It was.moved by Gemmill and seoonded by Jones that Mr. Brashear be allowed $30.00 per day plus transportation to attend the International City Managers Association convention in San Franoisoo. The meet- ing was called to order with the Pledge of Allegianoe. Present: Mayor Gibbs Counoilmen: Flanagan, Jones, Leonard,"Gemmill 1 Absent: .. The City Clerk read the notioe of hearing and his affidavit of mailing said notices. Mr. Buok outlined the hearing procedures. A written notice of objection from Jack Klempner, 213 13th Street, assessed valuation $1100.00 was read. Several property owners spoke in favor of the projeots. . Mayor Gibbs oalled a five minute reoess. The meeting re- , oonveined at 9:15 P.M. . Mr. Day gave further explanatio~ of the project. There being no further protests it was moved by Jones and 1 at seoonded by Gemmill that the Counoil rinds that~this hearing the Resolution of Intention No. 1059, the Reports and the Notioe were read to the Counoil prior to the consideration of protests and objeotions. The City Council further finds that the assessed valuation of all property in the distriot to be $277,600 and the true value to be $555,200. The Counoil further finds that owners of property having a total assessed valuation of $33,270 protested and that suoh is less than one-half of the total assessment value of all property in the distriot. The Counoil further finds that the public interest, con- venience and necessity require the improvement as set. forth in the report, that the projeot is feasible, that the lamds to be assessed will be able to carry- the burden of the prooposed assessment and there: , I fore orders the. hearing be olosed and the project proceed according to statute. The meeting was oalled to order with the Pledge of Allegiance. The invocation was given by Rev. John Gillis, First Brethren Churoh. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill Absent: " None " It was,moved by Jones and seconded by Flanagan to approve the minutes of the regular meeting of Ootober 4th. and the regular adjourned meeting of Ootober 11th, 1960. AYES: NOES: Flanagan~ Jones, Leonard, Gemmill, Gibbs None Motion oarried. Mr. Jones questioned demands No. 9742 - $25.00 Marina Players and No. 9743 - $22.00 Ayer Piano House. It was explained they were additional expenses incurred in the recent Orange County League of Cities dinner. Payroll demands No. 3785 to 3836 inclusive, and regular demands No. 9730 to 9818 inolusive, totaling $35,340.14 as approved by the Finanoe Committee were presented. It was moved by JGnes and seoonded by Flanagan that the demands be allowed and warrants drawn on the Treasury for the same. AYES: PASS: Flanagan, Jones, Leonard, Gibbs Gemmill Motion carried. It was moved by Gemmill and seoonded by Jones that the City Council approve Prop. No.1. Water Bond Aot, and that the City Admini- Prop strator issue a publio release on this aotion.
