The meeting was called to order with the Pledge of Allegianoe. Present: Mayor Ross Councilmen: Flanagan, Jones, Leonard, Tanor~ . . The Mayor announced that the first order of business would be to open bids for the palm tree trimming program. The following I Trees bids were opened; 1. American Tree Service - 201 Trees @ 2. California Tree Service - 315 Trees @ $3200.00 2844.00 It was moved by Leonard and seconded by Flanagan that the . Mayor and City Clerk be authorized to exeoute a contraot with . California Tree Service at $2844.00 subject to the City Engineers approval and hauling costs. AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion carried. The minutes of the regular meeting of Maroh 15, 1960 were read and approved on the Mayor's motion. Reports of the Polioe, Building, Water, Lioense and City Clerks Departments for the month of Maroh 1960 were presented. I . It was moved by Leonard and seoonded by Jones to reoeive and file the City Offioers reports. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion carried. Payroll demands No. 2943 to 2995 inclusive and regular demands No. 9219 to 9277 inclusive, totaling $24,003.03 as. approved . . by the Finanoe Committee were presented. It was moved by Flanagan and seoonded by Tancre that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None I Reso. Motion carried. Resolution No. 1055 (Gas Tax Funds) was presented by title by the City Attorney. Ordinanoe No. 556 (Building Height Limits) was presented by title by the City Attorney. It was moved by Leonard and seconded by Jones to waive the second reading of Ordinance No. '556. AYES:' NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion carried. It was moved by Leonard and seoonded by Jones that Ord. No. 556 be deemed as having had' its second reading and be passed for adoption. AYES: NOES: Flanagan, Jones, Leonard, Tancre, Ross None Motion' oarried. At the request of the City Clerk it was moved by Jones 295 Ord. .222 and seconded by Flanagan that members of the City Counoil be appointed Elect to serve as a canvassing board to oanvass the absent voter ballots, at the same time the City Council meets to oanvass the returns and deolare the results, on TuesdayyApri] 19th. AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion oarried. Letters of applioation to fill the vacanoy of Direotor of 'Publio Servioe effective May 1, 1960, from H. L. Hoerner, R Adm. USN (Ret.) and Ernest E. Brashear were read. After considerable disoussion it was moved by Jones and seconded by Flanagan that the application of Ernest E. Brashear be acoepted. More disoussion on the motion foliowed. AYES: PASS: NOES: Flanagan, Jones, Leonard, Ross Tancre None Motion oarried. It was moyed by Jones and seoonded by Flanagan that Mr. Brashear be appointed City Administrator at $809.90 per month, effective May 1st. AYES: RASS: NOES: Flan~gan, Jones, Leonard, Ross Tanore None Motion oarried. Letter from the Marina News, submitting a bid for legal City Adm. City Adm. Legal advertising was read and disoussed. The City Attorney requested a Ad v. oertified oopy of the Superior Court degree establishing the Marina News as a legai newspaper. , Letter from Charles A. Sohildmeyer, 755 Carmel, requesting a variance to construct a fenoe on his property was referred to the City Attorney. Bldg. Dept. 296 Fire Dept. Fire Station St. :llilP.t. Sth St. Bch. Guy Newton, Baptist Churoh, to change their date to use the west beach parking lot from May 23 to May 28th was approved. Upon the request of the Fire Department, it was moved by Jones and seconded by Flanagan that the period of April 18th to 2Sth inclusive be designated as "Clean-up'Week". 1 AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None . Motion oarried. It was moved by Jones and seoonded by Tancre to approve the agreement made Feb. Z6th between Thomas J. Russell and the City as it ooncerns architeotual services for the proposed Fire Station. AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion carried. Proposed highway and bridge design change over the San Gabriel River was referred to the City Attorney and City Engineer. Mr. Caldwe11 reported the oompletion date of the Fifth Street Extension Projeot should be Easter week-end. Mr. Caldwell reported meeting with the oontraotor, State and government engineers relative to aooeptanoe of the beaoh groin. After discussion it was moved by Jones and seconded by Leonard to delay action.in accepting the beach groin. 1 AYES: NOES: Flanagan, Jones, Leonard, Tanore, Ross None Motion carried. Spear guns, surfing, traffio signals and the masonary wall were briefly discussed. Mr. David Stangeland inquired about the trampoline ordinance. Mr.. B uok stated it was subject to ammendments. Mr.'Buok reported procedures: and prop~sed aotion in the City's protest of the boundaries of the Rossmore'inoorporation scheduled for public hearing April 6th in Santa Ana. Proposed rest~rooms and lighting for the First Street parking lot was referred to the City Engineer. It was moved by Leonard and seconded by Tancre to adjourn. Present: Mayor Ross Counoilmen: Flanagan, Jpnes, Leopard, Tancre Absent: " None " This being the time~and pl~oe as fixed by law for the oanvass of the returns of the General Munioipal Eleotion held on April 12, 1960, the returns or said election (and the absentee votes cast at said Election election, that have been reoeived) were duly and r~gularly canvassed as provided by law. Resolution No. 1056. (Deolaring the results of the Munioipal Election, April 12, 1960) was presented by the City Attorney. It Reso was moved by Leonard and seconded by Jones to adopt Resolution No. 1056 1056. AYES: NOES: Flanagan, Jones, Leona:d, Tanore, Ross None Motion oarried. The statement of the City Clerk as to the election results is made a part ?f these minutes a~d are attaohed hereto. Frederiok W. Hiokman was sworn into offioe by Mayor Ross. Counoilwoman Norma Brandel Gibbs, Counoilman D~an H. Gemmill and City Treasurer James N..Scott were sworn into office by the City Clerk. Mayor Mayor Ross deolared a {ive minute reoess. The meeting reconviened at 8:45 P.M. Outgo~ng Counoilman Joe H. Tanore expressed appreoiation for his term of office and complimented the.inooming councilmen. Outgoing Mayor Ross also S20ke in regard to his term of offioe and the future of t~e CitX. Mr. Ross was presented with a memento of his office. Mr. R~ss presided as ohairman for the election of Mayor and Mayor ~,ro-Tem.
