Delaney, 318 17th Street addressed the Counoil in regard to the oondition of water in the area. Referred to the I City Engineer. Mr. Caldwell reported progress on the Fifth Street ex- tension project with an estimated completion date of June 1, 1960. Trasp oolleotion was briefly discussed. The collection of sales tax for a one day auction held on the Airport Club property some time ago was referred to the City Attorney. It was moved by Tancre and seoonded by Flanagan to adjourn.. Tanore Seal Beaoh Post and Wave You and eaoh of you will please take notioe that Harry Ross as presiding offioer of the legislative body of the City of Seal Beaoh, hereby calls and gives notioe of a Special Meeting of the City Counoil of the City of Seal Beaoh to be held and convened at the hour of 7:30 P.M., January 11, 1960 in the Council Chambers of the City Hall, 8th and Central, Seal Beach, California, to trans- act the following business; 1. To disouss and take action on establishment of fees for trash and garbage oollection. . 2. To disouss and take aotion on job promotions and wage increases for City employees. 3. To disouss and take aotion on certain meaBures to be put on ballot for April 12, 1960 Munioipal eleo- tion. Dated and signed at Seal Beach, California, this 8th day of Janu- 'ary, 1960. Garbage and Trash Collection Fees- Mr. Caldwell gave a report of survey made of methods of charges by other cities. A general discussion followed with members of the Council and audience taking part. It was generally Garbag agreed that charges be made as follows; & trash a. Single family residence- $1.25 per month. b. Multiple family residence - $1.25 per month, first unit and .75 for each additiona~ unit. c. Commercial business - $1.25 per month, plus .20 per container over 8 containers per month. Ordinance No. 551 (Garbage and Trash Collection fees, effective March 1, 1960)was read by title by the City Attorney. The Mayor called for a motion, none made. Mayor Ross addressed the Counoil in regard to no action on the motion after suoh a lengthly Ord. discussion. Mr. Tancre stated his opposition to the motion. Mr. ill.. Leonard remarked on present tax rate as it concerns oity services. Mr. Jones stated his position in favor of the motion. It was moved by Jones and seoonded by Leonard to waive the first reading of Ord. 216: Ord. m Salaries Eleot ion Elect ion Ineot ion !lleot Lon No. 551. AYES: NOES: Jones, Leonard, Ross Flanagan, Tanore Motion carried. It was moved by Jones and seoonded by Leonard that Ord. No. 551 be deemed as having had its first reading and be passed to the second reading. AYES: NOES: Jones, Leonard, Ross Flanagan, Tancre Motion oarried. I 2. Job Promotions and Wage Increases for City Employees- Mayor Ross called a five minute recess. The meeting reconvened at 9:28 P.M. ,,' Mr. Caldwell presented a survey of 17 oities, mostly beaoh oities of salary schedules. After oonsiderable disoussion it was moved by Leonard and seoonded by Jones that a ten per oent (10%) cost of living inorease be granted to all appointive employees, plus a minimum salary of $365.00 for police women and $401.00 for polioe patrol- men, effeotive March 1, 1960. AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion carried. 1 3. Measures to be put on April 12, 1960 Ballot.- After discussion it was moved by Tanore and seconded by Jones that the City Attorney be instructed to prepare a ballot measure regard- ing status of the Chief of Police. AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion carried. After discussion it was moved by Jones and seoonded by Flanagan that the City Attorney be instruoted to prepare a ballot measure regarding City Manager form of Government. AYES: NOES: Flanagan, Jones, Tanore, Ross Leonard. Motion carried. After disoussion it was moved that the City Attorney be instruoted to prepare a ballot measure, relative'to increasing the City Counci1mens salary tq $100.00 per month. 1 AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion oarried. It was moved by Tanore and seoonded by Jones that the City Attorney be instruoted to prepare a ballot measure relative to increasing City Treasurers salary to $100.00 per month. Present: Mayor Ross Councilmen: Jones, Leonard, ~anore Absent: " Flanagan " The minutes of the regular meeting of January 5th and the Speoial Meeting of January 11, 1960 were read and approved on the Mayor's motion. Mayor Ross altered the regular, order of business to permit Mr. James Young to make a statement relative to an appeal of the Planning Commission's decision denying his' rezoning request. Plan The letter from the P~anning Commission denying the request to re- Comm. ~one from R-l to R-3, Lots 40 to 53 inclusive and 70 to 80 inclusive,---- Traot No. 2591, on motion of Leonard and seconded by Tanore was re- oeived and filed. Reports of the City Clerk and City Treasurer for the , month of December, 1959 were presented. It was moved by Jones and seoonded by Tanore to receive and file the C!!.ty Offioers reports,.
