Seal Beaoh, California September 20, 1960 The City Counoil of the City of Seal Beaoh met in regu- lar session at 7:30 P.M. with Mayor Gibbs presiding. The invocation was given by Rev. E. John Gillis of the Brethren Church. The meeting was oalled to order with the Pledge of Allegianoe. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmil 1 Absent: " None " It WKS moved by Gemmill and seoonded by Jones that the minutes: of the regular meeting of September 6, 1960 be approved as presente.d. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Payroll demands No. 3658 to 3724 inclusive and regular demands No. 9639 to 9729 inclusiv.e for a total of $35,082'.25 as approved by the Finance Committee were presented. It was moved by Jones and seconded by Flanagan that the demands be allowed and ~arrants drawn on the Treasury for the same. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None I Motion carried. It was moved by Jones and seconded by Leonard that the request of Lesoher and Stockon to sub-lease the pier oafe be approved. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Letter of a group of interes.ted citizens with the endorse- ~ent of the Seal Beach Property Owners Association to assist in the beautification of the Pacifio El~ctric right-of-way was disoussed. The first phase of weed olearing was referred to the City Admini- strator. Announoement of the September meeting of the Orange County League of Cities, Seal Beaoh host, was received and filed. Announcement of the dedioation of the Bolsa Chica State I Beach Park was reoeived and filed. The Mayor read a letter from the Seal Beaoh Property Owners Association relative to beaoh parking permits. Referred to t he City Administrator. Action on a letter from the Planning Commission requesting a replacement for Norman Wilson who has moved out of the City was deferred. It was moved by Leonard Ord. and seconded b y Flanagan to waive the seoond reading of Ordinanoe No. 2U- 563. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion oarried. Ii was moved by Gemmill and seconded by Leonard that Ordin- anoe No. 563 be deemed as having had its second reading and be passed Ord. 2U.. for adoption. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion oarried. I~ was moved by Jones and seconded by Leonard that the reports of the City Clerk and Treasurer for the month of August, 1960 be received and filed. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion oarried. Mr. Brashear reported an allotment had been made to the U. S. ~rmy Engineers for a beaoh erosion study in the area. A contract for the' removal of sand from the mouth of the Bch. EJ;:osio San Gabriel River was discussed,: It was moved by Jones and seoonded by Flanagan that the Mayor and City Clerk be authorized to exeoute a oontract with Sully-Miller Company for the removal of the sand. AYES: NOES: Flanagan, Jones, Gemmill, Gibbs Leonard Motion carried. Mr. Brashear presented a new Pay Step Policy Plan. It was moved by Flanagan and seconded by Gemmill that the Pay Step Policy Plan be approved as presented. Civil Servio, AYES: NOES: Flanagan, Jones, Gemmill, Gibbs Leonard Motion carried.
