The meeting was called to order with the Pledge of Allegianoe. Present: Mayor Ross Councilmen: Flanagan, Jones, Leonard, Tancre Absent: " " None The minutes of the regular meeting of February 2. 1960 were read.and approved on the Mayor's motion. The Mayor alter~d the regular order of business to oall for the opeRing of bids for the Fifth Street Extension projeot, as advertised. The following bids were opened; Bids 5th St. Ansco Construction Co. Griffith Company Cox Brothers Construction Co. Sully-Miller Contraoting Co. Referred to the City Engineer for analysis and report. Reports of the City Clerk and City Treasurer for the month , of January, 1960 were presented. It was moved by Jones and seoonded by Tancre to reoeive and file the City Officers reports. Payroll demands No. 2792 to 2840 inolusive and regular demands No. 9096 to 9127 inolusive, totaling $19,403.21 as approved by the Finance Committee were presented. Resolution No. 1050 (Election Measures- arguments) was presented by the City Attorney. Upon the reoommendation of the City Attorney, it was moved by Tanore and seconded by Jones that an exoavation permit issued to Standard Gas Co. would be oonsidered a street crossing looation and would not oome under Ordinanoe No. 474 - file No. 6-3589. Letter from the Planning Commission requesting that the building height limit in the City be eliminated was read and dis- cussed. Letter from the Planning Commission stating that they had zoned to R-l the unzoned portion sf the city north of the subdivided area of the city was read and discussed. The Mayor oalled a three minute recess. The meeting reoonvened at 8:30 P.M. I . It was moved by Jones and seconded by Flanagan to receive and file the Planning Commission letter. It was deoided that the . sUMMertime parking problem was near, so that his request should be denied. . .. ..", The request of the Navy Department to enoourage the deolar- ation of Seebee Day, March 5, 1960 was approved. Notice of meeting of the Orange County Coast Assooiation, February 23rd at Jamaoia Inn was reoeived and filed. Mr. Keller requested action on the oonstruotion of the masonary wall in Tract 1817. After discussion, action deferred. After discussion it was moved by Leonard and seoonded by Jones to amend the recent minute order effective March 1, 1960 regarding pay raises, to apply only to those employees in olassi- fied oivil servioe. During the discussion Mr. Jones withdrew his motion with the oonsent of the seoond. Pay raises for appointive employees to be made on written request of employeei Mr. Caldwell reported more information still needed on the proppsed water well, as to land aoquisition eto. Mr. Caldwell explained in detail the procedure in setting up the Publio Debt Limit Street Improvement Projeot. Mr. Caldwell reported meeting with officials of the Board of Fire Underwriters relative to the propos~d fire station. It was moved by Leonard and seoonded by Tancre to adjourn until Tuesday, February 23, 1960 at 7:30 P.M.
