City Clerk 1 Seal Beaoh, California May, 17, 1960 The City Counoil of the City of Seal Beach met in regu- lar session at 7:30 P.M. with Mayor Gibbs presiding. The meet- ing WaS called to order with the Pledge of Allegianoe. Present: Mayor Gibbs Counoilmen: ~lanagan, Jones, Leonard, Gemmill' Absent: " None " III Since the minutes of the regular meeting of May 3rd and the special meeting of May 9, 1960 had previously been submitted to the Council, they were approved on the Mayor's motion. The Mayor briefly outlined a new method of oounoil -I meeting procedure. Reports of the City Clerk and City Treasurer for the month of April, 1960 were presented. It was moved by Jones and seoonded by Leonard to receive and file the City Offioers reports. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Mot.io.n oarried. 311 Payroll demands No. 3145 to 3199 inolusive and regu- lar demands No. 9370 to 9404 inclusive for a total of'$15,485,01 were presented. It was moved by Flanagan and seoonded by Jones that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard,'Gemmill, Gibbs None I Motion oarried. Resolution No. 1063 (City Administrator-Duties etc.) was presented by the~City Attorney. Watl The City Administrator read a letter of recommendation from the Civil Service Commission regarding a proposed examination !leEj for the position of Chief of Polioe. I Mr. Brashear announoed an Orange County Civil Defense meeting for cities and county would be held in Santa Ana, May 23rd. A preliminary announcement of the 1960 oensus Eor the City of 6916 persons was made. ,Request of Arthur Anderson to'conduct bible classes in the City park was referred to the City Administrator. It was moved by Flanagan and seoonded by Jones to grant the Lions Club permission to conduct firework sales in Civi ~ Fire two stands, license fee waived. It was moved by Leonard and seconded by Gemmill to appoint the City Administrator, one counoilman and the Chamber of Commerce President to a committee to entertain speoial guests at Cham Comm. ~312 a lunoheon to be held in oonnection with the "Miss Seal Beaoh" . parade. Request of the National Multiple Sclerosis Sooiety . I to solicit funds in the City was app~oved. Thank you letter from Dr. Sutter Kunkel for the tree trimming project was rece~ved and filed. Thank you lette: from Mrs. Dorothy Henkey for beach improvement was reoeived and filed. Life Mr. Gemmill oOMMended the Life Guard department for some forty-s~x rescues made Sunday, May 8th. It was moved by Leonard and seoonded by Flanagan to allow at not to exceed $200.00 for expenses to attend the League of California Cities oon~ention, in Berkeley, May 26th. Mr. Gemmill suggested that the Mayor appoint a citizens committee to investigate ~uvenile delinquency. Because of a legal holiday June 7th, it was moved by .
