The City Counoil of the City of,Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs presiding.
The invooation was given by Rev. Ra~ph Supplee of the
Methodist Church.
The meeting was oalled to order with the Pledge of
Allegianoe.

The minutesAas aistributed were approved on the Mayor's
motion.
Regular demands No. 9487 to 9566 inolusive, and payroll
demands No. 3382 to 3~~5 inclusive for a total of $28,980.60 as
approved by the Finanoe Committee were presented. It was moved by
Jones and seoonded by Flanagan that the demands be allowed and
warrants drawn on the Treasury for the same.

Request of Lesoher and Stockon for an adjustment in the
annual pier lease fee was referred to the City ~dministrator.
Mayor Gibbs gave a report on the reoent examination for Chief of
of Polioe. It was moved by Gemmill and seconded by Leonard that
Robert Mac Clure be'appointed aoting Chief of Police, not'~a~e~ than
August "15th and "Chi'"ef of Police, effective September 4, 1960 at
pay step (4) four.

Lots-Emergency) was presented by the City Attorney. It was moved by

Mr. Brashear reported his investigation of the recent appli-
cation of Lyle Riohards for a taxi-cab permit and lioense. After ex-
plaining how it might affect the present lioensee, it was moved by
Leonard and seconded by Jones to accept the reoommendation of the
City Administrator and deny the applioation of Lyle Richards for ~
taxi-oab permit.

Upon the recommendation of the City Administrator it was
moved by'Leonard and seconded by Jones that the Mayor and City Clerk
be authorized to exeoute an agreement with the State Personnel Board

It was moved by Gemmill and seoonded by Leonard to reoeive and file
the City Offioers reports.

The City Attorney reported the prooedure of ~tablish1ng a
City Library. The City Administrator was instruoted to make a further
study for report.
The City Attorney stated he would like approval cbynext

Brashear be appointed Director of Finance.
