The City Council of the City of Seal Beaoh met in regu-

lar session at 7:30 P.M. with Mayor Ross presiding. The meeting
was called to order with the Pledge of Allegianoe.

The minutes of the regular meeting of January 5th and
the Speoial Meeting of January 11, 1960 were read and approved on
the Mayor's motion.
Mayor Ross altered the regular, order of business to
permit Mr. James Young to make a statement relative to an appeal
of the Planning Commission's decision denying his' rezoning request.

It was moved by Jones and seoonded by Tancre that the motion made to
include the City Treasurer's salary on the ballot be reoinded.

Resolution No. 1045 (Calling Munioipal Election, April
12, 1960) was read by the City Attorney. It was moved by Tanore
. and seoonded by Leohard to adopt Resolution No. 1045. During the
discussion on the motion Mr. Leonard withdrew his second. Mayor
Ross stepped down from the Chair and seconded Mr. Tancre's motion.
Further disoussion followed. The vote called by Mayor Pro Tem J~nes

Request of the Orange County Sooiety for Crippled Child-
ren for permission to sell paper lapel lilies in the City, April 8th
and 9th as a part of the 1960 Easter Seal Campaign, was approved.
Mr. Caldwell reported that our population inorease had
ohanged the amount of funds reoeived from the Division of Highways
from $10,510 to $15,240 to June 30th 1960 and to $20,180 for 1960-
1961.

Mr. Caldwell reported satisfaotory completion of the
reconditioning of the water tower.
Upon the request of Mr. Caldwell it was moved by Leonard
and seoonded by Jones that the Civil Service Commission be instruoted
to amend the rules and regulations to provide that a physical exami-
nation be given all new employees assigned permanent oivil servioe
status. Exams to be given by physician of the city's selection.
