Do,g:s Seal Beach, California D~cember 6, ,1960 The City Council of the City of Seal Beach met in regular session"at 7:30 P.M. with Mayor Gibbs presiding. The meeting was called to order'with the Pledge of Allegiance. Present: Mayor Gibbs Councilmen: Flanagan, Jones, Leonard, Gemmill Absent: " I " None It was moved by Jones and seconded by Flanagan that the minutes of the regular meeting of November 15th and the special meeting of November 29th be approved as presented. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Mayor Gibbs altered the regular order of business to permit the City Attorney to present ordinances and resolutions. Resolution No. 1088 (Arterial Highways System Access) was presented by the City Attorney. It was moved by Gemmill and second by Leonard to adopt Resolution No. 1088. AYES: NOES:, Flanagan, Jones, Leonard, Gemmill, Gibbs None .. Motion carried. I Ordinance No. 564 (Dogs-Amendment to Ord. No. 482) was presented by title by the City Attorney. It was moved by Leonard and seconded by Jones to waive the second reading of Ordinance No. 564. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. It was moved by Jones and see ended by Gemmill that Ord. r No. 564 be deemed as having had its second reading and be passed for adoption. AYES: NOES:' Flanagan, Jones. Leonard, Gemmill, Gibbs None Motion carried. Ordinance No. 566 (Master Plan of Streets and Highways- Emergency) was presented in full by the City Attorney. It was moved by Leonard and seconded by Gemmill to adopt Ordinance No.566. I AYES: NOES: Flanagan. Jones, Leonard, Gemmill, Gibbs 'None Motion carried. Mr. Buck reported that he had received the necessary in- formation on the masonry wall and would file suit the first of the week. Mr. Buck asked if the City had received an official canvass of the recent election from the Board of Supervisors. The Clerk stated that it had not been received as yet. Mr. Buck was excused at 7:45 P.M. Rayro11 demands No. 3946 to 4003 inclusive, totaling $9.041.13 as approved by the Finance Committee were presented. It was moved by Flanagan and seconded by Jones that the demands be allowed and warrants drawn on the Treasury for the same. AYES: NOES: Flanagan. Jones, Leonard. Gemmill, Gibbs None Motion carried. The request of the City of San ~lemente urging the form- ation of an Inter-City Study Committee to analyze Orange County Budget and Expenses was received and filed. It was moved by Gemmill and seconded by Leonard that the recommendation of the Planning Commission to grant a conditional . variance to Allen Carpenter for N1y 1/2 Lot 59, ~lk. 212, Tract No. 10 from R-2 to C-2 be received and filed. AYES: NOES: Flanagan. Jonea. Leonard, Gemmill. Gibbs None Motion carried. It was moved by Flanagan and seconded by Leobard that Mr. Brashear be appointed this city's representative to the Board of Trustees of the Orange Coun~y Mosquito Abatement District for a two year term of office ending December 31. 1962. AYES: NOES: Flanagan, Jones. Leonard. Gemmill. Gibbs None Motion carried. Action on the "No par.king" signs in the subdivision was ,deferred for two weeks. It was moved by Jones and seconded by Leonard that the recommen~ation of the City Administrator for a program of overtime in the Police Department be approved. AYES: NOES: Flanagan, Jones, Leonard. Gemmill. Gibbs None Motion carried. It was moved by Jones and seconded by Flanagan to receive 3'55 Elect. Plan. .Comm. Mosqu ito Pol1c Dept. Chi and file the recommendation of the Civil Serviee Commi~sion in regard Serv to the position of "Public Works Supervisor" and to hold an examination- for such position. AYES: NOES: Flanagan, Jones, Leonard, Gemmill, Gibbs None Motion carried. Mr. Brashear reported that the Youth Center was badly in .856 ,Yth. Center Police DAPt. .Street ,Dept. Trees need of painting and that the .Junior Woman's Club had offered to help but were short of funds for the complete job. It was moved by Jones and seconded by Gemmill to authorize Mr. Brashear to proceed with the painting~f!.o-~~g,.Ut~ @u.1i. AYES: NOES: Flanagan. Jones, Leonard, Gemmill. Gibbs None Motion carried. Mr. Brashear announced that Chief of Police MacClure had been appointed to the Police Science Advisory Committee of Orange Coast College. It was moved by Gemmill and seconded by Leonard to receive and file the reports of the Building. License. Water and City Clerks I departments as presented. AYES:' NOES :' Flanagan, Jones, Leonard. Gemmill. Gibbs None Motion carried. Mr. Dick Kusman addressed the Council relative to the in- creased number of accidents occuring at the detour at the city limits and Coast Highway. After discussion the matter was referred to Mr. Brashear for additional protests. Mr. Keller inquired about moving trees from vacant property to replace ,dead trees in the subdivision. A lengthy discussion fo1- , lowed with further action deferred. I Mr. Jones announced the Christmas party of the Orange County Coast Association, December 8th. The Maypr appointed Mr. Brashear to attend the Executive Committee meeting of the Orange County League of Cities. I~ was moved by Leonard and seconded by Gemmill to adjourn.
