The meeting was ~ oalled to order with ~he Pledge of Allegianoe. Present: Mayor Ross Counoilmen: Flanagan, Jpnes, Leopard, Tancre Absent: " None " This being the time~and pl~oe as fixed by law for the oanvass of the returns of the General Munioipal Eleotion held on April 12, 1960, the returns or said election (and the absentee votes cast at said Election election, that have been reoeived) were duly and r~gularly canvassed as provided by law. Resolution No. 1056. (Deolaring the results of the Munioipal Election, April 12, 1960) was presented by the City Attorney. It Reso was moved by Leonard and seconded by Jones to adopt Resolution No. 1056 1056. AYES: NOES: Flanagan, Jones, Leona:d, Tanore, Ross None Motion oarried. The statement of the City Clerk as to the election results is made a part ?f these minutes a~d are attaohed hereto. Frederiok W. Hiokman was sworn into offioe by Mayor Ross. Counoilwoman Norma Brandel Gibbs, Counoilman D~an H. Gemmill and City Treasurer James N..Scott were sworn into office by the City Clerk. Mayor Mayor Ross deolared a {ive minute reoess. The meeting reconviened at 8:45 P.M. Outgo~ng Counoilman Joe H. Tanore expressed appreoiation for his term of office and complimented the.inooming councilmen. Outgoing Mayor Ross also S20ke in regard to his term of offioe and the future of t~e CitX. Mr. Ross was presented with a memento of his office. Mr. R~ss presided as ohairman for the election of Mayor and Mayor ~,ro-Tem. 298 Mr. Jones nominated Mr. Flanagan for Mayor. Seconded by Mr. Leonard. Mr. Flanagan nominated Mrs. Gibbs for Mayor. Seconded Mayor by Mr. Gemmill. Mr. Leonard nominated Mr. Jones for Mayor. No second. It was moved by Flanagan and seconded by Jones to olose the nominations, whioh was unamiously approved. The votes were as I follows; Flanagan - Ayes: . Noes: Gibbs - -Ayes: Noes: Jones, Leonard Flanagan, Gemmill, G~bbs Flanagan, Gemmill, Gibbs Jones, Leonard 'Mrs. Norma B. Gibbs declared elected. It was moved by Leonard and seconded by Gibbs to nominate Dean H. Gemmill, Mayor Pro-Tem. ~ It was moved by Flanagan and seconded by Jones to close the nominations for Mayor Pro-Tern, unamously approved. Dean H. Gemmill was elected Mayor Pro-Tern by unamous vote. Mayor Gibbs was seated and expressed her appreoiatiort and urged oooperation throughout the City. The minutes of the regular meeting of April 5, 1960 were II read and approved on the Mayor'~ motion. R~ports of the City Clerk and City Treasurer for the' month of Maroh 1960 were presented. It was moved by Leonard and seconded by Gemmill to receive and file the oity offioers reports. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. . Payroll demands No. 2996 to 3089 inolusive and regular demands No. 9278 to 9325 inolusive, totaling $29,598.86 as approved by the Finanoe Committee were presented." It was moved by Flanagan and seconded by Jones that the demands be allowed and warrants drawn on the Treasury for the same. Motion carried. R~solution No. 1058 (Weed Abatement) was presented by title by the City Attorney. Resolution No. 10$9 (Northeast Improvement District) was 2"99 Reso presented by the City Attorney. It was moved by Leonard and seconded 1059 by Flanagan to adopt Resolution No. 10$9. Upon the request of Carl Thomas, City meohanic, -it was moved by Leonard and seconded by Jones to grant a ten day leave of absence without pay. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion oarried. Upon the request of Polioe Chief Ray Harbour, it was moved by Leonard and seconded by Jones to approve the permanent appoint- ment of I~a Dallas, police woman. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. . Upon the request of the Lions Club it was mo-ved by Flana- gan and seoonded by Jones to grant their request as it ooncerns thetr Seventh Annual Panoake Breakfast, May 14th 1~60. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion oarried. The request of the Woman's Club to beautify the city park with red geraniums was granted. Letter of thanks from the Senior Citizens Club was reoeived and filed. Letter of thanks from the Seal Beaoh Chamber of Commeroe was received and filed. Request of the Bay Cleaners at 21$ Bay Blvd. to install a 10 minute pa:rking zone was referred to the Chief of Polioe. Letter from Anne and Edgar Mellor, 1$23 Seal Way regarding proposed parking lot on east beach was received and filed. Bid letter of legal advertising by the Marina News was referred to the City Attorney. Mr. Buok made brief progress reports on traffic signals, City &-I'pl: Poli, Dept Lion: ~ Poli, ~, Boh. Lega: Adv. 300 masonery wall and Rossmore incorporation. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion oarried., The Mayor directed the Clerk to request the Civil Servioe Commission to grepare an examination for the position of Chief of Police. I The Mayor suspended all counoil oommittees, with the exception of the Finanoe Committee until further notice. The City Attorney was instructed to prepare the proper resolutions re~ating to bank signatures on the ohecking and savings accounts. The City Attorney was instructed to prepare an ordinanoe regarding City Manager for future presentation ,to the voters. Mr. Caldwell presented a report on the proposed new water well site. It was moved by Jones and seoonded by Flanagan uhat Mr. Caldwell be instruoted to meet with the Naval Offioials in San Diego regarding the water well site on the depot property. Mr. Caldwell reported the allottment of $20,000.00 by the Orange County Board of Supervisors for the east-side storm drainage proj~ct. Mr. Caldwell also reported that the lighting on the Fifth Street project $hould be completed within three days. The acceptanoe of the beaoh groin was discussed at length. It was moved by Gemmill and seconde~ by Flanagan that Mr. Caldwell be instructed to give notice in writing that the beach groin be accepted. Let~er from Mr. Caldwell offering his services as a oonsul~ing engineer on various proposed projects was read and disoussed.
