The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Ross.presiding. The meeting was
called to order with the Pledge of Allegianoe.
Present: Mayor Ross

The Mayor announced that the first order of business would
be to open bids for the palm tree trimming program. The following

It was moved by Leonard and seconded by Flanagan that the

Mayor and City Clerk be authorized to exeoute a contraot with

California Tree Service at $2844.00 subject to the City Engineers
approval and hauling costs.

The minutes of the regular meeting of Maroh 15, 1960 were
read and approved on the Mayor's motion.
Reports of the Polioe, Building, Water, Lioense and
City Clerks Departments for the month of Maroh 1960 were presented.

the City Offioers reports.

Payroll demands No. 2943 to 2995 inclusive and regular
demands No. 9219 to 9277 inclusive, totaling $24,003.03 as. approved

by the Finanoe Committee were presented. It was moved by Flanagan
and seoonded by Tancre that the demands be allowed and warrants
drawn on the Treasury for the same.

by title by the City Attorney. It was moved by Leonard and seconded
by Jones to waive the second reading of Ordinance No. '556.

Letters of applioation to fill the vacanoy of Direotor of
'Publio Servioe effective May 1, 1960, from H. L. Hoerner, R Adm.
USN (Ret.) and Ernest E. Brashear were read. After considerable
disoussion it was moved by Jones and seconded by Flanagan that the
application of Ernest E. Brashear be acoepted. More disoussion on
the motion foliowed.

Letter from the Marina News, submitting a bid for legal

Letter from Charles A. Sohildmeyer, 755 Carmel, requesting
a variance to construct a fenoe on his property was referred to
the City Attorney.

Invitation from the Veterans of Foreign Wars to attend
their installation of offioiers April 26th was received and filed.
Request of Rev. Guy Newton, Baptist Churoh, to change
their date to use the west beach parking lot from May 23 to May 28th
was approved.
Upon the request of the Fire Department, it was moved by
Jones and seconded by Flanagan that the period of April 18th
to 2Sth inclusive be designated as "Clean-up'Week".

the agreement made Feb. Z6th between Thomas J. Russell and the City
as it ooncerns architeotual services for the proposed Fire Station.

Proposed highway and bridge design change over the San
Gabriel River was referred to the City Attorney and City Engineer.
Mr. Caldwe11 reported the oompletion date of the Fifth
Street Extension Projeot should be Easter week-end.
Mr. Caldwell reported meeting with the oontraotor, State
and government engineers relative to aooeptanoe of the beaoh groin.
After discussion it was moved by Jones and seconded by Leonard to
delay action.in accepting the beach groin.

Spear guns, surfing, traffio signals and the masonary wall
were briefly discussed.
Mr. David Stangeland inquired about the trampoline ordinance.
Mr.. B uok stated it was subject to ammendments.
Mr.'Buok reported procedures: and prop~sed aotion in the
City's protest of the boundaries of the Rossmore'inoorporation
scheduled for public hearing April 6th in Santa Ana.
Proposed rest~rooms and lighting for the First Street
parking lot was referred to the City Engineer.
It was moved by Leonard and seconded by Tancre to adjourn.

Frederiok W. Hiokman was sworn into offioe by Mayor Ross.
Counoilwoman Norma Brandel Gibbs, Counoilman D~an H. Gemmill
and City Treasurer James N..Scott were sworn into office by the City
Clerk.

The meeting reconviened at 8:45 P.M.
Outgo~ng Counoilman Joe H. Tanore expressed appreoiation
for his term of office and complimented the.inooming councilmen.
Outgoing Mayor Ross also S20ke in regard to his term of
offioe and the future of t~e CitX.
Mr. Ross was presented with a memento of his office.
Mr. R~ss presided as ohairman for the election of Mayor
and Mayor ~,ro-Tem.
