The meeting was oalled to order with the Pledge of Allegiance. Present: Mayor Pro-Tem Gemmill Councilmen: Flanagan, Jones, Leonard Absent: Mayor Gibbs Since the minutes of the regular meeting of May '17, 1960 had previously been submitted to the Counci], they were approved on the Mayor's mot ion. Payroll demands No. 3200 to 3257 inclusive and regular demands No. 9405 to 9463 inolusive for a total of $29,797.38 as approved by the Finanoe Committee were presented. It was moved by Jones and seconded by Flanagan that the demands be"allowed and . warrants dra~ on the Treasury for the same. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carri ed. The recommendations of the Planning Commission and the letter of appeal by S. V. Hinson were tabled.for a speoial hearing to be held June 28th at 7:30 P.M. 318 Plan. Comm. The request of the Fire Department for action on the con-, Fire struction of a new building was referred to the City Administrator for reply. Mr. Brashear reported on the immediate needs of the water and, sewage departments. The matter of legal advertising in either the Seal Beaoh Dept. Post or Marina News was discu~seQ.. It was moved by Flanagan to instruct Attorney to ~ the City bring action in the, Supreme Court to determine the Attor legality of the Seal Beach Post. Motion lost for want of a second. After further discussion the matter was referred to M~. Buok and Mr. Brashear. Mayor Pro-Tem Gemmill weloomed Miss Garrity and a group of students from the McGaugh Sohool to the meeting. Dr. Grossman, Chairman of the Mayor's Committee to invest- Juven igate juvenile delinquenoy in the City, presented a statistioal report.~ The delinquenoy rate is low by comparison with other cities. Ordinanoe No. 558 (Director of Finanoe) Was presented by the City Attorney. It was moved by Leonard and seconded by Flanagan to adopt R~solution No. 1064. AYES:' Flanagan, Jones, Leonard, Gemmill ABSENT: Gibbs Motion oarried. Mr. Buck reported the conditiOn of the premises at I 208 llth'Street and that the estate was now in the hands of the Public Administrator. Upon the City Attorney's request it was moved by Leonard and seoonded by Jones that the Mayor and City Clerk be authorized to exeoute road crossing and drainage easements from the Pacific Eleotrio R~ilway in connection with the Fifth Street Extension. AYES: ABSENT, Flanagan, Jones, Leonard, Gemmill Gibbs . Motion carried. Mr. Buck further reported his oontaot with property owners in the subdivision relative to the removal of oertain billboards. ~ Referred baok to Mr. Buok for remov~l dates and possible extension of time in some cases. 1 Mr. Brashear briefly reported the proposed changes and rerouting of the Second Street Bridge during the period of reoon- struction. Mr. Brashear presented proposals for the c6dification of oity ordinanoes. It was moved by Jones and seconded by Flanagan to authorize the Mayor and City Clerk to exeoute an agreement with Michie City Publications at $2700.00. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. Mr. Brashear presented a proposed pay soale for life guards. It was moved by Leonard and seoonded by Jones to instruot.the City Attorney to prepare a Resolution as proposed, effeotive July 1, 1960. I AYES: ABSENT: Flanagani Jones, Leonard, Gemmill Gibbs Motion carried. Mr. Brashear also presented a proposed Life Guard Head- quarters building with oommunications system. It was moved by Flanagan and seconded by Jones to authorize ,the oonstruction of the project at not to exoeed $lSOO.OO. AYES: ABSENT: Flanagan, Jones, Leonard, Gemmill Gibbs Motion carried. I I Works Direotor - Engineer 315, Upon Mr. Brashear's recommendation it was moved by Leonard and seconded by Jones that the Mayor and City Clerk be authorized t~ execute an agreement with the County of Orange for soil tests as it applies to the 1931 Street Improvement Aot.
