The City Counoil of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs presiding.

It was moved by Gemmill and seoonded by Jon~s to approve
the minutes of the meeting of September 20th as presented.

Motion oarried.
Payroll demands No. 3725 to 3784 inolusive for a total of
$9023.10 as approved by the Finance Co~ittee were presented. It
was moved by Jones and ,seconded by Flanagan that the demands be
allowed an~ warrants drawn on the Treasury for the same.

thirty-six other property owners in. the area, calling attention to
the undesirable conditions in the area was disoussed at length.

written report in regard to issuanoe of beaoh parking lot permits
at $10.00 per year to local residents. It was moved by Gemmill and
seconded by Flanagan to table the mat~er.

Letter from Dr. Robert S. Lorch, Long Beach State College in
regard to a trainee program was disoussed. Dr. Lorch addressed the
Council bri~fly. It was moved by Jones and seconded by Gemmill to
approve the program at $1.25 per hour for the trainee.

"ACE" projeot as reoommended by the City Attorney was dis-
cussed. Resolution No. 1084 ("ACE" Projeot) was presented by the
City Attorney. It was moved by Gemmill and seoonded by Jones to
adopt Resolution No. 1084.

Mrs. Joe Tanore addressed the Council requesting a turn-
table and microphone for the auditorium for the Seal Topper danoe
group. Referred to the City Administrator.
Mr. Blanchard, 326 lOth. Street, advised the Council of the
number of business signs in the residential zones. Referred to the
City Administrator.
Resolution No. 1083 (Purohasing Agent-Orange County) was
presented by the City Attorney. It was moved by Jones and seconded
by Leonard to adopt Resolution No. 1083.

Mr. Brashear reported the costs of the reoent East side
Storm Drainage extension projeot.
Mr. Brashear also reported that the State Board of Equali-
zation would make a new field appra~sal for assesmnent of the Pacific
Electrio property.
The current sales tax apportionment was reported by Mr.
Brashear.
Mr. Brashear' stated that the Pacific Eleotr~o Railway
Company was reluctant to negotiate for the proposed beautifioation
program. After oonsiderable discussion the City Administrator was
instruoted to make a fo~al request.
It was moved by Gemmill and seconded by Jones that the
reports of the License, Water, Building and City Clerks Departments
for the month of September be reoeived and filed.

Payment of employees overtime was discussed. More study
needed for a proposed ordinanoe.
Mr. Gemmill suggested the name of Ed Keller for the Plan-
ning Commission vacanoy. Mr. Leonard named Mr. Daniels. It was
moved by Leonard and seoonded by Jones to table the matter for
two weeks.

Mr. Flanagan suggested ~ better prooedure be set up for
the enforoement of the dog leash ordinance. Referred to Mr. Brashear.
Mr. Brashear reported. another delay in the annexation
propedures.
Mr. Gemmill reported the suocess of the reoent Orange
County League of Cities dinner and program at which the City played
host.

Chica State Beach Park.
It was.moved by Gemmill and seoonded by Jones that Mr.
Brashear be allowed $30.00 per day plus transportation to attend
the International City Managers Association convention in San
Franoisoo. October 16th to 20th.

nia Cities Annual Conference to be held in Los Angeles, Ootober 23rd
to 26th.

until Ootober 11th at 7:30 P.M.
