The City Council of the City of Seal Beach met in
regular session at 7:30 P.M. with Mayor Ross presiding. The
meeting was oalled to order with the Pleage of Allegiance.

The minutes of the regular meeting of July 7, 1959

were read and approved on the Mayor I s motion.,
Reports of the City Clerk and City. Treasurer for
the month of June 19$9 and an annual report of the Police
Reserve Corp were presented. It was moved by.Leonard and
seconded by Tancre to receive and file the City Officera
reports.

Payroll demands No. 2018 to 2073 inclusive and regular
demands No. ti496 to tiS29 inclusive, totaling $ 53,360.64 as

by Jones and seconded by Flanagan that the demands be allowed
and warrants: drawn on the Treasury for the ~ame.

recommendation of the City Attorney. it was moved by Tancre
and seconded by Jones that the requested change in rate
structure be approved effective this date.

moved by Leonard and seconded by Jones that a lease purohase
agreement be negotiated to procure one Chevrolet 9 Passenger
"'Kingswood" station wagon at $2575.00 plus extras, the expen-
ditures to be from the Traffic Safety Fund.

Letter from Guy Gr~smer,.Long Beach. relative to
parking lot citations was received and filed.
Protest by Mrs. Dorothy Henkey of the use of the lot
on Eighth street and Ocean Avenue for a parking lot was referred
to the Beach Committee.
Letter of thanks f-rom the Pomona Police Department
for courte.sies extended to the United Car Clubs for .the use
of beach 1'acilities was received and filed.

Mr. Leonard reported that a large group of Indians
from the "Five Civilized Nations" had requested use of the
beach facilities for a meeting. Referred to the Beach Committee.
The announcement of the July meeting o! the Orange
County League of Cities. Santa Ana, July 23rd was received and
filed. .
City Engineers, Agenda
eopies of the specifications for the Garbage and
Trash Contract were distributed and discussed as to weight
limits etc.
Estimated costs of the Fifth street Project were

presented. It was moved by Leonard and seconded by Jones
that the City Engineer be authorized to proceed with the
necessary preliminary arrangements to expediate the project.

Police Department alteration estimated expenditures
were discussed and referred to the Building Committee.
Purchase of two parking lot meters at $325.00 each
was appreved.
Mr. Caldw~ll Qresented his report as street superin-
tendent showing the cost of abateing weed nuisance for 19$9.
A petition signed by Kenneth Carleton. 129 lOth st.
and ten other residents of the area, protesting spe~dipg in
the alley be~ween Main and lOth streets south of Central
Avenue~ was referred to the City Engineer and Police Department.
Mr. Caldwell pointed out on a map the most recent
plan of roads as they apply to the Marina construction. Roads
and the harbor entrance were discussed and referred to the

Beach Committee.

The Pacific Electric right-of-way and streets in the
northeast section were discussed.

Upon the recommendation of the Chief of Police it

was moved by Leonard and seconded by Jones to instruct the
City Attorney to bring in a citation ordinance.
