California August 4, 1959 The City Council of the City of Seal Beach met in regular session at 7:30 P.M. with Mayor ROSS presiding. The meeting was called to order with the Pledge of Allegiance. Present, Mayor Ross Councilmen: Flanagan, Jones, Leonard, Tancre Absent: " " None I Mayor Ross announced that the First order of business would be to open bids. for the collection and disposal of garbage Garbage & Trash and rubbish. The minutes ~o~ the regular meeting of July 21st and the re&ular adjourned meeting of July 22, 1959 were read and approved on the Mayors! motion. Reports of the Police, Life Guard. B~ilding. License, Water and Tax Departments for the month of July 1959 were pre- sented. It was moved by Tancre and seconded by Flan~gan to receive and file the, City Officers reports. . ReguLar demands No. tl530 to tl576 inclu~ive. and pay- roll demands No. 2074 to 2136 incll1sive, totaling $52,577.38 as approved by the Finance Committee were presented. It was moved by Jones and seconded by Flanagan that the demands be allowed and warranta drawn on the Treasury for the same. Ordinance No. 546 (Issuance of Citations) was pre- sented by the City Attorney. It was moved by Leonard and seconded by Jones that Ordinance No. 546 having had its: first reading be passed to the second reading. I AYES: NOES I Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Upon the request and recommendation of the Chief of Police it was moved by Leonard and seconded by Jones that James B. Bradford and Gary F. Buzzard be promoted to Police Sergeant, pay sjep "B" effective August 1, 1959. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Letter from Orange County Highway Department relative to a Master Plan of Arterial Highway was referred to the City Engineer. 1 Request of the City of Lakewood to adopt a resolution in regard to the proposed San Gabriel River Freeway was received and filed. Letter of thanks from Mrs. Donald Baker, 125 lOth street for the installation of "slow-downs" in the alley be- tween 10th and Main Streets south of Central Avenue was re- ceived and filed. Groin NW: Storm Q::!!n 5th st. Ext. Library Police Dept. Announceme~t of the August meeting of the Associated Chambers of Commerce, Anaheim, August 2bth was received and f,iled. City Engineers Agenda First street Parking Lot. Mr. Caldwell reported that in conjuction with Pacific Bridge Co., the parking lot could be resurfaced at an approximate cost of .05~ per square foot to the City. It was moved by Tancre and seconded by Jones to instruct I . the City Engineer to proceed with the work. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. A proposed parking lot at 8th and Central on City . property for City vehicles was discussed and deferred for further study. Mr. Caldwell was instructed to negotiate with Pacific Bridge Company, ,their request for further time on their contract . as it regards releasing of the First Street Parking Lot. Mr. Caldwell requested more time on the acceptance of . the Pacific Electric Railway easement for the north-west sto~ drain project. Mr. Caldwell reported diffiuulty in the sto~ drainage project in connection with relocation of oil and gas pipelines. Mr. Buck stated that he had requested a hearing with the Public Utilities Commission for the Fifth street Pro~ect. It was moved by T~cre and seconded by Leonard that I . Mr. Caldwell be instructed to request the Orange County Lib- rarian that effective September 1st, the childrens reading . room in the Library be relinquished to the City for additional office space. Upon the request of the Chief of Police it was moved by Leonard and seconded by Jones that parking lot attendants be' increased from $1.50 to $1.75 per hour. Mr. Leonard reported that he had contacted a group of AmericlllIl Indians who would like to hold a II Pow-Wow" 4.n the Park at 8th and Central, August 15th. The request was approved and referred to the Public Relations Committee. 245 It was moved by Leonard and seconded by Jones to adjourn until TUesday, August lith at 7130 P.M. .' Gar bas garbage and trash I trash colLection, except the bid of the Seal Beach Disposal Company and the Mayor and City Clerk be authorized to execute a contract as prepared by the City Attorney, subject to conditions of dis- cussion between members of the City Council and Seal Beach Dis- posal Company. City Attorney to prepare an adendum to the con- " tract pertaining to multi-family pick-ups.
