The meeting was called to order with the Pledge of Allegiance. It was moved by Jones and seconded by Tancre that a special hearing be held September 3, 1959 to hear both sides of the question, the Clerk to send out notices, to adacent Plann, Comm. pr'ope rty' owners. AYES:. . NOES: Flanagan, Jones, Leonard, Tancre. Ross None Motion carried. 1 Reports of the City Clerk and City Treasurer for the month of July 1959 were presented. It was moved by Flanagan and seconded by Jones to receive and f~le the City Officers reports. AYES: NOES:. Flanagan. Jones, Leonard. Tancre, Ross None Motion c:arried. Regular demands No. 8577 to 8620 inclusive and payroll demands No. 213J to 2194 inclusive, totaling $149,e65.35 as approved by the Finance Committee were presented. Ordinance No. 547 (Beach Groin Restrictions-Emergency) was presented in detail by the City Attorney. It was moved by Tancre and seconded by Jones to adopt Ordinance No. 547. Ord. 2!:IL AYES I NOES: Flanagan. Jones, Leonard. Tancre. Ross None Motion carried. Ordinance No. 548 (Garbage and Rubbish Collection. Emergency) was presented in detail by the City Attorney. It was moved by Leonard and seconded by Jones that the Chief of Police be instructed to properly post the Beach Groin as it pertains to Ordinance No. 547. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None I Motion carried. It was moved by Jones and seconded by Tancre that the request of V. E. Willmirth for payment of eight hours at $1.50 pe~ hour for time as parking lot attendant be approved. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. It was moved by Jones and seconded by.Leonard that the, request of Diana McLaughlin to use the Auditorium for a Junior Citizens dance August 22nd be approved. The Clerk was instructed to make hotel reservations for those city officials wishing to attend the Annual Conference of the League of CalifQrnia Cities October 18-21st, San Fran- 1 oisoo, California. Mr. Jones reported that the Bank of Am~rica had leased the Post and Wave buiJ.a~ng ana wouLd remodel it for a branch bank within a rew months. Al'ter considerable discussion it was moved by Tancre and seconded by Flanagan that the City Engine~r be instruoted upon receipt of a recommendation from our insurance engineers to install adequa~e~ prevention equipment on the beach groin. After discussion it was moved by Jones and seconded by Leonard that the City Attorney.be instructed to inrorm the Pacific Bridge Company that the contract date has expired and that we request payment under the contract penalty olause. Mr. Leonard suggested t~at the condition of the pier caused by the construction of the beach groin be carefully 249 examined and that the Pacific Bridge Company contract be followed closely to return it to its former condition. Excess garbage and trash "piCk-Ups" by commercial districts was briefly discussed. It was moved by Flanagan and seconded by Leonard to adj~urn.
