Upon the reoommeDdation of the City Attorney, it was
moved by Leonard and seoonded by Tanore that the Mayor and City
Clerk be authorized to,exec~te an amended agreement with Signal
Oil Company for the deposit of oil revenue funds in the Seal
Beach Bra~oh of the Bank of Amerioa.

The proposed street improvement program was referred
to the street oommittee fo~ further study.
Mr. J. A. Delaney, 318 17th Street addressed the Counoil
in regard to the oondition of water in the area. Referred to the

Mr. Caldwell reported progress on the Fifth Street ex-
tension project with an estimated completion date of June 1, 1960.
Trasp oolleotion was briefly discussed.
The collection of sales tax for a one day auction held
on the Airport Club property some time ago was referred to the
City Attorney.
It was moved by Tancre and seoonded by Flanagan to
adjourn..

You and eaoh of you will please take notioe that Harry Ross as
presiding offioer of the legislative body of the City of Seal
Beaoh, hereby calls and gives notioe of a Special Meeting of the
City Counoil of the City of Seal Beaoh to be held and convened at
the hour of 7:30 P.M., January 11, 1960 in the Council Chambers of
the City Hall, 8th and Central, Seal Beach, California, to trans-
act the following business;
1. To disouss and take action on establishment of fees
for trash and garbage oollection.

2. To disouss and take aotion on job promotions and
wage increases for City employees.
3. To disouss and take aotion on certain meaBures to
be put on ballot for April 12, 1960 Munioipal eleo-
tion.

1. Garbage and Trash Collection Fees-
Mr. Caldwell gave a report of survey made of methods
of charges by other cities. A general discussion followed with
members of the Council and audience taking part. It was generally

a. Single family residence- $1.25 per month.
b. Multiple family residence - $1.25 per month, first unit and .75
for each additiona~ unit.
c. Commercial business - $1.25 per month, plus .20 per container
over 8 containers per month.
Ordinance No. 551 (Garbage and Trash Collection fees,
effective March 1, 1960)was read by title by the City Attorney.
The Mayor called for a motion, none made. Mayor Ross addressed the

Mr. Jones stated his position in favor of the motion. It was moved
by Jones and seoonded by Leonard to waive the first reading of Ord.

2. Job Promotions and Wage Increases for City Employees-
Mayor Ross called a five minute recess. The meeting reconvened
at 9:28 P.M. ,,'
Mr. Caldwell presented a survey of 17 oities, mostly
beaoh oities of salary schedules.
After oonsiderable disoussion it was moved by Leonard
and seoonded by Jones that a ten per oent (10%) cost of living
inorease be granted to all appointive employees, plus a minimum
salary of $365.00 for police women and $401.00 for polioe patrol-
men, effeotive March 1, 1960.

3. Measures to be put on April 12, 1960 Ballot.-
After discussion it was moved by Tanore and seconded by Jones that
the City Attorney be instructed to prepare a ballot measure regard-
ing status of the Chief of Police.

Flanagan that the City Attorney be instruoted to prepare a ballot
measure regarding City Manager form of Government.

The minutes of the regular meeting of January 5th and
the Speoial Meeting of January 11, 1960 were read and approved on
the Mayor's motion.
Mayor Ross altered the regular, order of business to
permit Mr. James Young to make a statement relative to an appeal
of the Planning Commission's decision denying his' rezoning request.
