The City Council of the City of Seal Beach met in
reg~lar session at 7:30 PM with Mayor Ross presiding. The
me~ting was called to order with the Pledge of Allegianoe.

The minutes of the regular meeting of September 15,
1959 were read and approved on the Mayor1s motion.
Reports of the Police, Building, License, Water and
City Clerk Departments for the month of September, 1959 were
presented. It was moved by Tancre and seconded by Jones to
receive and file the City Officers reports.

Announoement of the opening of the Orange county
Industrial Exposition was reoeived and filed.
Mr. Jaok "Jay" Jacobs of Long Beach addressed the
Council and presented a propos'a:l and sketoh of offer to oon-
struct a $7,000,000.00 285 acre Marina in the beach and ocean
area. After some disoussion the matter was referred to the
Council as: a committee to meet with Mr. Jaoobs for further

information.
Mr. Tanore presented a proposed form to be used by
those wishing to use the Youth Center for teen-age danoes,
whioh was approved and ordered printed.
It was moved by Tenore and seconded by Flanagan that
City Offioials attending the California League of Cities Con-
ventio~ in San Franoisco present itemized aooounts of their
expendatures.

the Chamber of ComMerce be reinstated for publioity expenda-
tures at $100.00 per month effeotive January 1, 1960. After
disoussion Mr. Jones withdre~ his motion with the consent of

Mr. Buck read a letter from Paoifio Bridge Company
regarding the oity's request for penalty damages in the beaoh

Upon recommendation of the City Engineer and city
Attorney, it was moved by Jones and seconded by Leonard that
the Mayor and City Clerk be authorized to exeoute an agreement
oovering an easement with the Paoific Electrio Railway Company
at not to exoee9 $15,000.00. This easement a portion of the
Fifth street Exten~ion project.

Mr. Caldwell gave a complete report on the costs of
the oonstru9tion of the Beach Groin.
Mr. Caldwell also told of the estimated costs of
constructing a proteotive fence on the beach groin.
Mr. Caldwell reported oert~in changes to be made in
gasoline storage facilities as it Is related to installation of
Civil Defense Radto and Communications.
Mr. Caldwell read a letter of requ~st and recommendation
to increase from step C to step D, Latta, S~anks and Lopez.
It was moved by Leonard and seoonded by Jones to approve the
request for Latta and Lopez but not for Shanks as he is not
