The City Council of the City of Seal Beach met in regular
session at 7:30 P.M. with Mayor Gibbs presiding. The meeting was
oalled to order with the Pledge of Allegianoe.
The invocation was given by Rev. Paul Chamblis, First
Baptist Church.

the minutes of bhe regular meeting of November 1, 1960 as presented.

Regular demands No. 9819 to 9896 inolusive and payroll
demands No. 3892 to 3945 inolusive for a total of $33,276.57 as
approved by the Finance Committee were presented. It was moved by
Flanagan and seconded by Jones that the demands be allowed and warrants
drawn on the Treasury for the same.

Announcement of the meeting of the Orange County Coast
Associatiorrwas reoeived and filed.
Mr. Ed Keller again asked for action on the masonry wall
in the subdivision. After oonsiderable disoussion the matter was
referred to Mr. Brashear to follow through.
It was announced that the Long Beaoh dump had reopened but
had a defin~te olosing date of Deoember 15th.
Resolution No. 1086 (Arterial Highway) was presented by
title by the City Attorney.
It was moved by Leonard and seoonded by
Gemmill to waive the reading of Resolution No. 1086.

first reading be passed to the second reading.

Ordinance No. 565 (Set-baoks, Arterial Highways) was pre-
sented by the City Attorney. It was moved by Jones and seconded by

zones had been removed or notioe of removal has been issued.

Mr. Brashear also reported that he had reoiived some four- Plan
teen names for the Master Plan Committee but had requested more names
before presenting them to the Council.
He further reported that the sub-standard building at 1311
Ocean would be removed.

Certain repairs in th~ City Hall are being taken oare of it
was stated py Mr. Brashear.
Mr. Brashear announoed that the TV series "Lock-up" filmed
in the City would be shown on KpXT, Saturday at 7:00 P.M.
It was moved by Jones and seoonded by Flanagan that the
reports of the Building, Water, City Clerk and ,City Treasurer for
the month of October 1960 be received and filed.

Mr. Jones reported attending the. dedioation of the San Diego
Freeway oeremonies.
Mr. Leonar~ inquired about progress on the parking strips
on Main and Eleotric on Pacifio, Eleotric property. Mr. Brashear stated
that the drainage projeot was most urgent.
Mr. Leonard asked about oosts estimates for improving Bay
Blvd. from Coast Highway to oity limits. It was reported that the
resolutions and ordinanoes just adopted were a part of the projeot.
Mr. Gemmill inquired about the proposed signs to be posted
.on the Paoific Electrio right-of-way. Signs now being painted.
Mr. Gemmill also asked about sewage plant improvements.
Currie Engineering, Co. preparing plans and speoifications.
Mr. Gemmill further asked about Naval approval of the
proposed water well sites. Mr. Brashear stated that noword had been

Mayor Gibbs asked about the proposed letter to be sent out
in regard to garbage and trash collection and its problems.

Mayor Gibbs inquired about the annual Christmas party for
City Employees. No action taken.
The question of a subsoription to the Saoramento Newsletter
was disoussed and referred to Mr. Brashear for sample oopies.
