The meeting was called to order with the Pledge of Allegiance. Present: Mayor Gibbs Counoilmen: Flanagan, J~nes, Leonard, Gemmill Absent: II None " The.m~utes of the regular adjourned meeting of June 9, 1960 have been previously distribute4 to the Council were approved on the Mayor's mot~on. Payroll demands No. 3258 to 3315 inclusive and regular demands No. 9464 to 9486 inclusive for a total of $22,934.37 as approved by the Finance Committee were presented. It was moved by Jones and s~oonded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the sam~. Ord. ~ Reso. 1065 Letter from the Bradley Estates Ino. requesting an extension of time for billboards in Tract 1817 was discussed. The request was denied and referred to the City Attorney for reply. Request of Lyle Richards for permit to operate taxi-oabs in the City was referred to the City Administrator. Letter of request from the Seal Beaoh Woman's Club to redecorate the City Hall Auditorium was discussed. Letter from Frederic Bessinger regarding the tide-lands at the mouth of the San Gabriel River was referred to the City Administrator, Announcement of the June meeting of the Orange County League of Cities, Brea, June 23rd was acknowledged. Announcement of the June meeting of the Orange County Coast Association, Huntington Beaoh, June 23rd was aoknowledged. Request of the Seal Beach Fire Department for an increase in their monthly allotment was referred to the City Administrator. The City Attorney was instruoted to prepare a resolution setting up the manner and time for submitting oommunioations to I the City Council. Mrs. Jessie Reed brought to the attention of the Council the hazardous oondition of the stairway in the City Hall. Allen Stangeland inquired about tnaffio signals for Coast Highway and Mar Vista. A disoussion of other traffic conditions Referred to the City Administrator. Ordinanoe No. 558 (Direotor of Finanoe) was presented by title by the City Attorney. Reports of the City Clerk and City Treasurer for the month of May, 1960. The City Administrator reported progress on the following; 1. Jeep from Civil Defense $90.00 2. Chief of Police examination 3. Publio Works - Engineer position The Mayor reported meeting with the Police Department regarding position of Chief of Police. Mr. Jones inquired about the request of the Mayor to pre- . pare a City Manager ordinanoe. Mr. Charles Davis addressed the City Counoil ooncerning counoil polioy. Mr. Leonard suggested that the Council meet to disouss the Man,g . pr.oposed Rossmoor inoorporation and annexation. Mr. G~mmill inquired about further aotion conoerning legal advertising. It was moved by Flanagan and seconded by Gemmill to Legal Adv. instruct the City Attorney to determine by court aotion the legality ~ of the Seal Beach P~st and Wave. A lengthly discussion followed by the City Council and members of the audienoe. AYES: , NOES: Flanagan, Gemmill, Gibbs Jones, Leonard Motion carried. Mr. Shanbour, publisher of the Mar.ina News withdrew his bid offer of legal advertising. 318 Mr. Gemmill reminded the Council that the term of John Civil Servo Nescher on the Civil Service Commission was about to expire. Mr. Buck, City Attorney, outlined the prooeedings of the meeting as to the appeal of Mr. and Mrs. S. V. Hinson,for set-back varianoe for Lot 10, Blook G, Tract 1009. He read the.decision of the Planning Commission, the letter of appeal, petitions of approval and petitions of protest. I ~omm. Mr. Jones asked to be exoused from the meeting beoause of a property interest in real estate with Mr. Hinson. Granted. The architectua1 representative for Mr. Hinson spoke in behalf of the variance. Arguments both for and against the variance were presented by members of the audienoe.
