The City Counoil of the City of Seal Beaoh met in regular
session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was
called to order with the Pledge of Allegiance.

It was moved by Leonard and seconded by Jones that the
minutes of the regular meeting of October 18, 1960 be approved
as presented.

Payroll demands No. 3837 to 3891 inolusive, totaling
$8,909.88 as approved by the Finanoe Committee were presented.

It was moved by Jones and seconded by Flanagan that the demands
be allowed and warrants drawn on the Treasury for the same.

It was moved by Gemmill and seoonded by Jones to accept
the resignation of Adm. H. L. Hoerner as a member of the Civil Serv-

Keller be appointed to serve the term of H. L. Hoerner on the Civil

Mr. Jones was appointed by Mayor Gibbs to represent the
City at the dedication of the San Diego Freeway, November 7th.
A petition requesting action to alleviate the dust problem
on Electric Avenue was discussed. Mr. Brashear reported that the
Pacific Electric lease only permitted beautification. He reoommended
that posting of the area to prohibit trespassing be established.
It was reported that the application with the State to open

a beer and wine on-sale restaurant at 4th and Bolsa had been withdrawn.
Mr. Allen Stangeland inquired about a masonry wall on the
north side of Paoifio Coast Highway. No aotion to date.
Mr. Blanchard asked about the business signs in residential
areas.

Mr. Brashear stated that he had not reoeived a report from the

by Jones to adopt Resolution No. 1085.

Mr. Buck reported the olosing of the public dump in Los
Angeles County.
Mr. Brashear reported repairs on Coastline Drive would be
$250.00 ~o $300.00 and work would prooeed.

Mr. Brashear stated that certain repairs and improvements
had been made to the sewage treatment plant by oity employees.
Mr. Brashear reported that the Los Angeles County Flood
Control Distriot would extend the east jetty at the San Gabriel River
Boh.
outlet to 1500 feet. This should help to stabalize our beach.
Mr. 'Brashear also reported that a motor vehicle pool of
city equipment was being worked out for oity employees use.
A report on the improvement of Bay Boulevard under the
County arterial highway program was not oomplete to date.
The October 1960 report of the License Department was
received and filed.
Mr. Flanagan asked if something oould be done about
exoessive weeds on vacant lots. After some disoussion the matter
was referred to the City Administrator.

Mr. Jones inquired about enforoement of the dog ordinance.
Mr. Brashear stated that he would present a program at the next dogs
meeting.

Mr. Brashear reported that to date no sand had been re-
moved from the mouth of the San Gabriel River under the Sully-Miller
contraot.

Mr. Jones also asked about a residence near 14th and Ooean
that had been condemned. Referred to Mr. Brashear.
Mr. Leonard.asked progress of proposed plan to set up
Planning Cqmmittee to assist the Planning Commission.

ning Commission had expired.
It was moved by Flanagan and seconded by

Jones that Ray Boeger be reappointed to the Planning Commission for
a full term.

Mayor Gibbs announced that the Orange County T B Program
would be held Nov. 14th Community Center, Santa Ana.
It was moved by Leonard and seoonded by Jones to adjourn.
