SUBJECT: ADOPT THE 2011 BUILDING /FACILITY CONDITION
ASSESSMENT
SUMMARY OF REQUEST:
It is requested that the City Council adopt Resolution No. 6196 approving the
2011 Facility Condition Assessment.
BACKGROUND AND ANALYSIS:
The City of Seal Beach owns and operates 37 facilities throughout the City.
Some of the facilities include: City Hall, Old City Hall, the Police Station, City
Yard Building, Library/Senior Center, numerous water facilities (wells and
reservoirs), North S.B. Community Center, Marina Community Center, P.D.
Safety Building, Lifeguard Headquarters, Lifeguard Garage, Lifeguard Zero
Tower, Beach Yard Building /1 St. Garage, 1 St/ Beach Facility, Zoeter Building
(Day Care), the Girl Scout House, Fire Station No. 44, Fire Station No. 48, and
the Seal Beach Tennis Center. On June 28, 2004 the City Council adopted a
Facility Condition Assessment Report.
Since the adoption of the report, changes have been made with respect to City
facilities, as well as the finances of the City. Additionally, several updates to the
American with Disabilities Act and the Uniform Building Code have gone into
effect.
At the June 14, 2010 City Council meeting, the City Council awarded a
professional services contract to Griffin Structures to perform a facility condition
assessment study to review all City owned facilities and buildings.
At the February 28, 2011 City Council meeting, a study session was held to
present preliminary findings of the study and to provide staff with policy decisions
to include within the report.

At the September 12, 2011 City Council meeting, the draft report was presented
to Council with the complete summary of findings for each facility. Comments
from the public and Council were gathered and incorporated into the final report
presented in this agenda item. In response to Mayor Pro Tern's comment on the
format comparing from the 2004 TEC Report and this proposed study, it is staff's
professional opinion that this report complements the 2004 TEC Report. This
study provides a "big picture" snapshot of the entire City's facilities. Additionally,
in response to a comment recommending immediate repairs as opposed to
waiting for entire buildings to be repaired, page 24 of the final report labels tier 1
and 2 as immediate repairs.
Staff has incorporated all the comments and seeks approval of the 2011 Facility
Condition Assessment.
NOTE. Copies were made available for public review in the Mary Wilson Library
and at the Office of the City Clerk.
ENVIRONMENTAL IMPACT:
There is no Environmental Impact related to this item.
LEGAL ANALYSIS:
No legal analysis is required for this item.
FINANCIAL IMPACT:
There is no Financial Impact.
RECOMMENDATION:
It is recommended City Council adopt Resolution No. 6196 approving the 2011
Facility Condition Assessment.

A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING THE 2011 FACILITY CONDITION ASSESSMENT
THE SEAL BEACH CITY COUNCIL DOES HEREBY RESOLVE:
SECTION 1. The City Council hereby approves the 2011 Facility Condition
Assessment.
SECTION 2. The City Clerk shall certify to the passage and adoption of this
resolution.

regular meeting held on the. 1 Oth day of October 2011 by the following vote:
