The City Counoil of the City of Seal Beach met in regular
session at 7:35 P.M. with Mayor Gibbs presiding. The meeting was
oalled to order with the Pledge of Allegiance.
The invocation was given by Rev. John Gillis, First Brethren
Churoh.
Present: Mayor Gibbs

It was,moved by Jones and seconded by Flanagan to approve
the minutes of the regular meeting of Ootober 4th. and the regular
adjourned meeting of Ootober 11th, 1960.

Motion oarried.
Mr. Jones questioned demands No. 9742 - $25.00 Marina
Players and No. 9743 - $22.00 Ayer Piano House. It was explained
they were additional expenses incurred in the recent Orange County
League of Cities dinner. Payroll demands No. 3785 to 3836 inclusive,
and regular demands No. 9730 to 9818 inolusive, totaling $35,340.14
as approved by the Finanoe Committee were presented. It was moved
by JGnes and seoonded by Flanagan that the demands be allowed and
warrants drawn on the Treasury for the same.

The request of William A. Davis for a permit for a beer
and win~ on sale license was withdrawn.
Mr. Johnson, 125 Coastline Drive, reported a low spot in
the street in his area. Referred to the City Engineer.

Mr. Buck stated he had reoeived an amended lease for

beautification purposes from the Paoific Eleotrio Railway. The
purpose of the amendment is to permit three additional parking are~s
at Main and Eleotrio. It was moved by Leonard and seoonded by Jones
that the City Administrator prooeed to get bids for the projeot and
that it be paid for out of City funds. Also for the removal or set-
baok of oertain power poles in the immediate area. A general dis-
cussion followed. It was moved by

Buck and Mr. Mao Clure be instructed to attend the Police Community
Relations Institute, to be held in Los Angeles in February 1961.

Mr. Jones reported that certain traffic humps in the 100
block of Main Street interfered with truck loadings. It was moved St.
by Leonard and seconded by Jones that the traffio hump in the rear
of Vinzant's and Condo's Rock Shop be removed.

After some disoussion it was moved by Gemmill and seoonded
by Leonard that the City Administrator be instructed to establish a
motor pool of City vehicles for use by proper city employees.

The appointment of a member of the Planning Commission was
deferred for further study.
Mr. Gemmill suggested that the City Attorney send telegrams
to City, County and State health authorities objecting to the condit-
ion of the dump site west of the City.
After further disoussion it was moved by Gemmill and
seoonded by Leonard that the City Attorney be instructed to take the
neoessary legal aotion to abate the nuisance or. the dump site.

show the Unamsrioan films of the San Franoisoo riots at the MoGaugh
