passed for adoption. I, Letter from the Planning Commission requesting that certain property north of the Pacific Eleotrio right-of-way and west of Bolsa and Coast Highway be rezoned from M-l to C-l zoning. After considerable discussion the matter was referred back to t~e Planning Commission. Lette~ from the Civil Servioe Board relative to Ordin- ance No. 540 was received and filed. It was moved by Tanore and seconded by Leonard to app~ove a one-step pay 'raise tor Roy Thomas, Lucile Miller and Fern Henryson am requested, effective July 1, 1959. AYES: ABSENT, Jones, Leonard. The Clerk was instruoted to request action of the Civil Servioe Board in reolassifying Ceoile Hattersley. The matter or overtime for employees who work on the beaoh was'discussed. It was moved by Tancre and seconded by Jones that the Director of Publio Servioe be instruoted to ~ authorize payment overtime during the summer months to main- tenanoe men as it concerns. the beaoh. C. Whitlock. 206 Ocean Avenue was received and filed. Request of Jerome Brockman to increase to thirty minutes the present rifteen minute 'parking zones in front or his store'at 302 Main Street, was discussed. It was moved by Jones to grant the request. After additional discussion Mr. Jones withdrew.'his motion. Further action was deferred for I study. Request of property owners, next to and near 3$0 12th street. to prohibit the construction or multible living units was referred to the Planning Commission. Announcement of the Annual Conference of the League of Calirornia Cities,'Ootober 18-21.1959. San Franoiseo. was received and filed. Mr. Leonard announced that July 28th had been set as "Seal Beach Nite" to see the Los Angeles "Dodgers" play the Pittsburg "pirates" and tha:t 287 tickets would be ava;t.lable I to city residents. Mayor Ross asked about the high fee paid as a fine for illegal parking on the beach parking lots. He was advised that such fines are set by the judge of the judicial distriot. It was announced that a summer sWimming program would be held' in' the Naval Depot Bay on Tuesdays and Thursdays 10 to 12. Noon. o t- O oo:t ~ = Engineers Agenda Mr. Caldwell explained the new proposed telephone system for the City Hall. It was moved by Leonard and seconded by Jones that Mr. Caldwell be instructed to proceed with the new system installation. AYES I ABSENT: Jones, Leonard, ~cre, Ross Flanagan Motion carried. I & country-wide ambulance service ordinance was dis- cussed with no definite action taken. After some discussion in regard to garbage and trash coileotion; Mr. Caldwell was instructed to contact several contractors for the purpose of negotiation. . Mr.. Buck reported that the Fire Insurance polic1 tor City property was in order. The C~erk was instructed to so advise the "agent. The Clerkwas also instructed to request a thirty day binder fo~ the pier fire insurance pending reoeipt of the policy. " It was moved by Tancre and seconded by Jones to adjourn.
