The meeting was oalled to order with the P~edge of Allegianoe. Present: Mayor Ross Councilmen: Flanagan, Jones, Leonard, Tancre None Absent: " II The minutes of the regular meeting of February 16th and the extraordinary adjourned meeting of February 23, 1960 were read and approved as correoted on the Mayor's motion. At this point the Mayor permitted Mrs. Bonnie Abata to read and present to the Counoil a statement of apology, regarding oertain statements made. Report of the POlioe, Building, License, Water and City . Clerks departments for the month of February, 1960 were presented. It was moved by Tancre and seoonded by Jones to reoeive and file . the city officers reports. AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion carried. . deMands , Regular demands No. 9128 to 9168 inclusive and payroll . ' , No. 2841 to 2893 inolusive, totaling e14,005.60 as approved , by the Finanoe Committee were presented. It was Moved by Jones and seoonded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion oarried. Ordinance No. 555 (Rezoning certain lots in Tract 1817 . and 2591) was presented by the City Attorney. After discussion action was deferred for further information. Ord. .2.22 . Ordinanoe No. 556 (Building Height Limitations) was presented by title by the City Attorney. It was moved by Jones Ord. ~ . and seoonded by Leonard to waive the reading of Ordinanoe No. 556. AYES: NOES: Flanagan, Jones, Leonard, Tancre, ROBS Nane Motion oarried. It was moved by Leonard and seoonded by Tanore that Ordinanoe No. 556 be deeMed as having had its first reading and Ord. 22L be passed to the second reading. AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion carried. 290 Reso. 1Q2l Reso. ~ License Marina Marina Resolution No. 1053 (Weed Abatement) was presented by title by the City Attorney. It was moved by Flanagan and seconded by Tanore to waive the reading of Resolution No. 1053. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion-carried. It was moved by Tancre and seoonded by Jones to adopt Resolution No. 1053. AYES: NOES: 1 Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Resolution No. 1054 (Narcotics-Special Session Legislature) was presented by the City Attorney. It was moved by Leonard and seconded by Jones to adopt Resolution No. 1054. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Letter of applioation for a lioense to operate a Trampalin Recreation Center at Main and Central was read and discussed. It was moved by Tancre and seoonded by Jones that a license be issued provided all the oonditions of the applioation were carried out. AYES: NOES: Flanagan, Jones, Tancre, Ross Leonard Motion oarried. I , Mr. Buck announoed that he had arranged an informal meet- . ing with Mr. J. A. Woolley for Tuesday, March 8th at 7:30 P.M. to discuss the city land area lying within the Marina. Mr. Caldwell stated that extensive surveys of the area were in prooess by the City of Long Beach. . Boating regulations in the Marina as it applies to the harbor entranoe was disoussed and referred to the City Attorney. The masonary wall in the subdivision was again discussed Sub Q!!. at length. Referred to the City Attorney for aotion. Mr. Caldwell reported that a bid of $4073.00 to soale and Street Trees trim 246 palm trees had been received. It was moved by Leonard and seoonded by Jones to instruot Mr. Caldwell to get additional bids with a future performanoe date of 90 days. It was moved by Jones and seconded by Leonard to instruct Mr. Caldwell to advertise for bids for the scaling and trimming of palm trees. It was moved by Jones and seoonded by Tanore to approve the drawing for the Street Improvement Project No. E. 2073 as presented by the City Engineer and that the drawings be ordered filed with the City Clerk. Quito It was moved by Jones and seoonded by Flanagan to adjourn. Motion oarried. Mr. Tanore inquired about drainage as it is conoerned with the street Improvement projeot. be handled separately. Upon the reooMMendation of the City Engineer it was moved He was advised that drainage would by Leonard and seconded by Jones to authorize the Mayor and City Clerk to exeoute an agreement with the Orange County Engineering Department to make soil tests for the Street Improvement Projeot. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Mr. Caldwell outlined the proposed changes in ~outing and aohedules of the Long Beach Motor Bus Company. It was moved by Leonard and seoonded by Tanore to approve the program as outlined and that the City Attorney be instruoted to so advise the Public Utilities Commission. AYES: NOES: Flanagan, Jones, Legnard, Tancre, Ross None Motion oarried. Mr. Buck announoed that the ballot measure oonoerning the ~status,.'of thlPChief of Police would require a two-thirds majority vote to oarry. It was moved by Jones and seoonded by Flanagan to approve the arguments as written in favor of the ballot measures. AYES: NOES: Flanagan, Jones, Leonard, Te.ncre, Ross None Motion oarried.
