The City Council of the City.of Seal Beaoh met in regular
session at 7:30 ~.M. with Mayor Gibb~ presiaing. The meeting was
oalled to order with the,Pledge of Allegianoe.

It was moved by Jones and seoonded by Le~ard that the
minutes of Augus'!; 16th and the adjourned meeting of August 23rd be
approved as presented.

Payroll demands No. 3585 to 3657 inclusive for a total of

$11,042.04 as approved by the Finance Committee were presented. It
was moved by Jones and seconded by Flanagan that the demands be allowed
and warrants drawn on the Treasury for the same.

Letter from the Navy Department in regard to Lodr. Gentry
was received and filed.
It was moved by Gemmill and seoonded by Leonard that the
Mayor be authorized to proolaim the week of Ootober 9th to 15th
inclusive as "Fire Prevention Week" with city foroes instruoted to
piok up surplus debris, as recoMMended by the Fire Chief.

to the unsightly condition of Bay Blvd. was discussed and referred to

raising campaign in the City during the month of Deoember 1960.

Mr. Brashear stated that the Police Department reported
no accidents over the Labor Day week-end.
Mr. Gemmill requested a letter be sent to the State Highway

Department protesting the hazardous condition of the detour at
the westerly city limits and Coast Highway.
Mr. Brashear quoted the assessed valuation ratio of other
.
counties as oompared to Orange County. Orange County at 19.8 per
oent of actual value.
Mr. Buck presented a proposed oontract with t he Sully-
Miller Co. for a two year agreement for permission to remove sand
from the mouth of the San Gabriel River. After disoussion, referred
back to the City Administrator.
Mr. Buck inquired i~ approval had been reoeived from the
Board of Supervisors for the measure to be placed on the Nevember
,
ballot. The Clerk was instruoted to oall the County Clevk.
It was moved ,by Gemmill and seconded by Jones that Mayor
Gibbs, Councilman Flanagan, Jones and Gemmill be authorized to
present arguments to the City Clerk in favor of Ordinance No. 559
(City Manager Form of Government).

Mr. Flanagan .inquired about the proposed annexation. Mr.
Brashear stated no new aotion to date.
Mr. Jones inquired about the position of the Paoifio Eleotric
Railway in the storm drainage pro~eot and the 1931 Street Impro~e-
ment Aot. Mr. Brashear reported they were on the assessment list with
all other property owners in the area.
The reports of the City Officers for the month of August
1960 were received and filed.
