SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH KOA
CORPORATION FOR SEAL BEACH BOULEVARD
AND GOLDEN RAIN ROAD INTERSECTION
IMPROVEMENTS DESIGN PROJECT NO. ST1107
SUMMARY OF REQUEST:
That the City Council adopt Resolution No. 6194 approving a professional
services agreement for design services with KOA Corporation in the amount of
$46,900 to prepare plans and specifications for the Seal Beach Boulevard and
Golden Rain Road Intersection Improvements, Project No. ST1107.
BACKGROUND AND ANALYSIS:
In 2010, the City Council authorized a study to assess the existing traffic
operations at the intersection of Seal Beach Boulevard and Golden Rain Road.
Seal Beach Boulevard is a six lane major arterial with a posted speed limit of 50
mph. Golden Rain Road is a private arterial road that serves as the main
entrance to Leisure World, a 55 years and older gated community with a
population of over 9,000. The intersection is an atypical "T" intersection, as the
ingress and egress are separated by almost 200 feet.
The firm that performed the study collected accident data, obtained copies of
signal timing plans as well as as -built signal and roadway plans. The results of
the study generally indicated that there was no distinct cause or pattern for the
traffic accidents within the past 5 years. Also, a review of the signal timing along
with field observations showed that the signal functions with minimal delays and
is efficient for all movements.
The study concluded that a complete redesign of the intersection was
unnecessary; however, modifications could be made to the intersection for
increased visibility and ease of use. The modifications recommended include:
new traffic signal poles with mast arms that meet current standards, with multiple
new 12" LED signal heads in locations that are optimal for visibility by drivers,

including possible new pole locations. Additionally, modified pavement striping
and markings were recommended to enhance the intersection. This includes
striping for more optimal lane utilization, advanced directional signage, bike lane
utilization striping, and possible striped medians.
On July 15, 2011 staff solicited proposals to prepare construction documents for
Seal Beach Boulevard and Golden Rain Road Intersection Improvements Project
No. ST1107 from four (4) design firms.
On August 18, 2011 staff received two (2) proposals from KOA Corporation and
Kimley -Horn and Associates, Inc. The scope of work includes preparing plans
and specifications for modifications to the intersection of Seal Beach Boulevard
and Golden Rain Road including Traffic Signal modification, ADA compliance
and signage and striping plans. Additionally, the design firm will perform
necessary public outreach with Leisure World representatives during the course
of design.
A panel reviewed the proposals and after careful consideration of the proposals,
staff selected KOA Corporation as the most qualified firm to design the Seal
Beach Boulevard and Golden Rain Road Intersection Improvements Project
Number ST1107. KOA Corporation has completed numerous street and
intersection design projects for other jurisdictions with great success. They have
proven track records of professional work and over the years have provided
quality work.
The fee for KOA Corporation to perform design services to prepare plans and
specifications for the Seal Beach Boulevard and Golden Rain Road Intersection
Improvements Project is $46,900. This fee proposal is appropriate for the
services rendered.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
The City Attorney has reviewed and approved the City's Design Professional
Services Agreement with KOA Corporation.
FINANCIAL IMPACT:
Funds have been approved in the 2011 -2012 Fiscal Year Budget in the amount
of $500,000 for design, construction and inspection of the Seal Beach Boulevard
and Golden Rain Road Intersection Improvements Project No. ST1107.

It is recommended that the City Council adopt Resolution No. 6194 approving

APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH
KOA CORPORATION FOR SEAL BEACH BOULEVARD AND
GOLDEN RAIN ROAD INTERSECTION IMPROVEMENTS

THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
Section 1. The City Council hereby approves the professional services
agreement ( "Agreement ") between the City of Seal Beach and KOA Corporation
for Seal Beach Boulevard and Golden Rain Intersection Improvements Project
No. ST1107 to perform design services to prepare plans and specifications in the
amount of $46,900.
Section 2. The Council hereby directs the City Manager to execute the
agreement.

This Design Professional Services Agreement ( "the Agreement") is made as of October
10, 2011 (the "Effective Date "), by and between KOA Corporation ( "Consultant"), a
Corporation, and the City of Seal Beach ( "City"), a California charter city, (collectively,
"the Parties ").

RECITALS
A. City desires certain professional services
B. Pursuant to the authority provided by its City Charter and Government
Code § 37103, if applicable, City desires to engage Consultant to provide Intersection
Design Improvement services in the manner set forth herein and more fully described in
Section 1.
C. Consultant represents that the principal members of its firm are qualified
professional Engineers and are fully qualified to perform the services contemplated by
this Agreement in a good and professional manner; and it desires to perform such
services as provided herein.
NOW THEREFORE, in consideration of the Parties' performance of the
promises, covenants, and conditions stated herein, the Parties hereto agree as follows.
AGREEMENT
1.0 Scope of Services
1.1. Consultant shall provide those services ( "Services ") set forth in the
attached Exhibit A. To the extent that there is any conflict between Exhibit A and this
Agreement, this Agreement shall control.
1.2. Consultant shall perform all services under this Agreement on a timely,
regular basis and in a manner reasonably satisfactory to the City.
1.3. In performing this Agreement, Consultant shall comply with all applicable
provisions of federal, State, and local law.
1.4. As a material inducement to City to enter into this Agreement, Consultant
hereby represents that it has the experience necessary to undertake the services to be
provided. In light of such status and experience, Consultant hereby covenants that it
shall follow the customary professional standards in performing all services.
1.5. By executing this Agreement, Consultant represents that, to the extent
required by the standard of practice, Consultant (a) has investigated and considered the
scope of services to be performed, (b) has carefully considered how the services should
be performed, and (c) understands the facilities, difficulties and restrictions attending
performance of the services under this Agreement.
2.0 Term
The term of this Agreement shall commence as of the Effective Date and shall
continue for 60 days unless previously terminated as provided by this Agreement.

3.0 Consultant's Compensation
City will pay Consultant in accordance with the fee schedule set forth in Exhibit B
for Services but in no event will the City pay more than $46,900. Consultant will not be
compensated for any work performed not specified in the Scope of Services unless the
City authorizes such work in advance and in writing. The City Manager may authorize
payment for such work up to a cumulative maximum of $10,000. Payment for additional
work in excess of $10,000 requires prior City Council authorization. Any additional work
authorized by the City pursuant to this Section will be compensated in accordance with
the schedule set forth in Exhibit A.
4.0 Method of Payment
4.1. Consultant shall submit to City monthly invoices for all services rendered
pursuant to this Agreement. Such invoices shall be submitted within 15 days of the end
of the month during which the services were rendered and shall describe in detail the
services rendered during the period, the days worked, number of hours worked, the
hourly rates charged, and the services performed for each day in the period. City will
pay Consultant within 30 days of receiving Consultant's invoice. City will not withhold
any applicable federal or state payroll and other required taxes, or other authorized
deductions from payments made to Consultant.
4.2. Upon receipt of 24 hours' notice from City, Consultant shall allow City or
City's agents or representatives to inspect at Consultant's offices during reasonable
business hours all records, invoices, time cards, cost control sheets and other records
maintained by Consultant in connection with this Agreement. City's rights under this
Section 4.2 shall survive for two years following the termination of this Agreement.
5.0 Termination
5.1. This Agreement may be terminated by City, without cause, or by
Consultant based on reasonable cause, upon giving the other party written notice
thereof not less than thirty 30 days prior to the date of termination.
5.2. This Agreement may be terminated by City upon 10 days' notice to
Consultant if Consultant fails to provide satisfactory evidence of renewal or replacement
of comprehensive general liability insurance as required by this Agreement at least 20
days before the expiration date of the previous policy.
6.0 Party Representatives
6.1. The City Manager is the City's representative for purposes of this
Agreement.

6.2. Min Zhou, P.E. is the Consultant's representative for purposes of this
Agreement. It is expressly understood that the experience, knowledge, capability, and
reputation of Min Zhou, P.E. were a substantial inducement for City to enter into this
Agreement. Therefore, Min Zhou, P.E. shall be responsible during the term of this
Agreement for directing all activities of Consultant and devoting sufficient time to
personally supervise the services hereunder. Consultant may not change its
representative without the prior written approval of City, which approval shall not be
unreasonably withheld.
7.0 Notices
7.1. All notices permitted or required under this Agreement shall be deemed
made when personally delivered or when mailed 48 hours after deposit in the United
States Mail, first class postage prepaid and addressed to the party at the following
addresses:

7.2. Actual notice shall be deemed adequate notice on the date actual notice
occurred, regardless of the method of service.
8.0 Independent Contractor
8.1. . Consultant is an independent contractor and not an employee of the City.
All services provided pursuant to this Agreement shall be performed by Consultant or
under its supervision, and all personnel shall possess the qualifications, permits, and
licenses required by State and local law to perform such Services, including, without
limitation, a City of Seal Beach business license as required by the Seal Beach
Municipal Code. Consultant will determine the means, methods, and details of
performing the services. Consultant shall be solely responsible for the satisfactory work
performance of all personnel engaged in performing the services and compliance with
the customary professional standards.
8.2. Any additional personnel performing services under this Agreement on
behalf of Consultant shall also not be employees of City and shall at all times be under
Consultant's exclusive direction and control. Consultant shall pay all wages, salaries,
and other amounts due such personnel in connection with their performance of services

under this Agreement and as required by law. Consultant shall be responsible for all
reports and obligations respecting such additional personnel, including, but not limited
to: Social Security taxes, income tax withholding, unemployment insurance, disability
insurance, and workers' compensation insurance.
8.3. Consultant shall indemnify and hold harmless City and its elected officials,
officers and employees, servants, designated volunteers, and agents serving as
independent contractors in the role of City officials, from any and all liability, damages,
claims, costs and expenses of any nature to the extent arising from Consultant's
personnel practices. City shall have the right to offset against the amount of any fees
due to Consultant under this Agreement any amount due to City from Consultant as a
result of Consultant's failure to promptly pay to City any reimbursement or
indemnification arising under this Section 8.
9.0 Confidentiality
Consultant covenants that all data, documents, discussion, or other information
developed or received by Consultant or provided for performance of this Agreement are
deemed confidential and shall not be disclosed by Consultant without prior written
authorization by City. City shall grant such authorization if applicable law requires
disclosure. All City data shall be returned to City upon the termination of this
Agreement. Consultant's covenant under this Section shall survive the termination of
this Agreement.
10.0 Subcontractors
No portion of this Agreement shall be subcontracted without the prior written
approval of City. Consultant is fully responsible to City for the performance of any and
all subcontractors.
11.0 Assignment
Consultant shall not assign or transfer any interest in this Agreement whether by
assignment or novation, without the prior written consent of City. Any purported
assignment without such consent shall be void and without effect.
12.0 Insurance
12.1. Liability Insurance Consultant shall procure and maintain in full force and
effect for the duration of this Agreement insurance against claims for injuries to persons
or damages to property and professional negligence which may arise from or in
connection with the performance of the services hereunder by Consultant, and its
agents, representatives, employees and subcontractors.
12.2. Minimum Scope of Insurance Unless otherwise approved by City,
coverage shall be at least as broad as:

Insurance Services Office Commercial General Liability coverage.

Automobile Liability, code 1 (any auto).
Workers' Compensation insurance as required by the State of California
and Employer's Liability Insurance.

standard form issued by the carrier.

12.3. Minimum Limits of Insurance Consultant shall maintain limits no less
General Liabilitv $2,000,000 per occurrence and in the aggregate for
bodily injury, personal injury and property damage. Commercial General
Liability Insurance or other form with a general aggregate limit shall apply
separately to this Agreement or the general limit shall be twice the
required occurrence limit.
Automobile Liabilitv $1,000,000 per accident for bodily injury and
property damage.
Employer's Liability $1,000,000 per accident and in the aggregate for
bodily injury or disease and Workers' Compensation Insurance in the
amount required by law.
Professional Liability $1,000,000 per claim /aggregate.
12.4. Deductibles and Self- insured Retentions Consultant shall inform City of
any deductibles or self - insured retentions except with respect to professional liability
insurance.
12.5. Other Insurance Provisions The general liability and automobile liability
policies are to contain, or be endorsed to contain, the following provisions:
12.5.1. City, its officers, officials, employees, designated volunteers
and agents serving as independent contractors in the role of City officials, are to be
covered as additional insureds as respects: liability arising out of activities performed
by or on behalf of Consultant; products and completed operations of Consultant;
premises owned, occupied or used by Consultant; or automobiles owned, [eased, hired
or borrowed by Consultant. The coverage shall contain no limitations on the scope of
protection afforded to City, its officers, officials, employees, designated volunteers or
agents serving as independent contractors in the role of City officials which are not also
limitations applicable to the named insured.

12.5.2. For any claims related to this Agreement, Consultant's
insurance coverage shall be primary insurance as respects City, its officers, officials,
employees, designated volunteers and agents serving as independent contractors in the
role of City officials. Any insurance or self - insurance maintained by City, its officers,
officials, employees, designated volunteers or agents serving as independent
contractors in the role of City officials shall be excess of Consultant's insurance and
shall not contribute with it.
12.5.3. Consultant's insurance shall apply separately to each
insured against whom claim is made or suit is brought, except with respect to the limits
of the insurer's liability.
12.5.4. Each insurance policy required by this clause shall be
endorsed to state that coverage shall not be canceled or materially modified except
after 30 days' prior written notice by first class mail has been given to City, or 10 days'
prior written notice by express overnight mail if cancellation is due to nonpayment of
premiums.
12.5.5 Each insurance policy, except for the professional liability policy,
required by this clause shall expressly waive the insurer's right of subrogation against
City and its elected officials, officers, employees, servants, attorneys, designated
volunteers, and agents serving as independent contractors in the role of City officials.
12.6. Acceptability of Insurers Insurance is to be placed with insurers with a
current A.M. Best's rating of no less than A:VIII unless waived in writing by City's Risk
Manager.
12.7. Verification of Coverage All insurance coverages shall be confirmed by
execution of endorsements on forms approved by City. The endorsements are to be
signed by a person authorized by that insurer to bind coverage on its behalf. All
endorsements are to be received and approved by City before services commence. As
an alternative to City forms, Consultant's insurer may provide complete, certified copies
of all - required insurance policies, including endorsements effecting the coverage
required by these specifications.
13.0 Indemnification, Hold Harmless, and Duty to Defend
13.1 Indemnity for Design Professional Services In connection with its design
professional services, Consultant shall hold harmless and indemnify City, and its
elected officials, officers, employees, servants, designated volunteers, and those City
agents serving as independent contractors in the role of City officials (collectively,
"Indemnitees "), with respect to any and all claims, demands, damages, liabilities,
losses, costs or expenses, including reimbursement of attorneys' fees and costs of
defense (collectively, "Claims" hereinafter), including but not limited to Claims relating to
death or injury to any person and injury to any property, which arise out of, pertain to, or

relate to in whole or in part to the negligence, recklessness, or willful misconduct of
Consultant or any of its officers, employees, subcontractors, or agents in the
performance of its design professional services under this Agreement.
13.2 Other Indemnitees In connection with any and all claims, demands,
damages, liabilities, losses, costs or expenses, including attorneys' fees-and costs of
defense (collectively, "Damages" hereinafter) not covered by Subsection 13.1,
Consultant shall defend, hold harmless and indemnify the Indemnitees with respect to
any and all Damages, including but not limited to, Damages relating to death or injury to
any person and injury to any property, which arise out of, pertain to, or relate to the acts
or omissions of Consultant or any of its officers, employees, subcontractors, or agents
in the performance of this Agreement, except for such loss or damage arising from the
sole negligence or willful misconduct of the City, as determined by final arbitration or
court decision or by the agreement of the parties. Consultant shall defend Indemnitees
in any action or actions filed in connection with any such Damages with counsel of
City's choice, and shall pay all costs and expenses, including all attorneys' fees and
experts' costs actually incurred in connection with such defense. Consultant's duty to
defend pursuant to this Subsection 13.2 shall apply independent of any prior, concurrent
or subsequent misconduct, negligent acts, errors or omissions of Indemnitees.
14.0 Conflict of Interest
14.1. Consultant covenants that it presently has no interest and shall not
acquire any interest, direct or indirect, which may be affected by the Services, or which -
would conflict in any manner with the performance of the Services. Consultant further
covenants that, in performance of this Agreement, no person having any such interest
shall be employed by it. Furthermore, Consultant shall avoid the appearance of having
any interest, which would conflict in any manner with the performance of the Services.
Consultant shall not accept any employment or representation during the term of this
Agreement which is or may likely make Consultant "financially interested" (as provided
in California Government Code §§ 1090 and 87100) in any decision made by City on
any matter in connection with which Consultant has been retained.
14.2. Consultant further warrants and maintains that it has not employed or
retained any person or entity, other than a bona fide employee working exclusively for
Consultant, to solicit or obtain this Agreement. Nor has Consultant paid or agreed to
pay any person or entity, other than a bona fide employee working exclusively for
Consultant, any fee, commission, gift, percentage, or any other consideration contingent
upon the execution of this Agreement. Upon any breach or violation of this warranty,
City shall have the right, at its sole and absolute discretion, to terminate this Agreement
without further liability, or to deduct from any sums payable to Consultant hereunder the
full amount or value of any such fee, commission, percentage or gift.
14.3. Consultant warrants and maintains that it has no knowledge that any
officer or employee of City has any interest, whether contractual, noncontractual,
financial, proprietary, or otherwise, in this transaction or in the business of Consultant,

and that if any such interest comes to the knowledge of Consultant at any time during
the term of this Agreement, Consultant shall immediately make a complete, written
disclosure of such interest to City, even if such interest would not be deemed a
prohibited "conflict of interest' under applicable laws as described in this Subsection.
15.0 Equal Opportunity
Consultant affirmatively represents that it is an equal opportunity employer.
Consultant shall not discriminate against any subcontractor, employee, or applicant for
employment because of race, religion, color, national origin, handicap, ancestry, sex,
sexual orientation, or age. Such non - discrimination includes, but is not limited to, all
activities related to initial employment, upgrading, demotion, transfer, recruitment or
recruitment advertising, layoff, or termination.
16.0 Labor Certification
By its signature hereunder, Consultant certifies that it is aware of the provisions
of Section 3700 of the California Labor Code that require every employer to be insured
against liability for Workers' Compensation or to undertake self - insurance in accordance
with the provisions of that Code, and agrees to comply with such provisions before
commencing the performance of the Services.
17.0 Entire Agreement
This Agreement contains the entire Agreement of the Parties with respect to the
subject matter hereof, and supersedes all prior negotiations, understandings, or
agreements. This Agreement may only be modified by a writing signed by both Parties.
18.0 Severability
The invalidity in whole or in part of any provisions of this Agreement shall not
void or affect the validity of the other provisions of this Agreement.
19.0 Governing Law
This Agreement shall be governed by and construed in accordance with the laws
of the State of California.
20.0 No Third Party Rights
No third party shall be deemed to have any rights hereunder against either Party
as a result of this Agreement.

21.0 Waiver
No waiver of any default shall constitute a waiver of any other default or breach,
whether of the same or other covenant or condition. In no event shall the making by
City of any payment to Consultant constitute or be construed as a waiver by City of any
breach of covenant, or any default which may then exist on the part of Consultant, and
the making of any such payment by City shall in no way impair or prejudice any right or
remedy available to City with regard to such breach or default. No waiver, benefit,
privilege, or service voluntarily given or performed by a Party shall give the other Party
any contractual rights by custom, estoppel, or otherwise.
22.0 Prohibited Interests
Consultant maintains and warrants that it has not employed nor retained any
company or person, other than a bona fide employee working solely for Consultant, to
solicit or secure this Agreement. Further, Consultant warrants that it has not paid nor
has it agreed to pay any company or person, other than a bona fide employee working
solely for Consultant, any fee, commission, percentage, brokerage fee, gift or other
consideration contingent upon or resulting from the award or making of this Agreement.
For breach or violation of this warranty, City has the right to rescind this Agreement
without liability. For the term of this Agreement, no member, officer or employee of City,
during the term of his or her service with City, shall have any direct interest in this
Agreement, or obtain any present or anticipated material benefit arising therefrom.
23.0 Attorneys' Fees
If a Party commences any legal, administrative or other action against the other
Party arising out of or in connection with this Agreement, the prevailing Party in such
action shall be entitled to have and recover from the losing Party all of its attorneys' fees
and other costs incurred in connection therewith.
24.0 Exhibits
All exhibits referenced in this Agreement are hereby incorporated into the
Agreement as if set forth in full herein. In the event of any material discrepancy
between the terms of any exhibit so incorporated and the terms of this Agreement, the
terms of this Agreement shall control.
25.0 Corporate Authority
The persons executing this Agreement on behalf of the Parties warrant that they
are duly authorized to execute this Agreement on behalf of said Parties and that by their
execution, the Parties are formally bound to the provision of this Agreement.

Currently there are 10 personnel employed at the Orange office. KOA is fully able to meet the insurance
requirements of this project. The firm has coverage in the following areas: Professional Liability ($2 million),
Automobile Liability ($2 million) and General Liability ($5 million). Our Worker's Compensation coverage
meets the insurance requirements of California State law.
QUALITY CONTROL
KOA is focused on continuous improvement. We have a formal Quality Assurance program for all of our
projects. To ensure continuity and adherence to budget and schedule, a Project Manager and project team
conducts the project from inception to the completion of the final engineering and /or planning documents.
There is an ongoing focus on the fundamentals of technical management and design quality: field reviews
and data collection, project planning, documentation, design /study reviews, and milestone checkpoints.
Formal quality control checklists are employed. Unless totally beyond our control (i.e. natural disaster),
KOA will maintain the project schedule to the best of our ability at no additional cost to the Client. We
will utilize personnel from our other offices within California to produce the necessary work products, if
necessary.
Mr. Walter Okitsu, P.E., PTOE, is designated as the QA/QC Manager. He is one of our co- founders
and has 30 years of traffic engineering and transportation planning experience.

monthly meetings to discuss productivity and other work related issues. Each office generally works on
projects located in the county in which it is located. This contract for the City of Seal Beach will be
serviced by our Orange office, supplemented by staff from our other offices as needed.

JIM SOMMERS - PROJECT MANAGER
Mr. Sommers is a Senior Designer for KOA and has been in
traffic operations design for more than 40 years. He joined KOA
in 2003 after spending 10 years managing the traffic signal design
operation for Weston Pringle Associates and for Willdan
Associates following their merger. He is one of the most well -
known traffic signal designers in Southern California. He has
designed over 2,000 individual traffic signal installations and many
multi -site signal systems. Recent projects have involved traffic
engineering design for freeway capacity improvements such as
ramp access signals, ramp meter signals, signing and striping, and
trunk line communications installations. He has also been in
responsible charge of various traffic safety studies, traffic impact studies,
presentations.
Athens Disposal Improvements PS &E, City of Industry, California: Project Manager. Mr.
Sommers provided engineering design improvements for the Athens Disposal site access on Valley
Boulevard in the City of Industry. The design plans also involved processing through the County of Las
Angeles. Athens site access uses two driveways, one for ingress and the other for egress. The
driveways are over 100' apart with no opposing driveways on the north side of Valley Boulevard which
creates what appear to be two closely spaced traffic signals. Westbound left turns must pass the first
driveway and enter the downstream driveway. Left turn lane striping at the first driveway is a thru lane
directing vehicles straight into the left turn pocket for the site entrance. KOA also prepared striping
modification plans for the Valley Boulevard and the site entrance intersection. Other design work
associated with the project includes: Valley Boulevard at Workman Mill Road (TSM & SS), Valley
Boulevard at Sunset Boulevard / 7th Street (TSM, SS, and Civil), Valley Boulevard at 1 -605 SB Ramps
(TSM + SS), and Valley Boulevard at 1 -605 NB Ramps(fair share coordination).
r' Tustin Avenue at La Palma Avenue Intersection Improvements, Anaheim, California:
Project Manager. KOA is preparing traffic signal modification plans for Tustin Avenue at La Palma
Avenue, Tustin Avenue at Pacific Center Drive, and Tustin Avenue at SR -91 Freeway westbound ramps.
KOA is also preparing plans for relocation and /or replacement of the traffic signal interconnect, both
copper pairs and fiber optic cables. The conduit within the widening area is being replaced and signal
interconnect cables replaced between controller cabinets, splice vaults or HUB cabinets as required.
KOA is also reviewing previously prepared signing & striping plans and street lighting plans in
conjunction for the widening of the Tustin Avenue and La Palma Avenue Intersection. The City of
Anaheim is planning to add and subtract lanes for intersection in conjunction with the opening of the
new Kaiser Permanente Hospital at 3460 La Palma Avenue.
Muirlands Boulevard Signing & Striping, Mission Viejo, California: Project Designer. Mr.
Sommers designed the signing and striping plans for Muirlands Boulevard between Los Alisos Boulevard
and La Paz Road. Construction of raised median improvements required changes to existing left turn

pockets. All striping on Muirlands Boulevard was shown with notes to replace or repaint. New median
noses at intersections were specified for signing and reflective curb treatment.
Lake Forest Drive at Vintage Woods & ADA Compliance Design, Lake Forest, California:
Project Manager. KOA prepared a new traffic signal installation plan for full traffic and pedestrian
actuation with protected left turn phasing (only on Lake Forest Drive) for the Lake Forest Drive at
Vintage Woods intersection. He also prepared a signing and striping, intersection safety lighting, and
signal interconnect details for the intersection. A separate ADA compliant drawing was prepared to
for all four ramps as part of the signal installation project. Ramps designs showed proposed slopes and
use flow line and top of curb elevation based on a local elevation control.
On -Call Traffic Engineering Design Services, Orange, California: Contract Designer. Glassell
Street and Lo Veto Avenue Intersection Widening - Design work included traffic signal modification, signing
and striping improvements, street lighting relocation and preparation of traffic control plans. La Veto
Avenue: Batavia Street to Main Street - Street widening required traffic signal modification of three
intersections, striping and signing improvements, and preparation of complex traffic control plans.
Traffic Signal Modifications were prepared for the following intersections: Chapman Avenue and Prospect
Street; Tustin Avenue and Palm Avenue; Collins Avenue and Glassell Street; Main Street and La Veta
Avenue; Santiago Canyon Road at Cannon Street (includes a Traffic Signal Warrant Analysis); Santiago
Canyon Road at Hewes Street (includes a Traffic Signal Warrant Analysis); Batavia Street at Taft Road.
New Traffic Signal Installation at La Veta Avenue and Parker Street; and Glassell Street and Palm Avenue.
State College Boulevard /Lincoln Avenue Street Improvements, Anaheim, California:
Project Manager. The City of Anaheim undertook the widening of the State College Blvd. /Lincoln Ave.
intersection. The project included installation of medians, dual left turn pockets, right -turn pockets and
an additional through lane in all directions. Mr. Sommers installed a portion of the median at the
intersection, extending west for 200 feet. He designed signing & striping, traffic signal modification and
replacement, and traffic control design. The project included several conceptual striping and widening
plans prior to the final design because there were many private property owners and right -of -way
issues.
Bastanchury Road at Imperial Highway Design Services, Yorba Linda, California: Design
Manager. Mr. Sommers prepared traffic signal and striping modification on Bastanchury Road east of
Imperial Hwy. Street widening improvements on the northeasterly corner of Bastanchury Road and
Imperial Highway required the relocation of existing traffic signal equipment traffic signal control
cabinets pull boxes and one pole are located within the street widening area. As an added design
feature, we prepared the plans to show the traffic signal cabinet relocation for use in preparing the
retaining wall set back (on the northeast corner).
Bristol Street Widening Project, Santa Ana, California: Project Manager. Mr. Sommers
prepared traffic signal plans for two locations along Bristol Street at McFadden Avenue and at Bishop
Street. Also, he prepared street lighting plans and provided QA/QC for the signing and striping plans
for Bristol Street. The length of the project was from McFadden Avenue to Memory Lane.

Ms. Min Zhou, P.E., is a Principal Transportation Engineer
and Vice President for KOA. Ms. Zhou has 19 years of
transportation engineering and planning experience in
both private consultant companies and public agencies.
Her experience includes leading multi - disciplinary teams
to a successful project completion and managing large
scale projects involving stakeholders and elected public
officials. Ms. Zhou has a proven track record of excellent
communicating, coordinating and consensus building.

Avenida Presidio and Avenida Palizada
Corridors Traffic Operation and Traffic Signal ,
Design, San Clemente, California: Principal in ., . .
Charge. Ms. Zhou and her team successfully conducted
the two corridor traffic operation and signal timing
analysis. The team has also designed a new signal for the intersection of Avenida Presidio and Avenida
de la Estrella at 1 -5 Freeway SB on -ramp. The goal of the project is to improve the traffic operation and
safety along the two corridors for the City of San Clemente.
Traffic Control /Management Plan and Parking Management Plan for St. Jude Medical
Office Building (MOB2) Construction Phase, Fullerton, California: Project Manager. Ms. Zhou
and her staff prepared traffic control /management plans for two construction phases, Make It Ready
and Main Job Phase. The plans addressed the following aspects: 1) Access management for
construction uses; 2) Access management for patient and doctor site uses; 3) Possible Laguna Road
sidewalk and lane closure for concrete delivery; 4) Possible Harbor Blvd temporary lane closure and
sidewalk closure for steel and other construction material delivery. KOA concluded that the parking
management plan and the traffic management plan proposed will be adequate for the construction
phase of the site.
Long Beach Transit Mall Improvements, Long Beach, California: Principal -in- Charge. KOA
provided transportation planning and engineering design services to Long Beach Transit, under a
subcontract to an architectural firm. The goals of the Transit Mall Improvement Project were to
replace the existing bus shelters and informational kiosks, create and enhance safe waiting areas, and
improve transit information displays to visually promote public bus transportation and connections with
regional bus and light rail service. KOA prepared lighting and sidewalk improvement plan specifications
and cost estimates, mobilized a structural engineer to design the new bus stop structure, and
conducted a transit operations analysis to make recommendations on transit stop locations and to
analyze bus routes and pedestrian connections during the construction phase.
Pine Avenue Streetscaping Project, Long Beach, California: Principal -in- Charge, Ms. Zhou
worked with MIG, Inc., a landscape architecture firm to provide improvement plans for Pine Avenue
from I=t Street to 8th Street in downtown Long Beach. The project goal is to improve sidewalk and
pedestrian crossings with a better walking environment within the retail and restaurant district. The

objectives for this project are to increase pedestrian commuting, accessibility, and pedestrian safety.
Intersection bulb -out, curb extension, redesign of the on- street parking, sidewalk widening and
pedestrian and palm tree lighting, along with other landscape amenities, are proposed for the project.
The project was put on hold in mid -201 I.
Euclid Street Widening from Westmont to Crescent, Anaheim, California: Principal in
Charge KOA is currently under contract with Joseph C. Truxaw and Associates, Inc. to provide two
intersection signal modification plans, signing and striping plans, street lighting plans, and traffic control
plans for the street widening project. Ms. Zhou attended the kick -off meetings and be responsible for
project team coordination.
Golden Valley at SR -14 Interchange Intersection Improvement, Santa Clarita, California:
Principal -in- Charge, KOA is currently assisting the City for preparation of all Electrical Plans for this
project, including Traffic Signal Plans, Freeway Lighting Plans, Ramp Metering Plans, and Communication
System Plans for the interchange intersections. We will also provide Sign Plans and Pavement
Delineation Plans and Traffic Control Plans for the project.
Brookhurst and Broadway Signal Timing and Design, Anaheim: Timing Manager. Ms. Zhou and
her team developed signal timing plans for all the signalized intersections along Brookhurst Street from
Ball Road to Falmouth Avenue and along Broadway from Loara Street to East Street. The goal of the
project is to prepare a traffic engineering design study to upgrade traffic signal equipment and
communications and prepare signal coordination timing plans. Generally, the proposed improvements
consists of signal controller and signal communications upgrades. KOA also prepared design plans for
the closed- circuit television (CCTV) surveillance cameras that are to be installed at selected
intersections. This project was funded through the use of Measure 'M' Signal Improvement Program
(SIP) and City funds.
% Vista Street and 2nd Street Bike Boulevard Feasibility Study and PS &E Design, Long
Beach, California: Principal in Charge. Ms. Zhou oversaw the feasibility study and preparation of the
signing and striping layouts for the Vista Street Bike Boulevard, designed roundabout layouts using
AutoCAD Civil 3D, and prepared cost estimates and specifications. KOA designed a bicycle signal at
the intersection of Vista Street at Redondo Avenue which only allows bicycles traveling through the
intersection; all vehicles have to make a right turn from Vista Street to Redondo Avenue to divert
vehicle traffic from the bicycle boulevard.
Broadway and Third Street Protected Bicycle Lanes Project, Long Beach, California:
Principal in Charge. Ms. Zhou oversaw the overall feasibility study and PS &E plan preparation of the
project. Broadway and Third Street forms a one -way couplet providing important access from the
downtown core of Long Beach to the 1 -710 Freeway. The City retained KOA to develop a protected
bikeway facility, also known in Europe as a cycle track, to provide an enhanced facility for bicyclists
accessing the downtown area. The protected bikeway shifts parking away from the curb lane and
provides a bikeway located between parked vehicles and the left -side curb. Special left -turn signals and
bicycle signals are provided to reduce conflicts between left turn vehicles and the bikeway and adjacent
crosswalk. Modified Type E Bicycle detectors with reduced size to fit bike lanes were used at the signal
intersections. The project required approval by the Federal Highway Administration (FHWA). Ms.
Zhou is leading the effort to conduct the before and after study. The project's grand opening was in
May 2011.

CBM Consulting (now KOA Corporation) prepared
complete plans, specifications, and estimate for
improvement of the intersection of La Habra Blvd & Idaho
Street in the City of La Habra.
Harbor Boulevard & La Habra Boulevard Improvement Project, La Habra, CA: Project
Manager / Design Engineer. This federally- funded STPL project rehabilitated one mile of Harbor Blvd
from Lambert Rd to Whittier Blvd, and improved the intersection at La Habra Blvd by widening the
street and installing additional right and left turn lanes. This project was constructed in conjunction with
a Rule 20 utility undergrounding project, and commercial improvements at adjoining properties.
Lambert Road and Beach Blvd Intersection Widening, La Habra, CA: Project Manager / Design
Engineer. The Beach Boulevard and Lambert Road Intersection Widening, Project No. 5- TC -05,
Lambert Road Rehabilitation from Beach Boulevard to Idaho Street, Project No. 8 -R -06, and Lambert
Road Sidewalk Gap Closure Phase II, Project No. 4 -R -06 improved the Beach Blvd /Lambert Road
intersection.
Washington Boulevard Realignment, Culver City, CA: Design Engineer. CBM Consulting (now
KOA Corporation) provided design engineering and project management for this project. This project
involved the abandonment of the section of Washington Boulevard at Culver Boulevard and widening
of the adjacent section of Ince Boulevard to accommodate the increased traffic load.
Cherry Avenue Widening Design, Signal Hill, CA: Design Engineer. The project involves the
street widening design for the section of Cherry Ave. between 19th St. and 250' south of PCH. The
final design will increase the number of traffic lanes in addition to increasing the number of turn lanes at
the PCH intersection. The purpose of the project is to alleviate the current traffic congestion on this
section of Cherry Ave.

Broadway and Third Street Protected Bicycle Lanes
Project, Long Beach, California: Design Quality Control.
Broadway and Third Street forms a one -way couplet
providing important access from the downtown core of
Long Beach to the 1 -710 Freeway. The City retained KOA
to develop a protected bikeway facility, also known in
Europe as a cycle track, to provide an enhanced facility for
bicyclists accessing the downtown area. Mr. Beltran
assisted on the preparation of signing and striping plans,
traffic signal modification plans, and cost estimates. The
protected bikeway shifts parking away from the cub line and
provides a bikeway located between parked vehicles and
the left-side curb. Special left -turn signals are provided to
reduce conflicts between left turn vehicles and the bikeway and adjacent crosswalk. The project
required approval by the Federal Highway Administration (FHW. A) for use of bicycle signal indications
and green pavement paint in certain conflict zones. The project was under construction in summer
2010.
San Gabriel Valley SOM Pilot Project, Pasadena to San Dimas, California: Project Manager.
Mr. Okitsu managed and prepared traffic signal interconnect plans and bid documents for 208 traffic
signals along a 16 -mile corridor along the 1 -210 Freeway from Pasadena to San Dimas. Caltrans, the
County of Los Angeles and eight cities were involved. The interconnect design utilized a combination of
direct wire, telephone and spread spectrum radio to arrive at the most practical and economical
alternative. The project was designed by the Traffic Management Centers (TMC) for the Cities of
Arcadia and Monrovia.
Santa Monica Freeway Smart Corridor, Los Angeles and Culver City, California: Project
Manager. Mr. Okitsu supervised the preparation of 200 traffic signal and lighting plans as well as
interconnect drawings for this corridor surveillance and control project within the Cities of Los Angeles
and Culver City. Work involved the use of spread spectrum radio, traffic signal interconnect cable (both
copper and fiber - optic), changeable message signs, highway advisory radio, and closed circuit television

CCTV & Communications, Los Angeles County, California: Assistant Project Manager. Mr. Okitsu
helped to prepare electrical plan sheets showing the installation of a fiber optic communication line
along a 30 -mile segment of 1 -5. He designed the connection of existing ITS facilities such as CMS,
counting stations, and ramp meters to the communication line, and the installation of new ITS facilities
such as CCTV, HAR, and CMS.
i Port of Los Angeles Promenade, Phase I and Ports O'Call Relocation, San Pedro,
California: This project sought to improve public access along the San Pedro waterfront from the
Vincent Thomas Bridge to the breakwater as a continuous architecturally distinctive feature. It featured
pedestrian walkways, public art opportunities, plazas, entryways, pedestrian bridges, sidewalks, access
and circulation roadways, parking, landscaping lighting, signage, kiosks, and water features. The project
included linkages with existing heliports, parking lots, a Red Car Line Station, industrial rail trackage,
and the Cruise Ship Terminal Area. Mr. Okitsu supervised traffic engineering services including the
design of traffic signals, street lighting, signing & striping, construction staging and worksite traffic
control. During the design development phases he advised on conceptual layouts, and reviewed
proposed roadway realignment schemes as well as cost estimates.
i= Alameda Corridor -East Project (ACE) Phase II Grade Separation Traffic Study and
Concept Plans: KOA led this effort for the Alameda Corridor East Construction Authority to analyze
and prioritize 33 potential highway -rail grade separations in eastern Los Angeles County. The work
included motor vehicle traffic and train movement forecasts; traffic delay analysis, including grade
crossing queuing analyses; a CPUC grade separation priority list ranking of the crossings; developing
grade separation concept plans and cost estimates; preparing conceptual roadway layout plans;
providing concept railroad track and shoofly plans; evaluation of all parcels of land, preparing utility
relocation plans and identification of property to be acquired; determining appropriate detour plans;
providing conceptual cost estimates. Mr. Okitsu was the deputy project manager for the Traffic and
Train Vehicle Conflict Analysis portion of this study.
The Smart Crosswalk Design (5 Locations) for School Crossings, Lancaster, California:
Quality Control. KOA designed "SMART" crosswalk flashing yellow beacons at non - signalized marked
school crossings to provide additional safety for crossing guards and school -age pedestrians for 5
locations in the City of Lancaster. The design included overhead flashers located in advance of the
crosswalk plus school crossing warning signs and pavement marking design for advance warning.
Infrared detectors were used at the crosswalk to activate the flashing yellow beacons when pedestrians
were present. The project also included design of new sidewalks, curb ramps and modification to the
existing curb ramps in compliances with ADA requirements. Lighting was also enhanced at the
crosswalk in conjunction with the overhead beacon system.
Michigan Avenue at Lincoln Boulevard (SR -1) Traffic Signal Design, Santa Monica,
California: Principal -in- Charge. KOA prepared plans and specifications for a traffic signal at the
Michigan Avenue/Lincoln Boulevard (SR -1) intersection in Santa Monica, California. The plans included
modifications to existing street lighting, connection of the new signal to the existing traffic signal
interconnect system and signing and striping modifications. Plans were prepared in conformance with
the Caltrans format.

funded STPL project rehabilitated one mile of Harbor Blvd from Lambert Rd to Whittier Blvd, and
improved the intersection at La Habra Blvd by widening the street and

2 - Proposed Project Approach
PROJECT UNDERSTANDING
The City of Seal Beach is requesting proposals from qualified consultants to improve an existing signal: Seal
Beach Boulevard at Golden Rain Road. The existing signal is a split intersection; where the westbound leg
is the entrance only for Leisure World and the eastbound leg is the exit only for Leisure World. The two
signalized intersections are about 180 feet apart and controlled by one controller. Leisure World is a 55
years and older gated community with population of over 9,000. KOA proposes to carefully consider the
elderly community characteristics during the design process as the community requires better visibility of
all traffic control devices.
KOA recently prepared a similar traffic design for Athens Services (Reclamation) on Valley Boulevard in the
City of Industry with two split intersections. We are familiar with the split intersection operation and
while our design for the City of Industry was for a new installation, the knowledge and experience gained
with this project would be applied to preparing a signal modification design for the City of Seal Beach. It is
proposed that all existing signal equipment will be examined for compliance with current City and Caltrans
requirements. The old Type II and III signal poles will be replaced. Current guidelines require the
installation of 100 mph wind load poles and replacement of non - standard poles will be discussed with the
City. Non - standard signal head, pedestrian heads and pedestrian push buttons will also be replaced. It is
expected that old conduits may not be reusable due to inadequate size and possible rust condition.
Intersection lighting will be examined and enhancements recommended. In addition, curb ramps and
median noses will need to be replaced for ADA compliance and safety considerations. Based on our
understanding of the project, extensive geometric change of the intersection or redesign of the intersection
is unnecessary. By updating the signal equipment, replacing signing and striping, and improving the cross
walk, curb ramps, and possibly median nose, the visibility and ease of use at the intersection will be
improved significantly.

The Figure on the next page illustrates the issues identified at the project intersection based on our initial
field review during the proposal preparation stage. The primary issues and our proposed solutions are
discussed below. Our goal is to provide the most cost beneficial solution to the City.
Signal Modification
The signal modification design would be based on the concept plan found in the RFP dated July 15, 2011.
KOA will meet with City staff to discuss the concept plan. We have some concerns that would need to be
verified prior to beginning design work.
Installation of signal heads, pedestrian heads, and pedestrian push buttons will conform to the current
California Manual of Uniform Traffic Control Devices (CA MUTCD). Relocation of and reuse of existing
CCTV surveillance camera and wireless communication antenna will be shown on the signal modification
plan. Intersection safety lighting improvements (see Lighting in this proposal) will be incorporated into the
signal design as needed, to enhance lighting levels.
ADA Compliance
KOA staff will review the existing curb ramps for current ADA compliance. Our initial field review
indicates that curb ramps are non - standard which need to be replaced and improved. City and /or Caltrans
standards will be selected for ramp replacement and details added to the plans as needed. KOA staff will
field measure existing slopes to confirm that the ramps meet current guidelines or the extent of
replacement improvements needed to meet current standards.
If ADA ramps are not in- compliance, then curb ramps shall be designed to meet current Americans with
Disabilities Act (ADA) access requirements, and shall include detectable warning surface, flush curb, and
appropriate slopes for conformance. KOA will coordinate with the City and Leisure World regarding any
special use circumstances that may be present and requiring additional consideration, such as a high use of
motorized wheelchairs, sigh enhancement, and pedestrian push- button placement. Adjacent gutter and
pavement areas that are failing and will create access or transit difficulties will also be addressed.
Median Improvements
Proposed median road improvements would be either an extension of the existing PCC curb type, or
striping, as preferred. The minor work would be shown on the signal plan as a detail with appropriate
notes, stationing, and dimensions.
Signing & Striping Issues
Signing and Striping plans would be prepared to reflect proposed changes found on the concept plan in the
RFP dated July 15, 2011. The plan, prepared at a scale of I"= 40' with details at I"= 20' as needed would
contain all notes and details to clearly define the intended improvements. Crosswalks at both the entrance
and exit to Leisure World would be high visibility type aligned with the curb ramps. The signing and
striping plan would include the on -site entrance area for possible enhancements as needed.

KOA staff will sample actual intersection lighting levels at various locations such as curb returns /crosswalk
points and selected points within Golden Rain Road and Seal Beach Boulevard. Any lighting deficiencies will
be noted and discussed with City staff. Recommendations to improve intersection lighting levels, if needed,
will include increasing lamp output or adding poles with luminaires. We will also examine the use of LED
lighting fixtures to replace existing luminaires. Proposed light fixtures would provide cut -off distribution to
help reduce glare and spillage on the private property side (Leisure World).
SCOPE OF WORK
The detailed scope of work is described below:
Task I — Project Management
Kick -Off Meeting
KOA will attend a Kick -Off meeting upon receiving notice to proceed. KOA will also prepare and
distribute minutes for all meetings requested by the City. Project team communication channels will be
established after the Kick -Off meeting. At this kick -off meeting a final schedule with milestones and action
items will be submitted.
KOA will maintain a current "Action Item" list for the overall project. KOA will also maintain a "critical
path" project schedule. The schedule will be updated at appropriate intervals / milestones.

The City staff will prepare the final contract documents, including general provisions and items that are
generally unchanged from project to project. The City will also provide printing of the plan bid sets and
contract documents for bidding. KOA will be responsible only for special provisions and items that are
primarily relevant to this type of project only.
The City will also be responsible for review and approval of the traffic signal plans and civil improvements.
KOA will provide the final products after receiving comments from City staff.
Task 2 — Outreach / Other Meetings
KOA will be available to meet with the Leisure World community leaders. One meeting will be held at the
beginning of the project to discuss the preliminary findings and brain storm the strategies. The second
meeting will be held near the end of the design process to present the design of the intersection.
KOA will also organize a workshop for the community residents. KOA will prepare and make
presentations. Boards and maps will be prepared for the workshop.
KOA will attend a council meeting to present the final design at the conclusion of the project.
KOA will attend one meeting with City staff to discuss the preliminary findings. KOA will also facilitate two
meetings with residents of the gated community: one meeting with the General Manager and another with
the Homeowners Association Board.
Task 3 — Field Review
The site will be fully inspected in the field with respect to needs for preparing the design plans. Physical
street improvements, existing traffic signalization, underground or overhead utilities and obstructions,
signing and striping, and other relevant items will be located in the field with precision to be shown
accurately on the plan. All improvement information obtained from records will also be verified in the field
in conjunction with this review.
Task 4 — Traffic Signal Modification Plan
An intersection base plan will be prepared at 1 " =20' for the location. The base plan will show centerlines,
right -of -way lines, relevant existing or proposed street improvements, utilities of record, and existing traffic
controls and improvements. All existing traffic signal poles, equipment, notes and schedules will be
inventoried in the field and shown on the base plan. Proposed new or modified facilities will be designed
and shown on the drawing to create a complete traffic signal plan. The plan will conform to the
requirements of the City of Seal Beach and will reference the latest edition of the Caltrans Standard Plans
and Specifications. The plan will be designed in the specific format required or requested by the City of
Seal Beach to meet their approval. The plan will include all notes, schedules, and other features required to
show future conditions completely and properly.

The plans and specifications will include any special design features that are routinely used by the City of
Seal Beach at all signalized intersections.
Potholing for signal pole foundation locations, as may be required for utility identification, would be the
responsibility of others. KOA would provide large foundation pole locations for potholing purposes.
Utility Coordination
The location of all utilities marked or evident in the field, indicated on reference plans, or indicated by
utility companies will be shown on the plans. KOA will distribute the plans and coordinate the design
directly with all utility companies which may have facilities in the site vicinity. We will make design
adjustments to avoid utilities as appropriate,
Signal Interconnect Plan
Traffic Signal Interconnect conduits and related communication facilities may be affected. This work will be
shown in the intersection plan with notes explaining any work that does not appear on the plans. No
additional plan sheets are anticipated for signal interconnect for this project.
Lighting
KOA will provide an illumination study at the intersection to satisfy the illumination requirements of the
City of Seal Beach.
Task 5 — Signing & Striping Plans
Signing and Striping Plans will be prepared showing the affected construction area and all affected traffic
stripes. The plans will show the location of all proposed traffic stripes and markings and the proper
disposition of all affected existing signs and markings. Any work required to transition the proposed stripes
to join with existing stripes on intersection approaches will also be provided. The final signing and striping
plans will be prepared for final plotting on - D-sized sheets at I" = 40 feet. Approximately I striping plan
sheet is envisioned for the project.
Task 6 — ADA Ramps and Median Nose Improvements
ADA Curb Ramps
KOA will prepare plans and specifications for the replacement of curb access ramps at the four intersection
corners of the subject intersection (west legs). Curb ramps shall be designed to meet current Americans
with Disabilities Act (ADA) access requirements, and shall include detectable warning surface, flush curb,
and appropriate slopes for conformance. KOA will coordinate with the City and Leisure World regarding

will be coordinated with City staff. KOA staff will conduct a local topographic survey for the median. The
survey will be locally referenced as needed for the design work.
Task 7— Traffic Control Plans
As with any construction project there will be expected inconveniences to traffic flow both on Seal Beach
Boulevard and within the site entrance.
Tragic Control Exhibit Plan
KOA will prepare road construction area traffic control plan which clearly defines the installation of signing,
delineation, and barricade placement in advance and within the work area. The plan would be prepared on
a full 24 "x36" sheet using a scale sufficient to show details and graphic representation of the various
construction area signs recommended for use on this project. Proposed traffic control for the Leisure
World site entrance must accommodate local traffic, buses, shuttles and emergency vehicles, and at the
same time provide a convenient and safe work area for the contractor. Pedestrian and bicycle use within
the work area will be directed through using the best route possible.
Work Area Stage Handling Plan
KOA will prepare construction area traffic control plans to accommodate street improvements on Seal
Beach Boulevard and the Leisure World site entrance. Plans will be prepared at a scale of I " =40' and will
contain all notes and details necessary. Lane closures and associated signing and delineation shall conform
to the current California Manual of Uniform Traffic Control Devices (CA MUTCD). Curb ramp
improvements will require closing lanes adjacent to the curb which will involve the southbound right turn
lane and the bike lane. The sidewalk impacted by the curb ramp improvement will also be closed. Signing
indicating that the bike lane is closed ahead would be installed sufficiently upstream from the work area.
Bicycles would need to share lanes with vehicle traffic. Signs would also be installed to advise pedestrians
of the sidewalk closure and provide an alternate pedestrian route. Other work on Seal Beach Boulevard
involves extending the raised median nose. Lanes adjacent to the median would be closed. Northbound
left turns would continue to be available with a temporary shortened storage pocket

incorporated properly into the plans, until they are ready for final approval by the City of Seal Beach.

KOA will prepare the following construction plans for each submittal:

Printing and Reproduction of Final Submittal
KOA will provide the necessary copies of our plans and specifications during the course of plan
preparation. At the final submittal or conclusion of the project, we will furnish original Mylar plan sheets
meeting the requirements of the City of Seal Beach, "camera ready' specifications, plus word processing
and CAD drawing files. Assembly of complete bid packages and printing would be the responsibility of
others.
Task I I — Post - Design Support
Post Design Services
KOA staff will provide on -going assistance during the bidding and construction phases including responses
to RFI's. Site visits would be made to assist the contractor should any unforeseen conditions impact the
installation of traffic design features.
The City will conduct construction inspection and acceptance activities; therefore, this type of work is out
of our scope. Any other construction related service would be performed on a time - and - materials basis.
Any request to provide additional services during construction will be deemed to be authorized as out -of-
scope work, unless expressly agreed to by KOA.
It is understood that design activities associated with traffic signals cannot identify and address all
contingencies associated with underground construction. KOA will not be responsible for the cost of
change orders or plan changes due to changed field conditions unless they arise from our sole and gross
negligence.
Post Construction Services
KOA will prepare post construction "Record Drawings" based on the as -built information provided by the
Contractor and confirmed by the site inspection team. KOA will perform a site review to verify traffic
design features not installed per the plans. A final set of Mylar "Record Drawing" plans which accurately
show the construction /installation of signal equipment, signing, and striping, and civil improvements will be
provided.

Any work requested by the City of Seal Beach that does not appear directly on the plans for the
proposed project is excluded. The work scope is considered complete once plan approval is obtained.
All other services requests after plan approval are considered extra work. Fees for extra work will be

Our fee would exclude any costs paid to the City, Caltrans, utility companies, or any other agency
(private or public) for plan checking, construction inspection, utility records, as -built records, or aerial
