Ord. 560 Seal Beach, California July 19, 1960 The City Counoil of the City of,Seal Beach met in regular session at 7:30 P.M. with Mayor Gibbs presiding. The invooation was given by Rev. Ra~ph Supplee of the Methodist Church. Regular demands No. 9487 to 9566 inolusive, and payroll demands No. 3382 to 3~~5 inclusive for a total of $28,980.60 as approved by the Finanoe Committee were presented. It was moved by Jones and seoonded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None 1 Motion oarried. A donation of $25.00 from the International Chemioal Workers Union, Local 225, for the Civic Auditorium redecorating fund was . gratefully aoknowledged. Request of Lesoher and Stockon for an adjustment in the annual pier lease fee was referred to the City ~dministrator. Mayor Gibbs gave a report on the reoent examination for Chief of of Polioe. It was moved by Gemmill and seconded by Leonard that Robert Mac Clure be'appointed aoting Chief of Police, not'~a~e~ than August "15th and "Chi'"ef of Police, effective September 4, 1960 at pay step (4) four. Ordinanoe No. 561 (Regulating Paddle boards and Surfing- Emergenoy) was presented by the City Attorney. It was moved by Ord. . Mr. Brashear reported his investigation of the recent appli- cation of Lyle Riohards for a taxi-cab permit and lioense. Upon the recommendation of the City Administrator it was moved by'Leonard and seconded by Jones that the Mayor and City Clerk be authorized to exeoute an agreement with the State Personnel Board for oonduoting Civil Servioe examinations. It was moved by Jones and seoonded by Flanagan to approve City Enp;. . the reoommendation of the City Administrator that the Mayor and City Clerk be authorized to exeoute a contraot for the cleaning of the f.!2E. pier and surrounding buildings. The City Attorney reported the prooedure of ~tablish1ng a City Library. The City Administrator was instruoted to make a further study for report. It was moved by Gemmill and seconded by Flanagan that a Citizens Advisory Committee be appointed to make possible reoommend- ations as to the order of importance and necessity of Capital Impro- vements. That the Mayor, Councilmen and looal orgaaizations name I . delegates and alternates\ for a six month period. After disoussion it was moved by Gemmill and seconded by Jones to table the plan.
